Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
REGULAR SESSION
MAY 10, 1973
CITY HALL
Call to Order The Conservation commission met in regular
session and was called to order by Chairman
Vetter at 8:11 p.m.
Roll Call Chairman Vetter, Commissioners Jensen, Byrnes,
Winkelman, Almen and Price. Also present were
Councilman Maurice Britts and Administrative
Assistant Daniel Hartman.
Approval of Minutes: Motion by Commissioner Price and seconded by
4-26-73 Commissioner Jensen to approve the.minutes of
the April 26, 1973, meeting. Motion passed
unanimously.
Conservation Commissioner Price reported on the presenta-
® Proposal for tion of the Conservation Proposal to the
Community Community Education Council. He stated that
Education the proposal was presented to the Community
Education Council at their last meeting. He
also stated that the Crialunity Education
Council has taken the proposal under consider-
ation.
Tour of River Commissioner Price then reported on the tour
Ridge Park and of River Ridge Park. He :Mated that there
Water Safety were about thirty-six people in attendamm.
Presentation He also commented that only five people
attended the water safety presentation held
by the Hennepin County Water Safety Patrol.
Commissioner Dorff arrived at 8:22 p.m.
Commissioner Price continued by stating that
publicity seems to be the key for successful
conservation programs.
A discussion ensued relative to publicity with
the Commission concluding that they would take
an active role in publicizing all Conservation
programs in Community Education.

Conference in Commissioner Price also reported on a confer-
Rochester ence he attended in Rochester, Minnesota. He
stated that the Rochester school system has
developed a nature park which is used by the
schools in the area.
Youth Task Group Chairman Vetter then stated that the Youth
Task Group activities in April were very
successful. She commented that all of the
activities were continuous in nature through-'
out the summer.
Pride in the Commissioner Winkelman stated her concern
City as to the need in Brooklyn Center for tot-al
community involvement in cleanup- activitiez.
She stated that although the April cleanu-~
program was successful, the work of cleaning
up the city must be a community-wide effo_:t.
Commissioner Winkelman continued by stating
that illegal dumping was the major prohlain in
developing a beautification program. She
recommended that the Conservation Commission
and the Park and Recreation Commission coordi-
nate a cleanup program which would instill a
pride for the community in the citizens of
Brooklyn Canter.
Recess The Commission recessed at 9:37 p.m. and
resumed at 9:58 p.m.
Brooklyn Center - Commissioner Winkelman then reported on the
Crystal Environmental Brooklyn Center - Crystal Environmental
Preserve Task Group Preserve Task Group. She stated that the
Task Group hae planted over 400 seedling in
the Preserve area. She also commented that
railroad ties were delivered and placed along
the trail. She stated that tha general clean-
up campaign and the wood chip program are in
P rogre s s .
Commissioner Winkelman also voiced her conenrn
at-out the possibility of moving an abandoLed
shelter building to the Environmental Preserve.
Chairman Vetter asked the secretary to inves-
tigate the matter.

Recycling Drive Chairman Vetter then announced that the
Task Group Recycling Drive Task Group was considering
• the recycling drives on a weekly basis versus
the present bi-monthly basis.
Twin Lake Public Commissioner Jensen asked as to the possibility
Accesses of closing the public accesses to Twin Lake in
Brooklyn Center. The secretary stated that
public accesses to open water ways are required
under state law.
Councilman Britts commented that to control
the use of Twin Lake there would have to be
some type of joint action taken between the
cities of Brooklyn Center, Crystal, and
Robbinsdale.
Adjournment Motion by Commissioner Byrnes andaseconded by
Commissioner Winkelman to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Conservation Commission adjourned at
10:54 p.m.
