October 26, 1972
The Brooklyn Center Conservation Commission mct in r T:zlar
session and was called to order by chairman Vetter at 8:07 P.M.
Roll Call: Chairman Vetter, Con4Tnissioners Alinen, Price, Dorff
and Byrnes. Also present were Mrs. Ann Mencel, chairman of the
MAC-Kylawn Environmental Preserve Task Croup, Mr. Donald Bechetti,
member of the MAC-Kylawn Environmental Preserve Task Group and
Administrative Assistant Daniel Hartman.
Motion by Commissioner Price and seconded by Commissioner Dorff
to approve the minutes of the September 28, 1972 meeting. The motion
passed unanimously.
Chairman Vetter then introduced Mrs. Ann Mencel for a report
on 1972 activities of the MAC-Kylawn Environmental Preserve task
group. Mrs. Mencel reported that during the summer 1--he task group
finished the trail system within the Preserve and they were pro-
posing a widing of the trails for 1973. She also commented that
the task group had planted willow cuttings in the area. She stated
that an eagle scout built the water-retention device proposed.
Fencing, the largest single project in the 1972 proposal was
also discussed. Mrs. Mencel stated that it was impossible for the
tas;; group to acquire telephone poles making the fencing impossible
to complete. She stated that the task group was in the process of
trying to find some suitable substitute for the telephone poles.
Chairman Vetter then asked if the ;:ask group had considered
projects in the preserve for 1973. Mrs. Mencel stated that they
were in the process of planning their 1973 activities. She com-
mented that they were looking at the possibilities of planting
shrubbery at one of the entrances, developing a map of the area for
those people using the preserve, and the development of a program
to cut down on the building of forts and other destruction within
the preserve.
Mr. Bechetti commented on the snowmobile problem in the prese.-;e,
He :Mated that the task group was discussing the possibility of
opening the preserve up in the winter for snow-shoeing and cross
country skiing. He commented that it was a consensus of the task
group that they should promote the preserve area for some type of

winter activity other than snowmobiling.
Commissioner Winkelman arrived at 3:30 P.M.
Mr. Bechetti continued by stating that cross-country skiing
and snow-shoeing are very popular, and that they would allow people
the opportunity of using the preserve in the winter. He also com-
mented that such activity would not destroy the na4,ural areas of the
preserve.
Motion by Commissioner: Price and seconded by Commissioner
Winkelman to support the concept of winter activities such as
snow-shoeing and cross-country skiing in the MAC--Xylawn Environ-
mental preserve as proposed by the task group. Motion passed
unanimously.
The secretary then introduced the proposed field trip to the
MAC-Kylawn Environmental preserve in November. It was the consensus
of the Commission that such a field trip be planned for November
and that the co-ordination of such a trip be carried on between
the secretary and Mrs. Mencel. It was also the consensus of the
Commission that the Crystal Environmental commission be invited to
participate in such field trip.
The Commission recessed at 9:05 P.M. and resumed at 9:36 P.M.
Member Almen introduced the following resolution and moved
its adoption:
CONSERVATION COMMISSION RESOLUTION NO. 72-4
RESOLUTION EXPRESSING RECOGNITION OF AND APPRECIATION
FOR THE DEDICATED PUBLIC SEP3TICF OF MR. HERMAN GUTZKEI
WHEREAS, Mr. Berman Gutzke served as the Chairman of the
Recycling Drive Task Group in 1972; and
WHEREAS, his devotion to tiie tasks and responsibilities of
the Task Group contributed substantially to the enhancement of
the envoronment; and
WHEREAS, his public service and civic effort for the betterment
of the environment merit the gratitude of the Brooklyn Center
Conservation Commission:
NOW THEREFORE, BE IT RESOLvED by the Brooklyn Center
Conservation Commission that:

The dedicated public service of Mr. Herman Gutzke
as a Chairman of the Recycling Drive Task Group in
1972 is recognized and appreciated by the Brooklyn
` Center Conservation Commission.
The motion for the adoption of the foregoing resolution was duly
seconded by member Byrnes, and upon vote being taken thereon,
the following voted in favor thereof: Vetter, Price, Winkelman,
and Dorff and the following voted against the same: none;
Whereupon said resolution was declared duly passed and adopted.

Chairman Vetter and Commissioner Almen reported on the Re,
cycling Drive Task Group. Commissioner Almen stated that the last
~~:y4ling drive was successful and that cfaite a bit of material
had been collected. Chairman vetter ccmunented that publicity was
still a major area of concern for the task group.
The written report of the Ycuth.m'ask Group activities for
1972 was then distributed by the secretary.
Commissioner Price discussed the adult education program in
the Brooklyn Center School District. He state that the community
• Adult Education Adivsory council helps the school district form-
ulate its policy. He stated that there is a need to have a mem-
ber of the Brooklyn Center Conservation commission on the advisory
council. He state that his concern for adult education was in line
with his belief in the importance of the environment. He commented
that the environment was not an educational pursuit of young
people, but one that must be developed in all ages.
Motion by Commissioner Dorff, and seconded by Corn:iosioner
Winkelman to request School District No. 286 the seating of a
member of the Brooklyn Center Conservation Commission cn the
Community Adult Education Advisory CCUncil. Notion passed
unanimously.
Motion by Commissioner Dorff and seconded by Co=missioner
Almen that William Price be appointed as representative of the
Brooklyn Center Conservation Commission on the Community Adult
Education Advisory Council. Motion passed unanimously.
Commissioner Byrnes then asked as to the activities of the
Palmer Lake Trask Group. Commissioner price stated that at prese4t,
the task group was in-active. He commented that the members of the

Chairman getter announced that the Hennepin C I,,.,IIIty League of
Municipalities was planning a meeting in ~:he near future to disc-ass
a Hennepin County gark and trail sys:tcmz that %%lould be pa d for by
all the municipalities within the county. Coaxaissiot.nr price then
volunteered to attend the meeting and report t.o the Commission.
motion by commissioner Winkelman and seconded' by Commissioner
Almen to adjourn the meeting. The motion passed unanimously. The
Brooklyn Center conservation commission adjourned at 11:11 P.M.
