HomeMy WebLinkAbout1972 09-28 CONCMMinutes of the Proceedings of the conservation commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota September 28, 1972 The conservation commission met in regular session and was called to order by Chairman Vetter at 8:11 P.M. Roll Call: chairman Vetter, Commissioners Dorff, Price, Almon, Byrnes, Snater and Winkelman. Also present was Administrative Assistant Daniel Hartman. Motion by Commissioner Dorff, seconded by Commissioner Price, to approve the minutes of the September 14, 1972 meeting. The motion passed unanimously. Member William Price introduced the following resolution and moved its adoption: CONSERVATION COMMISSION RESOLUTION NO. 72-3 • RESOLUTION RECOMMENDING TO THE MAYOR AND CITY COUNCIL TF?AT THE WEEK OF OCTOBER 15, 1972 TF:ROUGH OCTOBER 21, 1972 BE PROCLAIMED AS ""CLEANER AIR WEEK" IN BROOKLYN CENTER wHER'SAS, the Brooklyn Center Conservation Commission recognizes the problem of air pollution in the Twin Cities Metropolitan area; and WHEREAS, the hazard of air pollution can be greatly diminished through intelligent citizen action; and WHEREAS, the purpose of "Cleaner Air Week" is to promote a united educational program of cleaner air: NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Conservation Commission: The Commission recommends to the Mayor and City Council that the week of October 15, 1972 through October 21, 1972 be pro- claimed as "CLEANER AIR WEEK" in Brooklyn Center. 0 Chairman Secretary -2- The motion for the adoption of the foregoing resolution was duly seconded by Member Snate.r and upon a vote being taken thereon, the following voted in favor thereof: Vetter, Almen, Dorff, Byrnes and Winkelman; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted. A lengthy discussion then ensued relative to the proposed By-Laws for the Conservation Commission. Chairman Vetter stated that the purpose of the By-Laws was to structure those procedures already followed by the Conservation Commission and make it possible for future Commissions to have some type of guidelines. Motion by Commissioner Almen, seconded by commissioner Byrnes to adopt the proposed By-Laws. The motion passed unanimously. Commissioner Price and Winkelman then presented a slide show review covering the history of the Brooklyn Center Conservation commission and its achievement since 1970. Commissioner price stated that the slide presentation was successful when presented to the Minnesota Environmental Education Council. Commissioner Winkelman then stated that the goal of the presentation was to show areas within Brooklyn Center where conservation work has been accomplished. The Conservation Commission recessed at 9:50 P.M. and resumed at 10:20 P.M. Commissioner Price volunteered to draft a letter from the Conservation Commission thanking the Minnesota Environmental Education council for the invitation to attend their last meeting, and also to state the Commission's concern for adult education in the area of conservation. Chairman Vetter then reported on the Minnesota Environmental Site Symposium attended by the Commission. She commented that the site symposium was very informative. The next item of business on the agenda was a report on the Freeway Committee. Commissioner Dorff stated that the Highway Depart- ment still had the committee's recommendation under advisement. Commissioner Dorff then distributed a handout he had received on the Peace Island proposal. He stated that he had discussed the Commission's feelings with Mr. Ed Wilmes. He then reviewed a map of the development that Mr_ Ed Wilmes is proposing on the Mississippi River. _3_ It was the consensus of the Commission that a letter be drafted to Mr. Ed Wilmes proposing the establishment of a committee made up of the communities neighboring the Mississippi River Islands involved to discuss the Peace Island Proposal and its effects. Chairman 0 0 9 BY-LAWS of the BROOKLYN CENTER CONSERVATION COMMISSION PROPOSED: September 14, 1972 REVIEWED AND ADOPTED: September 28, 1972 Pursuant to Resolution No. 69-318, adopted by the City Council of the City of Brooklyn Center on December 1, 1969, relating to and pro- viding for the establishment, appointment, organization and respon- sibilities of the Brooklyn Center Conservation commission, the said Commission does hereby adopt the following by-laws and rules for the conduct of its affairs. ARTICLE I. Officers Section 1. Personnel The officers shall consist of a Chairman and Vice- Chairman. Section 2. Duties • a. Chairman (1) Preside over meetings of the Commission. (2) Appear, or appoint a representative to appear, before all City Advisory commissions, as well as the City Council, to present the viewpoint of the commission on matters pertaining to the conservation of environ- mental recourses as it relates to business under consideration by said Commissions or Council. (3) Review all City Council, Planning Commission. and Park and Recreation Commission minutes and inform the Conservation commission of matters therein pertaining to conservation of environmental resources. s (4) Provide liaison with other governmental and volunteer units in matters of conservation of environmental resources for the purpose of obtaining timely information for the -Commission regarding matters that are relevant to the city of Brooklyn Center. -2- 0 b. Vice-Chairman (1) Perform such duties as may be assigned by the Chairman. (2) Assume the Chair in the absence of the Chairman. ARTICLE II. Meetings The Commission shall hold regular public meetings. Special meetings may be called at any time by the Chairman upon sufficient notification of all Commission members. ARTICLE Ill. Quorum A quorum shall consist of a majority of the members of the Commission. ARTICLE W. Attendance Unexcused absence on the part of a Commission member from three consecutive regular meetings shall consti- tute grounds for the Commission Chairman to recommend to the Mayor the removal of said member. ARTICLE V. Minutes Minutes of each regular meeting shall be provided to each Commission member in writing prior to the commencement of the succeeding regular meeting. ARTICLE VI. Task Groups Section 1. Structure The commission may create Task Groups to further the objectives of the Commission. The Task Groups shall include, but not be limited to the following: a. A Task Group to promote the educational use of naturalist sites in Brooklyn Center; b. A Task Group to advise the Park and Recreation Commission and the City Council on the beautification of parks and the use of parks for encouragement of wildlife development. -3- c, A Task Group to work with other Brooklyn Center volunteer groups toward the furtherance of conservation projects in Brooklyn Center. No Task Group shall promote or otherwise lend its name or support to any conservation activity or project which has not been approved by majority vote of the Commission. Section 2. Membership Each Task Group shall consist of at least one Commissioner. Section 3. Task Group Chairman and Their Duties a. The Chairman of each Task Group shall be appointed by the Commission Chairman for a term of one year. The Task Group Chairman may be reappointed. b. The Task Group Chairman must submit in writing an annual report of the Task Groups actions. The report shall be submitted to the Commission Chairman. c. Each Task Group Chairman shall appoint a secretary from the Task Group membership. The Secretary shall record and maintain minutes of the Task Group meetings. These minutes shall be submitted to the Commission Chairman. d. Each chairman shall schedule regular task group meetings. ARTICLE VII. General Provisions a. No member of the Conservation Commission or its Task Groups shall be authorized to speak on behalf of the Commission publicly, unless the Commission has first considered and approved such statements. b. The Chairman may appoint a member of the Commission to act as public Information coordin- ator. i -4 - ACTICLE VIII, Parliamentarv Authoritv Robert's Rules of order shall be the governing authority for all meetings of the Commission and for its task groups. ARTICLE IX. Amendments These by-laws may be amended by a two-thirds vote of the Commission provided that teen days advance notice in writing has been given all Commission members.
