Minutes of the Proceedings of the
Conservation Commission. of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
November 9, 1972
The conservation Commission met in regilar session and was
called to order by Chairman Vetter at 8:08 P.M.
Roll Call: Chairman Vetter, Commissioners Dorff, Winkelman,
Byrnes and Almen. Also present were Mr. Herman Gutzke and
Administrative Assistant Daniel Hartman.
Motion by Commissioner Winkelman and seconded by commissioner
Dorff to approve the minutes of the October 26, 1972 meeting as
corrected. The motion passed unanimously.
Chairman Vetter then introduced Mr. Herman Gutzke, the former
Chairman of the Recycling Drive Task Group and presented him with
a resolution of recognition adopted by the conservation Commission
on October 26, 1972. Mr Gutzke thanked the Commission for its
resolution.
Member Byrnes introduced the following resolution and moved
its adoption:
CONSERVATION COMMISSION RESOLUTION NO. 72-5
RESOLUTION EXPRESSING RECOGNITION OF AZM APPRECIATION
FOR THE, DEDICATED PUBLIC SERVICE OF MR. EDWARD KAISER
WHEREAS, Mr. Edward Kaiser helped organize and participate
in the Recycling Drives sponsored by the Brooklyn Center
Conservation Commission; and
WHEREAS, he has always promoted and been involved in the
development of the MAC-Kylawn Environmental Preserve; and
WHEREAS, his devotion to conservation work as an individual
and as Principal of Northport Elementary School has contributed
substantially to the enhancement of the environment; and
141 RYAS, his public service and civic effort for the betterment
of the environment merit the gratitude of the Brooklyn Center
Conservation Commissions

NOW THEREFORE, BE IT RESOLVED by the Brooklyn Center
Conservation Commission that:
The dedicated public service of Mr. Edward Kaiser
is recognized and appreciated by the Brooklyn Center
conservation commission.
The motion for the adoption of the foregoing resolution was duly
seconded by member Almen, and upon vote being taken thereon, the
following voted in favor thereof: Vetter,-Dorff, Byrnes, Almen
and Winkelman, and the following voted against the same: none.
Whereupon said resolution was declared duly passed and adopted.

The Secretary then reviewed the field trip to the MAC-Kylawn
Environmental Preserve. He stated that the field trip was
scheduled for November le, 1972.
Chairman Vetter presented a written report by commissioner
price on the Hennepin County League of Municipalities meeting,
concerning their proposed trail system. A lengthly discussion
ensued relative to the proposed trail system. Chairman Vetter
stated that she was interested in receiving more information on
the trail system and other trail systems throughout the rinited
States. Commissioner Winkelman commented that from her prelim nary
review of Commissioner Price's report and the information handed out
by the Hennepin County League of Municipalities financing seemed to
be the most important issue.
The Commission recessed at 9:10 P.M. and resumed at 9:46 P.M.
Chairman Vetter then introduced Mr. Pete Jacobson, Chairman
of the Palmer Lake Task Group. Mr. Jacobson reported on the last
years activities of the Palmer Lake Task Group and made certain
projections for the coming year. He stated that the task group
had spent most of its time in identifying the problems within the
Palmer Lake area.
He stated that the committee's goals were (1) to provide a
• certain amount of recreation within the basin and (2) to protect
the natural areas. He stated that at present the committee was
looking at ways of implementing a plan for Palmer Lake.

Commissioner Byrnes asked what help the Conservation
Commission could be in the implementation of the Palmer Lake plan.
Mr. Jacobson stated that the commission can approve and then
support the program.
Commissioner Dorff then asked if there was a time table
established for the completion of the plan. Mr. Jacobson replied
by stating that it was totally depended on finances needed for
implementation.
Motion by Commissioner Dorff and seconded by Commissioner
Winkelman to appoint Commissioner Ronald Byrnes and Mr. Earl
Halverson, landscape teacher in the Anoka School District and
resident of Brooklyn Center to the Palmer Lake Task Group. The
motion passed unanimously.
Commissioner Dorff reported on the Community Education
Advisory Council. in School District No. 256. He stated that they
were in the process of touring certain facilities within the
Metropolitan area.
Commissioner Dorff requested that he be placed on the agenda
of the Commission's next meeting to present a film entitled "To
Touch A Child". Fie stated that the Advisory council has plans to
present the film to groups in the community.
Commissioner Dorff then made a brief report 'on the status of
the Peace Island proposal for the Mississippi River Islands. He
stated that he was in the process of formulating a committee made
up of individuals from Brooklyn Center, Brooklyn Park, and Fridley
to review and make recommendations on the Peace island proposal.
Motion by Commissioner Dorff and seconded by Commissioner
Byrnes to adjourn the meeting. The motion passed unanimously. The
Brooklyn Center Conservation Commission adjourned at 11:24 P.M.
