Minutes of the Proceedings of the
Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
REGULAR SESSION
MARCH 22, 1973

Call to order The Conservation Commission met in regular
session and was called to order by
Chairman Vetter at 8:04 p.m.
Roll Call Chairman Vetter, Commissioners Dorff,
Winkelman, A1men, Byrnes, and Jensen.
Also present were Mrs. Ann Mencel, Chairman
of the Brooklyn Center - Crystal
Environmental Preserve Task Group, and
Administrative Assistant Daniel Hartman.
Approval of Minutes: Motion by Commissioner Winkelman and
March 8, 1973 seconded by Commissioner Jensen to
approve the minutes of the March 8, 1973
meeting. The motion passed unanimously.
Park Planning Seminar Chairman Vetter announced that there was
a Park Planning Seminar at the Civic
Center this evening and the members were
invited at attend after the Commission
meeting.
Resolution Expressing A discussion ensued relative to the
Appreciation to proposed resolution expressing recognition
Mr. Richard Peterson of and appreciation for the dedicated
civic effort of Mr. Richard Peterson.
Member Sylvia Winkelman introduced the following resolution
and moved its adoption:
CONSERVATION COMMISSION RESOLUTION NO. 73-2
RESOLUTION EXPRESSING RECOGNITION OF AND APPRECIATION
FOR THE DEDICATED CIVIC EFFORT OF MR. RICHARD PETERSON
WHEREAS, Mr. Richard Peterson has promoted conservation
and the environment through his wildlife and environmental
photography; and

WHEREAS, his devotion to conservation work as an individual
has contributed substantially to the enhancement of the envi-
ronment; and
WHEREAS, his civic efforts for the betterment of the
environment merits the gratitude of the Brooklyn Center
Conservation Commission:
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center
Conservation Commission that:
The dedicated civic effort of Mr. Richard Peterson
is recognized and appreciated by the Brooklyn Center
Conservation Commission.

The motion for the adoption of the foregoing resolution was duly
• seconded by member Henry Dorff, and upon vote being taken thereon,
the following voted in favor thereof: Sylvia Winkelman, Henry
Dorff, Mary Ellen Vetter, Greg Almen, Ron Byrnes and Barbara Jensen;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
Brooklyn Center The Chairman then introduced Mrs. Ann
Crystal Environmental Kencel, Chairman of the Brooklyn Center
Preserve Crystal Environmental Preserve Task Group.
Mrs. Mencel elaborated on a written
report presented to the Commission
reviewing the 1972 projects in#he preserve
and outlining the proposed 1973 projects.
Mrs. Mencel stated that the environmental
preserve brochure was printed at a cost
of $103 for 2,000 copies paid in full by
the Recycling Drive Conservation Fund.
She stated that the brochure would be used
to inform citizens of the preserve.

Motion by Commissioner Winkelman and
seconded by Commissioner Byrnes to
recommend to the City Council the
approval of the Brooklyn Center - Crystal
Environmental Preserve Report for 1972-
73. Motion passed unanimously.
Recess The Commission recessed at 9:08 p.m. and
resumed at 9:26 p.m.
Community Education Commissioner Dorff then reported on his
Proposal for School presentation of the nature hike proposals
District No. 286 for the Brooklyn Center - Crystal Envi-
ronmenal Preserve and for River Park to
the Community Education Council. He
stayed that the Council was impressed by
the proposals and felt that the two hikes
would be successful.
The Commission then instructed Commissioner
Dorff to present the water safety proposal
and the shrubbery presentation proposal
to the Community Education Council at
their April meeting. Chairman Vetter
stated that these two proposals could
easily be implemented this spring.
it was also the ccnsensus of the Commission
that Commissioner Dorff present to the
Community Education Council the rough
draft of the total conservation package
for the Council's review. The Commission
felt that it was important for the
Community Education Council to react to
the topcis before the Commission begins
its refinement process.
Adjournment Motion by Commissioner A1men and seconded
by Commissioner Byrnes to adjourn the
meeting. The motion passed unanimously.
The Brooklyn Center Conservation Commission
adjourned at 10:21 p.m.
