Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
July 13, 1972
The Conservation Commission met in regu?ar session and was
called to order by Chairman Mossberg at 8:16 P.M.
Roll Call: Chairman Mossberg, Commissioners Vetter, Price, Dorff,
Snater and Winkelman. Also present were: Administrative Assistant
Daniel Hartman, Director of Parks and Recreation Gene Hagel, Council-
man Maruice Britts and the Chairman of the MAC-Kylawn Environmental
Preserve Task Group Mrs. Ann Mencel.
Motion by Commissioner Winkelman and seconded by Commissioner
Price to approve the minutes of the June 22, 1972 meeting. The
motion passed unanimously.
Chairman Mossberg presented to Mrs. Ann Mencel a resolution
recognizing the efforts of the MAC-Kylawn Environmental Preserve Task
Group and other volunteer groups in developing the MAC-Kylawn
Environmental Preserve.
Chairman Mossberg announced that she was resigning from the
• Conservation Commission effective August 15, 1972.
Mr. Gene Hagel, Director of Parks and Recreation, was then
introduced by Chairman Mossberg. A lengthy discussion ensued relative
to the development of Central Park and the Shingle Creek Strip area.
Chairman Mossberg asked Mr. Hagel if it was not the time for a
review of the 1967 Bauer and Associates Plan for Central Park. Mr.
Hagel stated that the plan had been approved by the Parks and
Recreation Commission and by the City Council. Chairman Mossberg the:
asked if a time taupe had been developed for Central Park. Mr. Hagel
replied that the development of Central park was dependent on what
could be done each year within the budget.
Commissioner Winkelman voiced concern with the moving of the
Creek to the west in that it would change the creek bed considerably.
Commissioner Price also stated he was concerned about the filling
in of the present marsh land in the Central Park area.
Motion by Commissioner Price and seconded by Commissioner Dorff
to propose a joint meeting of the Parks and Recreation Commission and
the Conservation commission to discuss a review of the Central Park
plan. Motion passed unanimously.

The Conservation Commission recessed at 9:20 P.M. and resumed at
9:50 P.M.
Member Henry Dorff introduced the following resolution and moved
it adoption:
CONSERVATION CCM_MISSION REsoviTIOPI NO. 72-2
RESOLUTION RECOMMENDING TO THE CYTY COUNCIL THAT THE CITY
OF BROOKLYN CENTER TAKE A PUBLIC STAND ON THE DEVELOPMENT
OF THE MISSISSIPPI RIVER ISLANDS
WUM-REAS, the City of Brooklyn Center is interested in the pre-
servation of natural areas; and
WHEREAS, the Conservation Commission feels that the development
of the Mississippi islands for any use will destroy the natural
area; and
WHEREAS, the Mississippi River Islands abutt the Brooklyn Center
City limits:
NOW, THEREFORE, BE IT RESOT.,VED by the Brooklyn Center Conservation
Commission:
The Commission recommends to the City Council that the City
of Brooklyn Center ra?,;e a public stand in opposition to any
development on the Mississippi River Islands and that the
Islands be preserved in their present natural state as a
unique natural area in the Metropolitan Center.

The motion for the adoption of the foregoing resolution was duly
seconded by member William Price, and upon vote being taken thereon,
the following voted in favor thereof: Winkelman, Mossbergr Vetter,
and Snater, and the following voted against the same: none;
whereupon said resolution was declared duly passed and adopted.
Commissioner Porff then reported on the Mayor's freeway
committee. He stated that the committee was in the process of
setting up a meeting with the State Highway Department. Commissioner
Dorff reviewed some of the problems the freeway committee has
identified with the proposed freeway improvement of 194. He stated

Motion by Commiss:i_onor Price and seconded by Commissibnar Snater
to adjeurn the meeting. The mot4_on passed unanimously. The
