HomeMy WebLinkAbout1973 09-13 CONCMINYHNLTTES OF TILIE FROCEEDINICS OF THE CONSERVATION COIV_MISSION OF THE CITY OF EROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF IVJNNESOTA REGULAR SESSION SEPTEAJPER 13, 1973 CITY HALL Call to Order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 8:09 p.m. Roll Call Chairman Vetter, Commissioners Price, Byrnes, Jensen, Winkleman, Almen, and Dorff. Also present were Administrative Assistants Daniel Hartman and James Lacina. Approval of Minutes Motion by Commissioner Jensen and seconded by Commissioner Byrnes to approve the minutes of the August 9, 1973 meeting. The motion passed unani- mously. Recycling Drive Task Chairman Vetter introduced Mr. John Samuelson, Group Report chairman of the recycling drive task group. Mr. • Samuelson introduced Mr. John H. Wilhelm, represent- ing the Brooklyn Center Jaycees, and Mrs. Thomas Frank, Mrs. Nell Karsten, and Mrs. John Casey representing the Brooklyn Center Girl Scouts. Mr. Samuelson reveiwed the present status of the recycling drive in Brooklyn Center. He stated that the recycling drives were jointly sponsored by the Brooklyn Center Jaycees and the Brooklyn Center Conservation Commission. iVTr. Samuelson stated that the task group was accruing funds from the selling of materials collected at the drives. He stated that the Jaycees would like control of the funds derived from the recycling drive to be used as reimbursement to the groups helping in the drives and to cover operating costs Chairman Vetter then stated that the Conservation Commission's original goals for the recycling drive were education of the public, energy conservation, and cleaning up the city. She stated that these goals have been realized and that the funds obtained were only secondary to the original goals. -1- 9-13-73 ti:Y. Samuelson, stated that these were the major goals of the Jaycees but costs have been incurred even though the drives are held on city property. He intro- duced the representatives of the Girl Scouts who explained that the Girl Scout Troups in Frooklyn Center were hoping to derive a certain amount of money from their involvement in the recycling drive to fund Girl Scout projects. Commissioner Price expressed his concern that some type of control must be kept by the Commission over the drives since the Commission is a co-sponsor. The Secretary stated that under the bylaws of the Conservation Commission an annual report must be submitted in writing by task groups. He stated that such a report would provide a control for the Commission as to the use of the funds, and also provide an oppor- tunity for the Commission to add input into the recycling drives. Commissioner Dorff expressed his desire that some type of structure be created to hold the Jaycees accountable for the funds. Mr. John Wilhelm stated that the Jaycees are held accountable by internal auditing procedures. He noted that the recycling drive fund has been desig- nated for some type of conservation oriented project. Commissioner Aimn stated that a member of the Conservation Commission should be an active member of the task group. The Secretary stated that the bylaws require a member of the Comro s lion must be on all groups. Motion by Commissioner Price and seconded by Commissioner Winkleman to designate Commissioner Almen as the official representative of the Conservation Commission on the recycling drive task group, to require in writing an annual report submitted by the Jaycees no later than June 1 of each year, and to allow the Jaycees control over the recycling drive fund. The motion passed unanimously. River Ridge Park Commissioner Winkleman then stated that she was Development impressed by the Jaycees involvement with River Ridge Park. She asked that the Jaycees make a presentation before the Commission of the activities in the park since the Conservation Commission has had an interest in the development of the boat landing and the park as an environmental area. Mr. Wilhelm stated that the Jaycees would be happy to come before the Commission and make such a presentation. -2- 9-.13-73 r Recess The Commissions recessed at 9.10 p.m. and resumed at 9:35 p. m. Report on Shelter Building Commissioner iti,'inkleman made a short report on the at the Brooklyn Center - proposed shelter building at the Brooklyn Center-Crystal Crystal Environmental Environmental Preserve. She stated that the task group Preserve has attained bids on the cost of moving the building as well as a concrete slab at the site and electrical hook-ups. She stated that the task group was now in the process of developing some type of funding scheme for the pro- ject. The Secretary stated that the task group should meet with the Director of Parks and Recreation before plans are finalized. He stated that there was a need to work closely with Mir. Gene Hagel since the facilities would be on park property. Power Boats on Twin The next item on the agenda was a discussion of power Lake boats on Twin Lake. The Commission reviewed a document outlining the safety act zoning laws enacted by the State Legislature in 1971. The Secretary noted that since Twin Lake is bordered by three communities, the final decision would have to be made by Hennepin County if restrictions are to imposed on lake use. • Commissioner Dorff stated that before any action is taken by the Commission, the Commission should find out what the real expressions of the citizens of Brooklyn Center are toward restrictions on the lake. It was the consensus of the Commission that Commis- sioner Jensen meet and discuss the topic of power boat restrictions on Twin Lake with Commissioner Grannes of the Park and Recreation Commission and establish some type of procedure whereby the feelings of the citizens of Brooklyn Center can be expressed. Commission Provide Chairman Vetter then discussed the fall program for for Community community education in School District 286. The Education Chairman appointed Commissioner Dorff and Commis- sioner Byrnes as coordinators for Nature Hike I - Tour of River Ridge Park. Commissioner Dorff suggested that a special invitation be sent to the Jaycees in that they are responsible for the improvements in the park. The Chairman appointed Commissioners Almen and Jensen as coordinators for Nature Hike II - Tour of the Brooklyn Center-Crystal Environmental Preserve. She also appointed Commissioners Winkleman and Price to coordinate the Protection of the Consumer seminar. -3- 9-13-73 Pride in Your City A discussion then ensued relative to the "Pride in Your City" concept. Commissioner Ltiinkleman volunteered to look into the possibilities of developing such a concept for the spring of 1974. It was the consensus of the Commission that Commis- sioner Winkleman contact Chairman Zerban of the Park and Recreation Commission to see if such a concept could be developed as a joint effort between the Park and Recreation Commission and Conservation Commis- sion. Newsletter Chairman Vetter volunteered to develop a fall newsletter to be distributed through the schools. Community Education Commissioner Dorff then explained that the Community Expo Education Council of School District 286 was planning a Community Education Expo for 1974. He stated that organizations in the community would be invited to participate in the program. There was a general expres- sion of approval for the involvement of the Conservation Commission in the Community Education Expo for 1974. Adjournment Motion by Commissioner Price and seconded by Commissioner Jensen to adjourn the meeting. The motion passed unanimously.
