HomeMy WebLinkAbout1974 03-14 CONCMMinutes of the Proceedings of the Conservatim Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION MARCH 14, 1974 CITY HALL Call to Order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairwoman Vetter at 8:11 p.m. Roll Call Chairwoman Vetter, Commissioners Dorff, Price, Jensen, Byrnes, Almen and Winkelman. Also present was Administrative Assistant James Lacina. Approval of Minutes: Motion by Commissioner Price and seconded 2-21-74 by Commissioner Dorff to approve the minutes of the February 21, 1974 meeting. The motion passed unanimously. Kaleidoscope Final Chairwoman Vetter introduced the first item Presentation of business on the agenda, the final presen- tation of the Kaleidoscope exhibit. A lengthy presentation ensued relative to it. Commissioner price outlined the procedure to be followed regarding the slide presentation and the Commission viewed the slides as they would be presented at Kaleidoscope. The Conservation Commission recessed at 8:55 p.m. and resumed at 9:05 p.m. Chairwoman Vetter set up a schedule of times for the Commissioners to be at the booth and requested volunteers for the time schedules. The following shifts were set up: 11:30 - 1:30 Commissioners Byrnes and Winkelman 1:30 - 3:30 Commissioners Jensen and Almen 3:30 - 6:00 Commissioners Price, Vetter and Dorff. • Chairwoman Vetter again stressed the use of handouts at the booth. She also stated that this was an excellent opportunity for citizens of the community to become aware of what the Conservation Commission is all about and the activities it participates in. "Pride in Your The secretary introduced the next item of City" Report business on the agenda, the "Pride in Your City" report. Commissioner Winkelman reviewed the progress of the project to date. She stated that they would need approximately 25 posters 15" x 22". She also stated that the posters would be drawn by school children or any interested civic groups that would like to help out in the publicity aspect of the "Pride in Your City" project. Commissioner Price left the meeting at 9:20 p.m. • A brief discussion ensued relative tothe "Pride in Your City" project. Commissioner Winkelman stated that the scout groups would be receiving flyers with respect to their participation in the clean up project. She also stated that she met with Mr. Hagel of the Parks and Recreation Department to discuss the Parks and Recreation Department's help in picking up the litter in the parks. She then stated that Mr. Hagel indicated his crew would pick up the litter from the parks if it were piled in a pre-determined place in the parks. She further commented that there seemed to be a bag shortage and that if any Commissioner knew of any resource where they could get bags to put the litter in it would be much appre- ciated if they would let her know. Commissioner Winkelman then presented an idea that the "Pride in Your City" committee had thought of. She suggested planting flowers in the parks and painting trash barrels. She stated that Mr. Hagel had been aware of this concept and was interested in it and that the matter would be looked at in more detail by the next meeting. She then stated that the next letter regarding the "Pride in Your City" project would be sent out to the principals of the grade schools and flyers for each student in grade school would accompany them. She commented that the publi- city part of the project would be very-important -2- 3-14-74 to insure success. She further commented that letters would be sent to the churches to make them aware of the project and to encourage them to participate by cleaning up their own areas. Another new concept regarding the "Pride in Your City" project evolved around a gardening plot area for the senior citizens on unused park property behind Shingle Creek Towers. She stated that Mr. Hagel is interested in this concept but that it would require more research and study before a full report can be given. Jaycee's Recycling Commissioner Almen reported on the Jaycee's Drive Report Recycling Drive. He stated that he has not been in contact with the Jaycees as of yet but that he would contact them to let them know the concern of the Conservation Commis- sion. The secretary reviewed the minutes of September 13, 1973 as to the discussion the Conservation Commission had with the members of the Jaycee's Recycling Drive Committee. A lengthy discussion ensued relative to the type of reporting that the Commission requested from the Jaycees and how the drive would be handled. It was the consensus of the Commis- sion to have Jaycees appear before the Commis- sion at their next meeting to give a brief summary and report on the progress of the Recycling Drive. Task Force The secretary introduced the next item on Report Approval the agenda, the Brooklyn Center - Crystal Preserve Annual Report. He reviewed the programs completed in 1973 and the proposed programs for 1974. Commissioner Winkelman stated that the Task Force had a very good working relationship with the Brooklyn Center and Crystal Con- servation Commissions and she hoped that these good relationships would continue in the future. She gave a brief description of the people on the Task Force and stated that the teachers on the Task Force have instilled a great interest in their students regarding the Environmental Preserve. The secretary reviewed the procedures that would be followed regarding the report. He -3- 3-14-74 • stated that upon approval by the Conservation Commission the report would be submitted to the City Council for its approval at the April 22, 1974 meeting. Motion by Commissioner Byrnes and seconded by Commissioner Jensen to approve the 1973 Annual Report and the 1974 Proposed Projects of the Brooklyn Center - Crystal Environmental Task Force Committee. The motion passed unanimously. The secretary also noted that the minutes from the February 20, 1974 meeting of the Task Force were presented to the Commission for acceptance. Motion by Commissioner Winkelman and seconded by Commissioner Dorff to accept the minutes of the February 20, 1974 meeting of the Brooklyn Center - Crystal Environmental Task Force. The motion passed unanimously. Twin Lake Progress The secretary commented as to progress of the Report Review Twin Lake Resolution passed by the Brooklyn Center Conservation and Parks and Recreation Commissions. He stated that the report and the resolution were presented to the City Council at their March 11, 1974 meeting. He further commented that the City Council sup- ported the resolution and approved the report. Adjournment Motion by Commissioner Dorff and seconded by Commissioner Winkelman to adjourn the meeting.
