HomeMy WebLinkAbout1973 10-18 CONCMf -Minutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION OCTOBER 18, 1973 CITY HALL Call to order The Brooklyn Center Conservation commission met in regular session and was called to order by Chairman Vetter at 8:19 p.m. Roll Call Chairman Vetter, Commissioners Price, Almen, Jensen and Winkelman. Also present were Commissioner Grannes of the Parks and Recreation Commission, Councilman Britts, and Administrative Assistant Daniel Hart-wan. Approval of Minutes: Motion by Commissioner Jensen and seconded 9-13-73 by Commissioner Winkelman to approve the minutes of the September 13, 1973 meeting. The motion passed unanimously. Power Boats on Commissioner Jensen reported on the use of Twin Lake power boats on Twin Lake. She stated that she was working with Commissioner Grannes of the Parks and Recreation Commission to develop a proposal placing controls on power boats using Twin Lake. She stated that they had met with community organiza- tions to discuss the topic and received support from many groups in Brooklyn Center. A discussion ensued relative to the alter- natives that could be developed for con- trolling power boats on Twin Lake. Commissioner Winkelman stated that safety seems to be the major reason for such con- trols. It was the consensus of the commission that Commissioner Jensen and Commissioner Grannes draft a position paper outlining the controlp that could be instigated on Twin Lake and also describing the reasons for such controls. R It was also the expression of the Commission that a joint meeting bel..ween the Conser- vation Commission and the Parks and Recreation Commission be established for November 8, 1973 to review the position paper and take def.nite action on the type of controls the Cormissions would like to see for power boat usage on Twin Lake. The secretary commented that it would alas be appropriate for Commissioner Jensen and Commissioner Grannes to draft a report on the community organizations that they have contacted to show the support for the coy- troll. A lengthy discussion then ensued relative to a course of Mien to be taken once the joint meeting has producted a position. The secretary stated that once a posi.tbrA1 has been taken the City Council should be advised before contacting the cities of Crystal and Robbinsdale. Motion by Co.-unissloner Winkelman and seconded by Cormm-l osioner Price to support the need foX, controls on power boats up ,131c; Twin Lake. Motion passed unanimously. Fall Program in Chairman Vetter introduced the next item Community Education on the agenda. She stated that Che:re were 35 children and 25 adults in attendance at the tour of River Ridge Park. Commissioner Winkelman then commented on the protection of the consumer seminar - toy safety planned for November. Chairman Vetter stated that the Brooklyn Center Fire Auxilary was looking for meeting topics. Commissioner Winkelman was asked to con- tact the Brooklyn Center Fire Auxilary to see if they would like to participate in the toy safety seminar. It was noted that Saturday, October 27, 1973 was the scheduled date for the tour of the Brooklyn Center - Crystal Environ- mental Preserve. Recess The Commission recessed at 9:14 p.m. and resumed at 9:56 p.m. -2- 10-18-73 " Winter Program in The next item on the agenda was the develop- Community Education ment of a winter program for Community Education. It was the consensus of the commission that a tour of the Palmer Lake 40 area should bea part of the winter program. Commissioner Jensen stated that she received communication from the Minnesota Environmental Control Citizen Association and that they would like to present a five week seminar program on different aspects of conservation. It was the expression of the Commission that the MECCA proposal be developed for the winter program in Community Education. Pride in Your City Commissioner Winkelman then discussed the "Pride in your City" concept. She stated that such a concept should be developed as a total spring program involving all of the community organizations in Brooklyn Center. It was the consensus of the Commission that the topic be disc:ucsed at length with the • Parks and Re-creation Commission at the joint meeting. BC Kaleidoscope - 74 The secretary informed the Commission on the proposed BC Kaleidoscope - 74. He stated that Commissioner Dorff was the chairman of a committee planning the event and all interested individuals should attend their next meeting on October 25, 1973. Adjournment Motion by Commissioner Price and seconded by Commissioner Almen to adjourn the meet- ing. The motion passed unanimously.
