Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
March 23, 1972
The Conservation Commission net in regular session and was called
to order by Chairman Mossberg at 8;07 P.M.
Roll Call: Chairman Mossberg, Commissioners Dorff, Winkelman,
Almen, Snater, Vetter and Price. Also present was: Administrative
Assistant Daniel Hartman.
Motion by Commissioner Winkelman, seconded by Commissioner
Dorff to approve the minutes of February 24, 1972, meeting. Motion
passed unanimously.
Chairman Mossberg introduced the new member of the Conservation
Commission, Mrs. Mary Ellen Vetter.
Chairman Mossberg announced that the Brooklyn Center Conservation
Commission, Brooklyn Center Park and Recreation Commission, Brooklyn
park park and Recreation Commission, I:~nnepin County Park Reserve
• and the Brooklyn Center Palmer Lake Task Group would hold a joint
meeting on April 12, 1972, at 7:30 P.M. in the Council Chambers.
It was the consensus of the Commission that the first regular
April meeting of the Conservation Commission be held before the
joint meeting at 6:30 P.M. Chairman Mossberg stated that the
joint meeting was in relation to the Elm Creek Nature Park proposed
by Hennepin County.
Commissioner Winkelman then reported on two groups that she had
made presentations before: The Women's Club of Brooklyn Center and
the Women's Circle of the Brooklyn Methodist Church. At both
meetings she discussed the general topics of Conservation.
Chairman Mossberg also announced that May 1 through 6 would be
Earth Week '72. She felt that this was an invaluable time to become
involved in Conservation projects throughout Brooklyn Center.
Commissioner Price announce that on April 6, 1972, the Hennepin
County Park Reserve would have a meeting regarding nature trails
throughout Hennepin County. Commissioner Price and Commissioner
Dorff volunteered to represent the Brooklyn Center Conservation
commission at this meeting.
Commissioner Winkelman reported on the MAC-Kylawn Task Group
Meeting to which a lengthy discussion ensued pertaining to Twin
LFke North Apartment complex dumping snow on certain areas of the

MAC open space. She stated that in the process of dumping the snow,
many evergreens planted last spring were killed. Commissioner
Winkelman said she was attempting to contact the manager of the
Twin Lake North Apartment complex to discuss this matter.
She also commented on the proposed fence to be built around
the open space. It was the opinion of the commission that the
proposed goals for the Kylawn area be presented for further investi-
gation at the next meeting of the Commission.
Commissioner Price then reported on the Palmer Lake Task Group.
He felt that attendance was becoming a problem with the Task Group.
Commissioner Price commented that the Task Group was still in the
process of gaining background in the Palmer Lake area. The
Secretary stated that the City Manager had the basic information
on the Palmer Lake area and was willing to come before the Task
Group and present the background.
Following a brief presentation by Chairman Mossberg, a
discussion ensued relative to the Youth Task Group. Chairman
Mossberg stated that the group had decided on two dates when
certain conservation projects would be undertaken. She stated that
• April 29th would be the day for general clean-up in the Brooklyn
Center area and that June 3rd would be the day for planting in
the open areas around Brooklyn Center.
Commissioner Vetter volunteered to undertake public relations
for the Youth Task Group in the coordination of these two major
conservation days. Chairman Mossberg then commented that Commissioner
Vetter had also volunteered to handle public relations for the
Conservation Commission.
The next item on the agenda was the re-cycling drive.
Commissioner Almen stated that the next drive would be April 8th at
the Municipal Garage with storage of glass at the municipal storage
area on 69th Avenue.

• Following the comments of Commissioner Dorff, a discussion

was the Commission's opinion that Durnam island should be pre-
served in its natural state.

Commissioner Snater commented that she was in the process of setting
the dates for the nature hikes.
Chairman Mossberg then discussed the Urban Creek Association.
She stated that the Association was organizing a Metropolitan
Creek Week to clean up certain creeks within the Metropolitan area.
She also stated that if the Commission wanted Shingle Creek cleaned
up, it would have to do the organizing in Brooklyn Center. it was the
opinion of the Commission that a public meeting be held to discuss
the concept and find out if there is enough interest to make such
a clean up campaign successful in Brooklyn Center.
The Secretary then stated that, with a certain amount of
coordination, a central library of conservation information could
be organized. it was the consensus of the commission that such an
informational center would help the Commissioners in their under-
standing of conservation problems. Chairman Mossberg volunteered
to help organize such a library.
Motion by Commissioner Price,
to adjourn the meeting. The motion
