Minutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION OCTOBER 17, 1974 CITY HALL Call to order The Brooklyn Center Conservation commission met in regular session and was called to order by Chairman Vetter at 8©14 p.m. Roll Call Chairman Vetter, Commissioners Winkelman, Almen, Dorff and Price. Also present was Administra- tive Assistant James Lacina. Commissioner Almen indicated that he would be resigning from the Commission due to moving from the City effective December 1, 1974. Approval of Minutes Motion by Commissioner Winkelman and seconded 9-12-74 by Commissioner Price to approve the minutes of the September 12, 1974 meeting. The motion passed unanimously. Fall Hike Chairman Vetter introduced the first item of business on the agenda, a review of the fall hike through the Kylawn Preserve area. She stated that approximately 34 people attended the hike and that she felt the hike was very successful. She further commented that the hike operated at a deficit. Commissioner Dorff responded by stating that he felt the Community Education Program will pick up the remainder of the expense. Chairman Vetter also expressed concern over the relationship between the school and the Conservation Commission. She noted that there seemed to be a lack of communication in.makinng arrangements and fulfilling commitments.. Review of Goals Chairman Vetter introduced the next item of and objectives business on the agenda, a review of goals and objectives and projects of involvement for the year 1975. The secretary passed out copies of • the enabling legislation and the bylaws creating the rules of procedure for the Conservation Com- mission. He suggested that the Commissioners review these very carefully and if they desire any changes, they could be reviewed at the next meeting. Commissioner Price commented as to the projects for the ensuing year. He noted that the Commis- should take a greater interest in stressing conservation education and legislation. A lengthy discussion ensued relative to projects for involve- ment. Councilman Britts arrived at 9:35 p.m. Commissioner Winkelman noted that a Scout had recently done an excellent report on the Kylawn area. She noted that this report might easily be put into an informational pamphlet. She also stated that such a pamphlet might also be created for the Palmer Lake area. She noted that many citizens do not really know or are not aware of the type of environmental activities in these areas. A brief discussion ensued relative to the develop- ment of Palmer Lake. The secretary noted that the Park and Recreation Commission was currently studying this matter and urged the Conservation Commission to work in conjunction with the Park and Recreation Commission on recommendations for the use of this area. The following list of projects was tentatively scheduled by the Conservation Commission. 1) Volunteer work in the arboretum 2) Possible bike tour of the City's environmental areas 3) Pride in Your City Project 4) Kaleidoscope 5) 6) 7) 8) 9) 10) Recycling Drive pamphlet Involvement in environmental legislation Palmer Lake development Winter hike Fall hike Community Education Program A brief discussion ensued relative to the recycling drive pamphlet and the possibility of using gas stations as oil depositories. It was the consensus of the Commission to review these projects again at the next meeting. Motion by Commissioner Price and seconded by Commissioner Dorff to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Conservation Commission adjourned at 10:25 p.m. Adjournment • • is Chairman
