Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
May 11, 1972
The Conservation Commission met in regular session and was called
to order by Chairman Mossberg at 8:15 P.M.
Roll Call: Chairman Mossberg, Commissioners Almen, Winkelman,
Vetter and Snater. Also present were councilman Maurice Britts and
Administrative Assistant Daniel Hartman.
Motion by Commissioner Winkelman and seconded by Commissioner
Almen to approve the minutes of the April 27, 1972 meeting. The
motion passed unanimously.
Chairman Mossberg announced that the Governor was in the
process of proclaiming May 30th through June 3rd as Creek Week. She
also announced that the Metropolitan Open Space Advisory Committee
would have an open house at the Metro Square Building.
Chairman Mossberg then acknowledged the receipt of an environ-
mental series of books received as a gift from the Mine Publishing
Company. She stated that these books would be circulated through-
out the schools in Brooklyn Center to help in the understanding of
environmental concerns.
Commissioner Snater then announced that on June 3, 1972, the
Brooklyn Center Garden Club would be planting flowers in front
of the Civic Center. She stated that the flowers planted would be
petunias and that the colors chosen were red, white and blue.
Commissioner Almen also announced the next re-cycling drive
scheduled for May 13, 1972.
A report ensued relative to the MAC-Kylawn Environmental Pre-
serve Task Group. Commissioner Winkelman expressed the Commission's
gratitude to Mr. Edward Kaiser, Principal of Northport School, for
organizing a group of students who filled in the role that had been
dug by vandels in the MAC-Kylawn area.
She then commented on the 1972 improvement program that has
been submitted to the cities of Crystal and Brooklyn Center. She
stated that in both cases the proposal was going through proper
• channels. She also commented that a spring clean up campaign for
the MAC-Kylawn area was being organized.

Commissioner Snater then stated that the Spring Nature Hike in
the MAC-Kylawn Environmental Preserve was very successful.
A lengthy discussion ensued relative to the
Group activities. Commissioner Vetter commented
flowers and shrubs have been planted in Brooklyn
Groups. Commissioner Snater then commented that

Commissioner Snater then introduced the tree booklet proposal.
It was the opinion of the commission that the booklet should be
made available to as many residents of Brooklyn Center as possible.
Commissioner Snater stated that she would make the book available
through civic organizations.
The next item of business was a review of the Comprehensive
Plan. Commissioner Winkelman sated that her committee was investi-
gating those areas of the Comprehensive Plan that dealt with the
environment. She stated that in their investigation they were
examining three basic areas: parks, open space; and land adjacent to
freeways.
It was the consensus of the commission that environmental con-
cerns must'be investigated in relationship to the Comprehensive Plan.
Chairman Mossberg stated that each neighborhood must be viewed in
terms of having aesthetic natural areas for passive enjoyment of the
citizens. She also stated that land adjacent to freeways must be
considered in relation to noise, sight and air pollution.
Commission recessed at 9:45 P.M. and resumed at 10:23 P.M.
Chairman Mossberg then stated that she would invite Mr. Gene
Hagel, Director of Park and Recreation, to a study meeting of the
Commission to discuss par]-,s and open space in Brooklyn Center. She
also stated that she would write Chairman Robert Jensen of the
Planning Commission and invite the Planning Commission to a joint
meeting to discuss the Comprehensive Plan.
Motion by Commissioner Snater and seconded by Commissioner
Almen to adjourn the meeting. The motion passed unanimously. The
Conservation Commission adjourned at 10:45 P.M.
