HomeMy WebLinkAbout1973 02-08 CONCMs 0 Minutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota REGULAR S.E.SSION FEBRUARY 8, 1973 CITY HALL 0 0 Call to order The Conservation Commission met in regular session and was called to order by Chairman Vetter at 8:10 p.m. Roll Call Chairman Vetter, Commissioners Price, Almen, Winkelman, Byrnes, Dorff, and Jensen. Also present was Administrative Assistant Daniel Hartman. Approval of P;inutes motion by Commissioner Winkelman, January 25, 1973 seconded by Commissioner Dorff to approve the minutes of the January 25, 1973, meeting. The motion passed unanimously. Introduction of Chairman Vetter introduced Mrs. Barbara Mrs. Barbara Jensen Jensen, appointed to the Brooklyn Center Conservation Commission to replace Mrs. Bonnie Snater. Conservation Proposal Commissioner Price reported on the for Community Education drafting of an environmental proposal Council in School for Community Education in Brooklyn District No. 286 Center. The Commission discussed at length the different topics presented and concluded that the best approach to developing a Community Education proposal would be for each Commissioner to choose certain topics and report to the Commis- sion at the first meeting in March as to how the topic could be developed into . some type of Community Education program. The secretary stated that if these posi- tion papers were turned into him, he would have them reproduced and distri- buted to the Commissioners in the form of a workbook. The secretary also skated that each position paper should encompass four main elements.- -1- 2-8-73 1. The topic, 0 2. The philosophy relating the topic to conservation and the environ- ment, 3. The approach, and 4. The matter of implementation. Chairman Vetter then stated that the Commissioners were in no means limited to the topics that have been discussed. Flood Plain Laws Commissioner Byrnes distributed a report that he had prepared on Flood Plain Laws in Minnesota as they relate to the Miss- issippi River Islands. He stated that this information could be used in the future to protect the Mississippi River Islands from development. Brooklyn Center - Crystal Commissioner Winkelman then reported on Environmental Preserve the Brooklyn Center - Crystal Environ- Task Group mental Preserve Task Group. She stated that the environmental preserve brochure has been prepared. She commented that Mrs. Ann Mencel was in the process of working with the Jaycees to provide funding for the printing through the recycling drive fund. The Commission recessed at 9:08 p.m. and resumed at 9:43 p.m. 0 Recycling Drive Commissioner Almen reported on a discus- Task Group sion he had with Mr. Garland Pierce, chairman of the Recycling Drive Task Group. He commented that Mr. Pierce seemed more than willing to help fund the Task Group brochure through the recycling drive fund once he has had an opportunity to examine it. It was the consensus of the Conservation Commission that Chairman Vetter meet with the president of the Jaycees to discuss Jaycees involvement and the possibility of attracting other groups to take an active interest in the recycling-drives. -2- 2--8-73 0 Youth Task Group Chairman Vetter reported that the Youtih. Task Group would have a booth at Brook- dale for the Scout-A-Rama Program this month. An Invitation To Chairman Vetter then announced that Representative Lyndon Representative Lyndon Carlson of Carlson District 44A has expressed an interest in attending the next meeting of the Conservation Commission to discuss environmental legislation before the 1973 Minnesota legislature. It was the consensus of the Conservation Commission to invite Representative Carlson to the February 22, 1973 meeting. 0 Spring Nature Hikes Commissioner Almen stated that he was in the process of setting up a spring nature hike through the Brooklyn Center - Crystal Environmental Preserve and that he would have more information available at the next meeting. Adjournment Motion by Commissioner Price, seconded by Commissioner Almen to adjourn the meeting. Motion-passed unanimously. The Brooklyn Center Conservation Commis- sion adjourned at 10:25 p.m. Chairman 0 -3- 2-8.73
