Conservation Commission of the City

Hennepin and State of Minnesota
REGULAR SESSION
FEBRUARY 22, 1973
CITY HALL
Call to Order The Conservation Commission met in
regular session and was called to order
by Chairman Vetter at 8:15.p.m.
Roll Call Chairman Vetter, Commissioners Almen,
Byrnes, Jensen, and Price. Also present
was Administrative Assistant Daniel Hartman.
Approval of. Minutes Motion by Comm ssioper Price, seconded by
February 8, 1973 Commissioner Jensen to approve the minutes
of the February 8, 1973, meeting. The
motion passed unanimously.
Environmental The secretary introduced the first item
Legislation on the agenda,, environmental legislation
before the 1973 Minnesota Legislature.
A lengthy discussion ensued relative to
environmental legislation with a review
of certain bills before the state legis-
lature.
House File No. 150 The Commission reviewed House File No. 150
Dealing with the amending the 1971 Minnesota Environmental
Minnesota Environmental Rights Act. Chairman Vetter stated that
Rights Act the bill placed the responsibility of
polluting on the defender_t and not the
plaintiff if legal action is called for.
She commented that House File No. 150 has
also been amended to cover odor pollution.
Commissioner Price then stated that
Douse File No. 150 would allow an
individual the opportunity to press action
in court against polluters in business and
industry.
Commissioner Winkelman arrived at 9:15 p.m.

Motion by Commissioner Price, seconded-by
Commissioner Byrnes to instruct the
secretary to draft a. resolution recommending
to the City Council that the City of
Brooklyn Center take a public stand
supporting the concept and intent of House
File No. 150 dealing with the Minnesota
Environmental Rights Act.
The Commission recessed at 9:26 p.m. and
resumed at 10:08 p.m.
Spring Nature Hike Commissioner Almen then reported on the
spring nature hike in the Brooklyn Center -
Crystal Environmental Preserve. Commissioner
Almen stated that he was in the process
of arranging the hikes and that the Brooklyn
Center Park and Recreation Department would
handle the mechanics of the program.
Position Papers for The secretary reminded the Commission that
Community Education position papers relative to the conservation
Proposal proposal for the Community Education Council
in School District No. 286 should be in
his office by the end of February. He
commented that it would be impossible to
have them reproduced and sent to the
Commissioners in time for the March 8, 1973
meeting if he did not receive them as soon
as possible.
Brooklyn Center - Commissioner Winkelman then presented the
Crystal Environmental Commission with a rough copy of the Brooklyn
Preserve Task Group Center - Crystal Environmental Preserve
brochure.
Adjournment Motion by Commissioner Price, seconded by
Commissioner Byrnes to adjourn the meeting.
Motion passed unanimously. The Brooklyn
Center Conservation Commission adjourned at
10:29 p.m.
