HomeMy WebLinkAbout1974 06-20 CONCMMinutes of the Proceedings of the Conservation Commission of the City Is of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION JUNE 20, 1974 CITY HALL Call to order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 8:15 p.m. Roll Call Chairman Vetter, Commissioners Jensen, Almen, Winkelman and Byrnes. Also present were Parks and Recreation Director Gene Hagel, Mrs. Ann Mencel and Administrative Assistant James Lacina. Approval of Minutes Motion by Commissioner Jensen and seconded by 5-9®74 Commissioner Winkelman to approve the minutes of the May 9, 1974 meeting. The motion passed unanimously. Arboretum The secretary introduced the Director of Parks Presentation and Recreation Gene Hagel. Mr. Hagel proceeded with a presentation on the arboretum proposed for the Kylawn area. He began by giving a brief explanation of the definition and contents of an arboretum. A lengthy presentation ensued relative to the arboretum in the Kylawn Park area. Mr. Hagel stated the conceptual plan, planting plan and grading plan for the arbore- tum were prepared by Mr. Steven Jahns, a student of Landscape Technology at Hennepin County Vo-Tec. Mr. Hagel commented that the land used for the arboretum was obtained by the City as tax delinquent property in March of 1973. He stated the plan proposed by Mr. Jahns has been approved by the City Council and the Park and Recreation Commission. He further commented that the shelter building from Willow Lane would be used to serve the arboretum and the Preserve area. Mr. Hagel • then proceeded with a brief explanation and b oretum. review of the maps and sketches of the ar Commissioner Dorff arrived at 8:45 p.m. Commissioner Jensen inquired as to the cost of constructing the arboretum and as to the possibility of a user°s fee for viewing the arboretum. Mr. Hagel responded by stating he did not feel at this time there would be any user°s 'fee connected with the arboretum and that he did not have a valid cost estimate to complete the work in the arboretum. He further explained the concept of the arboretum was an ongoing program and would not be constructed and completed within a certain period of time. He stated the important factor at this point of time would be to prepare the ground for the planting program. A brief discussion ensued relative to the use of the arboretum. Mr. Hagel commented he did not have any speculation at this time as to the number of people that might be using the arboretum or as to the operating cost. He did comment, however, that he had hoped the concept of an arboretum would be compatible to the wishes of the people in the neighborhood. It was the consensus of the Commission to accept the arboretum report and commend Mr. Jahns for the work he had done on it. Chairman Vetter and the Conservation Commission members thanked Mr. Hagel for his informative presentation on the arboretum report. Commissioner Jensen inquired of Mr. Hagel infor- mation regarding the garden plots behind the high rise building near City Hall. Mr. Hagel responded by saying that participation in this opportunity has been poor to this point. He further commented that the weather situation might be attributable to the poor response. However, he did hope the program could be operated again next year with possible better response. Due to the conflict of vacations and Commis- sioners' absence it was the consensus of the Conservation Commission to skip the July meeting and defer the next meeting to the regular scheduled meeting in August. Motion by Commissioner Almen and seconded by Commissioner Byrnes to adjourn the meeting. The motion passed unanimously.
