Gall to order The Conservation Commission met in
regular session and was called to order
by Chairman Vetter at 8:12 p.m.
Roil Call Chairman Vetter, Commissioners Winkelman,
Almen, Jensen, Dorff and Price. Also
present was Administratixte Assistant
Daniel Hartman.
Approval of Minutes: Motion by Commissioner Winkelman and
February 22, 1973 seconded by Commissioner Al.men to approve
the minutes of the February 22, 1973
meeting. Motion passed unanimously.
Discussion on A discussion ensued relative to the
House File No. 150 resolution requesting that the City
Council support the concept and intent of
House File No. 150 dealing with amending
the Minnesota Envj.::onmental Rights Act.
Chairman Vetter stated her concern that
the bill would place a great amount of
responsibility on those who %D uld press
legal action against a suspected polluter.
She commented that the bill would require
the defendant to prove that he was not
polluting.
Request to the Motion by Commissioner Jensen and
President to seconded by Commissioner Price to
relase the $6 recommend to the City Council that
Billion being held the City of Brooklyn Center request
authorized under the the President of the United States
Clean Waters Act, to release the $6 billion being held
authorized under the Clean Waters Ac::
to fight water pollution in the
United States. The motion passed
unanimously.

Member Bill Price introduced the following resolution
and moved its adoption:

RESOLUTION RECOMMENDING TO THE CITY COUNCIL THL%T THE
CITY OF BROOKLYN CENTER GOES ON RECORD SUPPOR'T'ING THE
CONCEPT AND INTENT OF HOUSE FILE NO. 150 DEALING WITH
TIM MINNESOTA ENVIRO17MENTAL RIGHTS ACT

WHEREAS, the Brooklyn Center Conservation commission has
studied House File No. 150; and
WHEREAS, such a bill would require that the burden of
pro6-" for polluting be placed on the defendent in court actions;
and
WHEREAS, there is a need in Minnesota to provide effective
control over pollution; and
WIi,R.EAS, the Commission feels that the support of such a
bill would be for the betterment of the citizens of Brooklyn
Cen per:
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center
Conservation Commission that the CommissioA rec=ommends to the
Brooklyn Center City Council that the City of Brooklyn Center
goes on record supporting the concept and intent of House File
No. 150 amending the 1971 Minnesota Environmental Rights Act.

The motion for the adoption of the foregoing resolution was duly
seconded by member Sylvia Winkelman, and upon vote being taken
thereon, the following voted in favor thereof: Bill Price,
Sylvia Winks]rian, Greg Almen, Mary Ellen Vetter, Barbara Jensen,
and Henry Dorff;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted.

Discussion on There was then a discussion relative to
House File No. 673, House File No. 673, Senate File No. 634,
Senate File No. 634 regarding a deposit on throwaway beverage
containers.
Motion by Commissioner Winkelman and
seconded by Commissioner Price to recommend
to the City Council that the City of
Brooklyn Center goes on record supporting
House File No. 673, Senate File No. 634
pertaining to a deposit on throwaway
beverage containers. Chairman Vetter
stated i,udiscussion that the bill was
not banning nonreturnable containers.
The motion passed unanimously.
The Commission recessed at 9:16 p.m. and
resumed at 9:57 p.m.

Conservation A lengthy discussion ensued relative to
Proposal for the Conservation Commission's proposal
Community ducation for the Community Education Council in
School District No. 286. The secretary
commented that the nature hikes in the
Erooklyn Center - Crystal Environmental
Preserve should also be considered as
part of the total proposal.
Chairman Vetter stated that the copy of the
proposal distributed at the meeting was a
rough draft copy and should be reviewed
for additions and corrections.
Commissioner Price and Commissioner Dorf_f
then volunteered to present the rough draft
proposal to the Community Education Council
for their reactions.
It was the consensus of the Conservation
Commission that Commissioner Price and
Commissioner Vorff also present the water
safety jurcposal, the tour of River Park,
and the shrubbery presentation to the
Community Education Council for implementa-
tion this spring.

Resolution of The Chairman then instructed the secretary
Appreciation to to draft a resolution of appreciation to
Richard Peterson Mr. Richard Peterson, naturalist and
wildlife photographer. Commissioner Dorff
stated that Mr. Peterson has been invaluable
in providing the Commission with wildlife
and environmen•1--al photography.
Ad oarnm nt Motion by Commissioner Price and seconded
by Commissioner Almen to adjourn the.
meeting. Motion passed unanimously. The
Brooklyn Center Conservation Commission
adjourned at 10:49 p.m.
