of the Jaycees but costs have been incurred even
though the drives are held on city property. He intro-
duced the representatives of the Girl Scouts who

were hoping to derive a certain amount of money from
their involvement in the recycling drive to fund Girl

type of control must be kept by the Commission over the
drives since the Commission is a co-sponsor.

drives.
