OF THE CITY OF BROOKLYN CENTER
IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
SEPTEMBER 25, 2023

1. CALL TO ORDER
The Brooklyn Center Housing and Development Authority (HRA) met in Regular Session called
to order by President April Graves at 8:31 p.m.
2. ROLL CALL
President April Graves and Commissioners Marquita Butler, Dan Jerzak, and Teneshia Kragness.
Commissioner Kris Lawrence-Anderson was absent and excused. Also present were City Manager
Reggie Edwards, Finance and Fiscal Support Services Director Angela Holm, Assistant City
Manager/City Clerk Barb Suciu, and City Attorney Jason Hill.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Butler moved, and Commission Jerzak seconded to approve the Agenda and
Consent Agenda, and the following item was approved:

4. COMMISSION CONSIDERATION ITEMS
4a. RESOLUTION NO. 2023-01; APPROVING THE 2024 PRELIMINARY BUDGET
FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN
CENTER MINNESOTA PURSUANT TO MINNESOTA STATUTES CHAPTER 463
Executive Director Reggie Edwards introduced Finance and Fiscal Support Director Angela Holm
to present the item.
Finance and Fiscal Support Director Angela Holm stated Hennepin County authorizes the minor
levy amount, and the County dictates the amount. The amount is a percentage of the taxable value

we can charge. The amount is allocated through the HRA, and then a transfer is made to the
Economic Development Authority (EDA).
Finance and Fiscal Support Director Holm stated that the County has indicated that we may levy
$586,081. This is a 15.23 percent increase from 2022, but the overall increase in the levy is .000184
percent.
Mayor Graves asked if the County has given this money back to us. Finance and Fiscal Support
Director Holm stated this is part of the property tax. In addition to the City portion, we have this
HRA portion. It goes to all residents and businesses.
Mayor Graves stated that 8.5 percent is equivalent to the average household of $87, so what is this
equivalent of the HRA levy? Director Holm stated she didn't have that information but could do
that calculation and get back to the Council.
Commissioner Jerzak asked what are the uses of this dollar amount. What programs? Finance and
Fiscal Support Director Holm funds EDA activities such as staff salaries and property purchases.
Commissioner Jerzak stated he didn't recall receiving an EDA budget yet. He recalls that some
staff salaries were taken out of EDA because of the individual's work. He stated some of those
salaries were then reallocated to the General Fund. He is wondering how the salaries are allocated.
Finance and Fiscal Support Director Holm stated the EDA budget will be presented on October 2,
and the transfer and allocation of salaries will be documented in this budget.
Commissioner Jerzak asked the EDA budget isn't revisited until October 2 after the preliminary
budget is presented. Finance and Fiscal Support Director Holm stated it is a special revenue fund.
Mayor Graves asked what the money could be used for specifically. She didn't know if it had any
specific guidance, but it has to be used for EDA and HRA activities. Staff can do more
investigation, but the Staff has a finite set of items they use it for.
Commissioner Jerzak moved, and Commissioner Butler seconded adopting HRA RESOLUTION
NO. 2023-01; Resolution Approving the 2024 Preliminary Budget for the Housing and
Redevelopment Authority of Brooklyn Center Minnesota Pursuant to Minnesota Statutes Chapter
463
Motion passed unanimously.
5. ADJOURNMENT
Commissioner Butler moved, and Commissioner Jerzak seconded the adjournment of the
Economic Development Authority meeting at 8:38 p.m.
Motion passed unanimously.
