REGULAR SESSION
JANUARY 10, 1974
CITY HALL
Call to order The Brooklyn Center Conservation Commission
met in regular session and was called to
order by Chairman Vetter at 8:15 p.m.
Roll Call Chairman Vetter, Commissioners Jensen,
Byrnes, Almen, Winkelman and Price. Also
present were members of Boy Scout Troop
No. 403, Mr. Koester, Mr. McClure, Mrs.
Ann Mencel and Administrative Assistant
James Lacina.
Approval of Minutes: Motion by Commissioner Price and seconded
12-13-73 by Commissioner Jensen to approve the
minutes of the December 13, 1973 meeting.
The motion passed unanimously.
Chairman Vetter congratulated Commissioners
Almen and Jensen on their reappointment to
the Conservation Commission.
Park Shelter The secretary introduced the first item on
Building Report the agenda, Park Shelter Building Report.
He reviewed the procedure that would be
followed regarding moving the building. He
stated that the City Manager approved the
proposal and suggested moving the building
in the spring of 1974. He also commented
that the City of Crystal is aware of the
report and plans to cooperate. He then
suggested that estimates of electrical
hookup be obtained from N.S.P.
Boy Scout Awards Chairman Vetter introduced the next item on
Presentation the agenda, presentation of awards to the
Boy Scouts for their dedicated service and
work in the Kylawn Preserve. She stated that
the Conservation Commission appreciated the
work they had done very much. She also
exproace.d appreciation and gratitude for
the work performed by Mrs. Ann Mencel in
the Kylawn Preserve.
A brief discussion ensued relative to the
projects that the boys performed in the
Kylawn Preserve. Mr. McClure, the Scout
• leader, thanked the Commission for the
opportunity to work in the Kylawn Preserve
and stated that he would like to see the
good working relationship with the Conser-
vation Commission continue.
Resolution No. 74-1 Member Sylvia Winkelman introduced the
following resolution and moved its adop-
tion:
RESOLUTION EXPRESSING RECOGNITION OF AND
APPRECIATION FOR THE DEDICATED SERVICE OF
JEFF KOESTER IN THE KYLAWN PRESERVE
The motion for the adoption of the fofe-
going resolution was duly seconded by
member William Price, and upon vote being
taken thereon, the following voted in
favor thereof: Chairman Vetter, Commis-
sioners Byrnes, Price, Dorff, Winkelman,
Almen and Jensen; and the following voted
against the same: none, whereupon said
resolution was declared duly passed and
adopted.
Resolution No. 74-2 Member William Price introduced the
following resolution and moved its adop-
tion:
RESOLUTION EXPRESSING RECOGNITION OF AND
APPRECIATION FOR THE DEDICATED SERVICE OF
STEVE MCCLURE IN THE KYLAWN PRESERVE
The motion for the adoption of the fore-
going resolution was duly seconded by
member Henry Dorff, and upon vote being
taken thereon, the following voted in
favor thereof: Chairman Vetter, Commis-
sioners Byrnes, Price, Dorff, Winkelman,
Almen and Jensen; and the following voted
against the same: none, whereupon said
resolution was declared duly passed and
adopted.

Resolution No. 74-3 Member Henry Dorff introduced the following
resolution and moved its adoption:
• RESOLUTION EXPRESSING RECOGNITION OF AND
APPRECIATION FOR THE DEDICATED SERVICE OF
BOY SCOUT TROOP NOo 403 IN THE KYLAWN
PRESERVE
The motion for the adoption of the foregoing
resolution was duly seconded by member
Barbara Jensen, and upon vote being taken
thereon, the following voted in favor thereof:
Chairman Vetter, Commissioners Byrnes, Price,
Dorff, Winkelman, Almen and Jensen; and the
following voted against the same: none,
whereupon said resolution was declared duly
passed and adopted.
Resolution No. 74-4 Member Barbara Jensen introduced the following
resolution and moved its adoption:
RESOLUTION EXPRESSING RECOGNITION OF AND
APPRECIATION FOR THE DEDICATED SERVICE OF
TOM SEIFERT IN THE KYLAWN PRESERVE
• The motion for the adoption of the foregoing
resolution was duly seconded by member Greg
Almen, and upon vote being taken thereon,
the following voted in favor thereof: Chair-
man Vetter, Commissioners Byrnes, Price, Dorff,
Winkelman, Almen and Jensen; and the following
voted against the same: none, whereupon said
resolution was declared duly passed and adopted.
Resolution No. 74-5 Member Greg Almen introduced the following
resolution and moved its adoption:
RESOLUTION EXPRESSING RECOGNITION OF AND
APPRECIATION FOR THE DEDICATED SERVICE OF
GARY JOHNSON IN THE KYLAWN PRESERVE
The motion for the adoption of the foregoing
resolution was duly seconded by member Ronald
Byrnes, and upon vote being taken thereon, the
following voted in favor thereof: Chairman
Vetter, Commissioners Byrnes, Price, Dorff,
Winkelman, Almen and Jensen; and the following
voted against the same: none, whereupon said
resolution was declared duly passed and adopted.

BC Kaleidoscope - 74 Chairman Vetter introduced the next item on
the agenda, BC Kaleidoscope - 74. Commissioner
• Price suggested that the slide presentation as
outlined in the previous meeting be followed
up on and that a three member committee be
established to organize and coordinate the
Conservation Commission's efforts in BC Kaleido-
scope - 74. He expounded on the idea of using
the slide presentation and relating it to the
Commission's activities. He explained that a
script would have to be written to follow the
slide presentation and that in order for some-
thing of this nature to be successful it would
have to be coordinated and presented prior to
the Kaleidoscope day.
A lengthy discussion ensued relative to mater-
ial to be used for the Kaleidoscope presenta-
tion. Commissioner Price stated that slides
and pictures should be taken of all the up-
coming activities. He also stated that he
would be able to get the necessary equipment
for the slide presentation.
• Motion by Commissioner Price and seconded by
Commissioner Byrnes to establish a three mem-
ber committee to prepare Kaleidoscope - 74
material. Motion passed unanimously.
Chairman Vetter appointed Commissioner Price
as chairman and Commissioners Byrnes and
Winkelman as members of the Kaleidoscope - 74
committee. Commissioner Price stated that a
review of all the material should be presented
at the February 21 meeting.
Councilman Britts arrived at 9:10 p.m.
Winter Community A brief discussion ensued relative to
Education Program Conservation Commission's involvement in
the MECCA seminars being h21d at Brooklyn
Center High School as part of the winter
program in Community Education. Chairman
Vetter stressed the importance of publicizing
the event by flyers and newspapers and also
requested the attendance of all Commissioners.
• Commissioner Price stated that personal con-
tact was probably the best method of publi-
cizing the event.

Chairman Vetter then commented on the winter
hike to be held February 24, 1974. She
stated that she would contact a leader for
the hike and that it would be through the
Kylawn Preserve area.
Cross Country The secretary stated that the Cross Country
Ski Party Ski Party would be held at the Kylawn Pre-
serve area and noted the invitations that
were sent out to all the Conservation Com-
mission members. He encouraged attendance
at the party and stated that it would be a
good opportunity for the Commissioners to
interact with the Parks and Recreation
Commissioners.
"Pride in Your City" Commissioner Winkelman introduced the "Pride
in Your City" report to the Commission. A
brief discussion ensued relative to the
activities of participation regarding the
Conservation Commission. Commissioner
Winkelman stated that as the project is
planned now the City would be divided by
the neighborhood park service areas and
that the Park Service Area Committee members
along with the Parks and Recreation Commis-
sion and the Conservation Commission would
be in charge of coordinating the work and
making sure that the project would be under-
taken. She commented on the possibility of
a declaration by the Mayor and the City Coun-
cil of a "Pride in Your City" week from
April 27 to May 4.
She stated that publicity in the newspapers,
posters and flyers are needed to ensure
success. She suggested establishing a
steering committee to work on the planning
stage of the project. She explained the
procedures that would be followed in solic-
iting help from the schools, scout troops
and businesses within the city. She stated
that neighborhood coordination and use of
neighborhood groups would be necessary to
ensure success of the project.
Adjournment Motion by Commissioner Price and seconded by
Commissioner Almen to adjourn the meeting.
The motion passed unanimously. The Brooklyn
• Center Conservation Commission adjourned at
10:45 p.m.

Member Sylvia Winkelman introduced the following resolution and
moved its adoption:
RESOLUTION NO. 74-1
RESOLUTION EXPRESSING RECOGNITION OF AND APPRECIATION
FOR THE DEDICATED SERVICE OF JEFF KOESTER IN THE KYLAWN
PRESERVE
WHEREAS, Jeff Koester has served as a member of Boy Scout
Troop No. 403; and
WHEREAS, he has worked on certain projects in the Kylawn
Preserve; and
WHEREAS, said projects have been performed under the direction
of Troop No. 403 and the Brooklyn Center Conservation Commission;
and
WHEREAS, these projects have enhanced the environmental pres-
ervation and recreational use of the Preserve:
NOW, THEREFORE, BE IT RESOLVED that:
the dedicated service of Jeff Koester as a member of
Troop No. 403 is recognized and appreciated by the
Brooklyn Center Conservation Commission.

WHEREAS, Steve McClure has served as a member of Boy Scout Troop
No. 403; and
WHEREAS, he has worked on certain projects in the Kylawn Pre-
serve; and
WHEREAS, said projects have been performed under the direc-
tion of Troop No. 4Q3 and the Brooklyn Center Conservation commis-
sion; and
WHEREAS, these projects have enhanced the environmental pres-
ervation and recreational use of the Preserve:
NOW, THEREFORE, BE IT RESOLVED that:
• the dedicated service of Steve McClure as a member
of Troop No. 403 is recognized and appreciated by
the Brooklyn Center Conservation Commission.

KYLAWN PRESERVE
WHEREAS, Scout Troop No. 403 has volunteered its members to
perform certain projects in the Kylawn Preserve; and
WHEREAS, said projects have enhanced environmental preserva-
tion and recreational use of the Kylawn Preserve; and
WHEREAS, said projects have been accomplished under the
direction of Troop No. 403 and the Brooklyn Center Conservation
Commission:
NOW, THEREFORE, BE IT RESOLVED that:
the dedicated service of the leaders and.members of
Scout Troop No. 403, in the Kylawn Preserve, is
recognized and appreciated by the Brooklyn Center
Conservation Commission.
