HomeMy WebLinkAbout1974 02-21 CONCMMinutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION FEBRUARY 21, 1974 CITY HALL Call to Order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 8:20 p.m. Roll Call Chairman Vetter, Commissioners Almen, Jensen, Price, Dorff, Byrnes and Winkelman. Also present was Administrative Assistant James Lacina. Approval of Minutes Motion by Commissioner Jensen and seconded by 1-10-74 Commissioner Price to approve the minutes of the January 10, 1974 meeting. The motion passed unani- mously. Kaleidoscope The secretary introduced the first item of business on Presentation the agenda, the Kaleidoscope presentation. Commissioner Price gave a brief explanation of the procedure to be followed regarding the slide presentation. He then went through the slide presentation as it will be shown at Kaleidoscope. After the presentation, Commissioner Price requested comments and suggestions from the Commissioners. He questioned as to whether the setup should be a mechanical or manual operation. Commissioner Winkelman stated that the manual presentation would be more conducive to contact with the people. It was the consensus of the Commission to use the manual operation setup because it would give the Commissioners an opportunity to stop the slide presentation at any time if there were questions or comments. Commissioner Dorff commented on the use of city maps to outline areas where the Conservation Commission has worked. The Commission was very impressed by the presentation for Kaleidoscope. The secretary commented as to the use of the Kaleidoscope Day to gain support for the "Pride in Your City" project. He reviewed the ideas • that the Parks and Recreation Commission discussed. He also stated that he would get a city map on which the environmental areas could be indicated so the people could see where the Conservation Commission has done its work in the City. • Commissioner Price suggested that a dress rehearsal presentation be given at the next meeting. "Pride in Your City" Chairman Vetter introduced the.next item on the agenda, Report the "Pride in Your City" report. • The secretary commented as to the use of the Park Service Area Committee members as leaders for the groups in their Park Service Areas. Commissioner Winkelman stated that the Committee would again be meeting and drafting the final outline of procedures for the project and would present them to the Commission at a later date. MECCA Symposium Chairman Vetter introduced the next item on the agenda, the MECCA Symposium report. Councilman Britts arrived at 9:45 p.m. Commissioner Price gave a brief outline of all the symposiums. He stated that the program was very good and received good support from the Commission. Commissioner Byrnes left the meeting at 10:00 p.m. Twin Lake Report The secretary reviewed the procedures that were to be followed regarding the Twin Lake Report. He presented a joint resolution that was passed by the Parks and Recreation Commission. A brief discussion ensued relative to the resolution. Councilman Britts stated that he would support the resolution or any action to follow the recommendations proposed by the joint -2- 2-21-74 resolution. Member Barbara Jensen introduced the following joint resolution and moved its adoption: RESOLUTION RECOMMENDING CERTAIN CONTROLS FOR THE USE OF MOTORIZED WATERCRAFT ON TWIN LAKE The motion for the adoption of the foregoing resolution was duly seconded by member Bill Price, and upon vote being taken thereon, the following voted in favor thereof Mary Ellen Vetter, Bill Price, Barbara Jensen, Ronald Byrnes, Roger Pickering, Greg Almen and Henry Dorff; and the following voted against the same: none, where- upon said resolution was declared duly passed and adopted. Winter Hike Chairman Vetter stated that the winter hike had been set for next Sunday, February 24 at 1:00 p.m. and that the bus would leave from Brooklyn Center High School and go to the Palmer Lake Basin for the hike and return to Brooklyn Center High School. She encouraged support and attendance by all Commissioners. She then handed out flyers to the Commissioners regarding the winter hike. April Meeting Chairman Vetter stated that due to a conflict with the April meeting night falling on Holy Thursday she suggested the regular meeting forAhe month of April be changed to the 18th at the same time. It was the consensus of the Commission to hold the April meeting on April 18. Cross Country Skiing Commissioner Winkelman stated that the cross<country ski area in the Kylawn Park was being very heavily used and that the program at this point in time was considered very successful. A brief discussion ensued relative to the cross country ski program and the possibilities of expanding for next year. The secretary commented that Mr. Hagel of the Parks and Recreation Department had stated that there would have to be changes made next year to accommodate the heavy traffic. Adjournment Motion by Commissioner Price and seconded by Commissioner Dorff to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Conservation • Commission adjourned at 10:30 p.m. Chairman -3- 2-21-74 Member Gerald Johnsen introduced the following resolution and moved its adoption: (Parks and Recreation Commission) 0 Member Barbara Jensen introduced the following resolution and moved its adoption: (Conservation Commission) JOINT RESOLUTION NO. 74-1 RESOLUTION RECOMMENDING CERTAIN CONTROLS FOR THE USE OF MOTORIZED WATERCRAFT ON TWIN LAKE • WHEREAS, the Brooklyn Center Parks and Recreation Commission and the Conservation Commission have studied the Twin Lake power boat situation; and WHEREAS, they have surveyed who live on the lake, soliciting motorized watercraft; and the citizens of Brooklyn Center, responses regarding controls for WHEREAS, the recommended controls can be justified for reasons of safety for non-motorized watercraft recreational ac- tivities, for the preservation of the natural habitat and the environment, and for the maintenance of a pollution free lake; and WHEREAS, by imposing the following controls, non-motorized recreational activities would be greatly enhanced: NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Parks and Recreation Commission and the Conservation Commission that the following controls be imposed on Twin Lake regarding out- board motor usage: 1. Limit the size of motors to be used on Twin Lake to 10 horsepower 2. Designate certain areas for use of any--motorized watercraft, subject to 10 horsepower limitation February 19, 1974 4'e-r.,_4 6 Date hairman Parks and Recreation Commission The motion for the adoption of the foregoing resolution was duly seconded by member Don Bogle , and upon vote being taken thereon, the following voted in favor thereof: Robert Zerban, Roger Pickering, Michele Roche, Don Bogle, Gerald Johnson, Jan Grannes; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
