Minnesota April 27, 1972 The Conservation Commission met in regular session and was called to order by Vice-Chairman Winkelman nt 8:06 P.M. Roll Call: Vice-Chairman Winkelman, Commissioners Dorff, Price, Almen, Snater, and Vetter. Also present were Councilman Maurice Britts and Administrative Assistant Daniel Hartman. Motion by Commissioner Dorff and seconded by commissioner Almen to approve the minutes of April 12, 1972 meeting. The motion passed unanimously. Motion by Commissioner Almen and seconded by Commissioner Vetter to approve the minutes of the April 19, 1972 meeting. The motion passed unanimously. Vice-Chairman Winkelman announced that there would be a meeting of interested parties to discuss environmental questions at the • Environmental Library in Minneapolis, She also announced that in conjunction with Ea--th Week, there would be a bicycle ride from the University of Minnesota to Capitol Square in S::. Paul, Vice-Chairman Winkelman then introduced mr. David Wolvert who discussed a conservation project he would like to do in conjunction with his Eagle Scout requirements. His proposal would encompass: 1) building a dam on Shingle Creek to record the temper- atures of the water for fish; 2) cleaning up Shingle Creek from 69th Avenue to County Road 10; and 3) taking water samples along Shingle Creek. After a lengthy discussion, Commissioner Price noted that the City would have to approve such a dam on Shingle Creek. The Secretary stated that such a proposal mould not only need approval of the City, but probably the State as well. 0 -2-- Following a report by Vice-Chairman T:inhelman, a discussion ensued relative to the MAC-Kylawn Environmental Preserve. Vice- Chairman Winkelman stated that the hole previously dug in the Kylawn area had been enlargcd in the past week. The Secretary thhen reported that the proposed project improve- ments for the ITI,C'-Kylawn Environmental Preserve had been approved by both Brooklyn Center and Crystal Conservation Commissions and had been sent to 14AC and to the City Managers. He stated that MAC had given tentative approval to the proposed project. Commissioner Snater arrived at 8:37 P.M. Commissioner Vetter reported on the Palmer Lake Task Group. She stated that their last meeting had only three people in attendant There ensued a discussion concerning the ;youth Task Group activities planned for April 29th. Commissioner Vetter stated that a map of Brooklyn Center showing areas of Conservation projects was posted in the Civic Center. Councilman Britts arrived at 5:45 P.M. • Commissioner Snater presented the rough draft of the "Plant a Tree for Earth's Sake" t amphlnt. Co.waissione.r Snater noted that the pamphlet was intended for new residents in Brooklyn Center and to those who would like to landscape their property. The Secretary stated that the pamphlet would be reviewed by the staff. Councilman Britts then noted that the City Council would be interested in reviewing such a pamphlet for their informat-ion. Vice-Chairman Winkelman commented on a volunteer summer activities program held at St. Alphonsus Church. The Conservation Commission recessed at 9:00 P.M. and resumed at 9:35 P.M. Commissioner Dorff then reported relative to the open hearing on the I-94 improvement. He stated that many environmental factors had to be considered in the improvement on I-94. Councilman Britts explained the purpose of the Mayor's study committee on I-94. Motion by Commissioner Price and seconded by Commissioner Dorff, to recommend to the Mayor the appointment of a member of th; Conservation Commission to the Committee on the improvement of I-94. The motion passed unanimously. -3-- A brief discussion ensued concerning environmental questions in the Comprehensive Plan. The Commission felt that there were certain areas of the Comprehensiva Plan that had to be reviewed and studied by the Conservation Commission. Motion by Commissioner Almen and seconded by Commissioner Vetter to establish a study committee tc examine the Comprehensive Plan in relation to environmental factors. The motion passed unanimously. Commissioners Winkelman, Almen and Vetter then volunteered to make up the study committee to be chaired by Commissioner Winkelman. Motion by Commissioner Dorff and seconded by Commissioner Santer to adjourn. The motion passed unanimously. The Conservation Commission adjourned at 10:19 P.M. Chairman
