conservation commission of the City
of Brooklyn center in the county of

February 10, 1972
The Conservation Commission met in regular session and was
called to order by Chairman Mossberg at 8:15 P.M.
Roll call: Chairman Mossberg, Commissioners Almen, Dorff,
Snater and Winkelman.
Motion by Commissioner Winkelman, seconded by Commissioner
Dorff to approve the minutes of the January 13, 1972, meeting as
corrected. Motion passed unanimously.
Chairman Mossberg read a letter dated January 19, 1972, from
Ann Mencel, Chairman of the MAC Environmental Task Group. The
letter informed the Commission that at the January 17th meeting
of the Task Group, the following motion was passed:
"We, the Environmental Task Group, request the City
Manager of Crystal and Brooklyn Center, to jointly
direct stricter enforcement of the existing snowmobile
ordinances, especially as they pertain to the MAC
Environmental Park."
Following a discussion of the enforcement of the existing
snowmobile ordinance, there was a motion by Commissioner Snater,
seconded by Commissioner Winkelman, to forward the letter from
the MAC Environmental Park Task Group to the City Manager, noting
that there is evidence of continued violations of the snowmobile
ordinance. The motion passed unanimously.
Chairman Mossberg explained that in response to an increasing
interest in the development of the Palmer Lake Basin, a number of
citizens and representatives of groups in the City had met to
discuss the possible organization of a task group to develop and
coordinate information relative to the future of the Palmer Lake
Basin. She further stated that such an organization would be a
task group of the Conservation Commission and would be comprised
of seven to ten persons representing groans such as the Conservation
Commission, the Jaycees, the Park and Recreation Commission, the
Planning Commission, area educators, as well as citizens at large.
A discussion ensued relative to the organization and goals of
such a task force.

There was a motion by Commissioner Winkelman, seconded by
Commissioner Dorff, to establish a task force, designated as the
Palmer Lake Task Group, which will aid in the organization of a
program of activities, that will strive for the preservation of
the Palmer Lake Basin and the development of a nature interpretative
center. The motion passed unanimously.
Chairman Mossberg stated that many youth groups in the City
had indicated a desire to assist in various conservation and
beautification projects. She commented that youth group leaders
had been informed of the various on-going and up-coming activities
for which assistance was needed. She further suggested that a
task force be established to coordinate the dissemination of
information relative to project needs and the volunteer activities
of local youth groups.
Following further discussion, there was a motion by Commissioner
Almen, seconded by Commissioner Dorff, to establish a task force,
designated as the Task Group on Youth Conservation Projects,
for the planning and coordination of the youth-oriented environ-
mental projects in Brooklyn Center. The motion passed unanimously.
The next item of business was a report by Commissioner Almen
relative to the recyclable materials drives. He stated the
drives have been increasingly successful despite the weather, and
that the Jaycees have again arranged for drivers for the next
drive. He stated that further supervisory help was needed.
Chairman Mossberg stated that a private firm which manu-
factured trash compactors was planning a "Resource Recovery Day"
in Brooklyn Center during which the compactor unit would be
demonstrated.
The next item of business was a report by Commissioner
Snater relative to the Family Nature Programs at Palmer Lake
Basin and the MAC Environmental Park. She stated that the Palmer
Lake Program had been somewhat more successful than the MAC-Kylawn
tour, but that this was due to better weather and better publicity.
She commented that plans were being made to have comparable
programs in the spring.

be ordered no later than March 15th, and that the group also intended
to order surplus telephone poles, if they were available, for the
construction of necessary fencing.
Commissioner Winkelman further stated that Mr. Damyanovich was
the new representative from School District No. 279 on the task
group. She further noted that Mr. Travis Brown had resigned from
the group.
The Commission meeting recessed at 9 o'clock and resumed at
9:25 P.M.
Chairman Mossberg recognized Mr. Roy Johnson, 6520 Bryant Avenue
North, who suggested that the city of Brooklyn center give con-
sideration to the passage of a tree ordinance similar to one
adopted by the City of Bloomington in 1964. He stated that the'
purpose of such an ordinance would be to protect trees and to pre-
vent and abate hazardous and nuisance conditions within the City
due to tree planting. He stated that the provisions of such an
ordinance could be provided via a licensing procedure whereby a
permit would be required before any planting or removal of trees
or shrubbery on public land.
® Mr. Johnson further stated that in his opinion it would be
desirable to require each new residential, commercial or industrial
development to include landscaping plans with the site and building
plans. He encouraged the Conservation Commission to consider
such an ordinance and recommend adoption to the City Council.
A lengthy discussion ensued concerning Mr. Johnson's proposal
and Chairman Mossberg requested that the staff obtain copies of the
Bloomington ordinance for Commission review.
In other business, Commissioner Almen commented relative to
the activities of the group, part of the Polluted Populace (P.P.P.).
He stated the group was encouraged by the success of the re-cyclable
materials drives in Brooklyn Center.
Chairman Mossberg then designated Commissioner Almen to
investigate the possibility of establishing a task force which
would coordinate information and projects relative to the collection
of re-cyclable materials. She stated that there was a need for a
central source of information and organization for the drives.
Motion by commissioner Dorff, seconded by Commissioner Snater
to adjourn the meeting. The motion passed unanimously. The
Conservation Commission meeting adjourned at 10:25 P.M.
