Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
December 14, 1972
The conservation commission met in regular session and was
called to order by Chairman Vetter at 8:08 P.M.
Roll Call: Chairman Vetter, Commissioners Price, Almen,
Winkelman, Dorff and Byrnes. Also present were Mr. James Norwick
Community Education Coordinator of School District No. 286, Mr.
Edward Kaiser principal of Northport Elementary School, and
Administrative Assistant Daniel Hartman.
Motion by Commissioner Winkelman seconded by Commissioner
Dorff to approve the minutes as corrected of the November 9, 1972
meeting. -The motion-passed unanimously.
Commissioner Dorff presented a report on the Community
Education Council of School District No. 2P6. He explained the
community school concept in School District No. 286 and how it
will affect all of Brooklyn Center. He stated that while the
community school concept was in it's formative stages in Brooklyn
Center, the ultimate goal of the community school concept was to
use the facilities that are available in the schools for
community wide activities.
Commissioner Dorff then introduced Mr. James Norwick the
Community Education Coordinator in School District No. 286. Mr.
Norwick discussed the need for Brooklyn center to pool its re-
sources towards a community school concept.
The Conservation Commission viewed a film "To Touch a Child".
Mr. Norwick and Commissioner Dorff presented the film for the
Commission's information on the development of the community
school concept in Flint, Michigan.
A discussion ensued following the film on the community
school concept and the role that the Brooklyn Center Conservation
Commission could play in the development of such a concept. It
was the consensus of the Conservation commission that Commission
members help organize and develop programs of activities in the
area of conservation through the Community Education Council.
• Chairman Vetter then introduced Mr. Edward Kaiser, principal
of Northport Elementary School. Chairman Vetter presented to Mr.
Kaiser a resolution passed by the conservation Commission on
November 9, 1972 commending Mr. Kaiser for his work with con-
servation projects in Brooklyn Center, Mr. Kaiser thanked the

Conservation Commission for the resolution.
The Conservation Commission recessed at 9:48 P.M. and resumed
at 10:20 P.M.
Commissioner Dorff reported on a meeting he attended with
Brooklyn Park and Fridley on the Peace island proposal for the
Mississippi River Islands. The Secretary asked Commissioner
Byrnes if he would investigate the Minnesota laws regarding
water ways and islands for an understanding of legal limitations
placed on river island development. Commissioner Byrnes accepted
the assignment.
Commissioner Winkelman then made a short report on the MAC-
Kylawn Environmental preserve proposal for winter activities. She
stated that the Brooklyn Center Park and Recreation Department
has purchased touring skis and will make them available for rent
at the Kylawn Park Shelter.
Motion by Commissioner Price and seconded by Commissioner
Byrnes to approve the use of the MAC-Kylawn Environmental Preserve
for ski touring and snowshoeing during the winter months of
• 1972-1973. The motion passed unanimously.
It was the consensus of the commission that a review be made
in the spring of the activities in the MAC-Kylawn Environmental
Preserve during the winter to see what effects the ski touring
and snowshoeing has had on the natural areas of the preserve.
Commissioner Price then reported on a proposed environmental
decision-making seminar sponsored by the Environmental Library of
Minnesota. He stated that more information will be available in
the near future.
Motion by Commissioner Price seconded by Commissioner Almen
to adjourn the meeting. The motion passed unanimously. The
Brooklyn Center Conservation Commission adjourned at 11:20 P.M.
