FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
MARCH 17, 2009

CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:00 p.m.
ROLL CALL
Chair Sorenson, Commissioners Lee, Peterson, and Shinnick were present. Commissioners
Ebert, Russell and Starling were excused. Also present was Community Activities, Recreation
and Services Director Jim Glasoe.
APPROVAL OF AGENDA
By consensus, the agenda was approved as presented.
APPROVAL OF MINUTES —February 17, 2009
There was a motion by Commissioner Shinnick, seconded by Commissioner Lee to approve the
minutes of the February 17, 2009 Park & Recreation Commission as presented. The motion
passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Yelich was not able to attend the meeting. On his behalf, CARS Director
Glasoe reported that the Mayor, City Council, City Manager and Department Heads had met in
retreat on Saturday, February 28t".
Mr. Glasoe noted that the group reaffirmed the City's Mission statement, defined/refined goals
for 2009 and discussed how to proceed with the anticipated budget reductions that will most
likely be necessitated by the State's budget deficit.
BROOKLYN CENTER SURVEY RESULTS
CARS Director Glasoe provided a presentation on the results of the Community Survey conducted
by Decision Resources,Ltd. Mr. Glasoe noted that 400 households were randomly selected to take
part in the survey, and that the result were accurate to within 5%.
CARS Director Glasoe answered questions of the Commission on the survey and discussed the
following results of the survey:
■ City government and City staff are viewed very positively
o Terrific job on communicating
The City is getting hit by three major concerns of the residents
• Rising crime—spurred on by shootings and Brookdale
• Redevelopment—spurred on by Brookdale
• Property taxes
Possible areas for impact
• Neighborhood watch
• Recommendation for communication to residents regarding any efforts being made with
respect to redevelopment.
• Continue to use City Watch as primary source of City information.
The City is in a strong position in terms of the respect people have for the Mayor, City Council and
city government.
EVERGREEN PARK NEIGHBORHOOD CONCERNS
Chair Sorenson noted that, as discussed at the February meeting,, it might be wise to schedule a
separate date for the neighborhood meeting in April and hold the regular meeting of the Park and
Recreation Commission in April prior to that meeting.
After some discussion is was decided that the regular Park and Recreation Commission meeting
would be held on Tuesday, April 21, at 7:00 p.m. at the Community Center and the special
meeting would be held on Wednesday, April 29"' at 6:30 p.m. at the Evergreen Park shelter
building.
Chair Sorenson asked that CARS Director Glasoe assemble for the Commission all information
relative to the Evergreen Park concerns, as background for their discussion at the April meeting.
THREE RIVERS PARK DISTRICT, DRAFT COOPERATIVE TRAIL AGREEMENT
CARS Director Glasoe reported that Three Rivers staff was still working on the agreement
duration and easement language related to the draft agreement, and that there was nothing further
to report at this time.
COMPREHENSIVE PLAN UPDATE-PARKS SECTION
CARS Director Glasoe reminded the Commission that the Planning Commission would be
accepting comments to the revised Comprehensive Plan through the end of May. Mr. Glasoe
added that he would also be glad to take comments and forward them to the consultant Mr.
Hagen, or directly to the Planning Commission.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for April 21,
2009 at 7:00 p.m. in Community Room#221 of the Brooklyn Center Community Center.
MEETING ADJOURNED
Commissioner Shinnick made a motion, seconded by Commissioner Lee to adjourn the meeting
at 8:04 p.m. The motion passed unanimously.

Subject: April 29th Neighborhood Meeting- Evergreen Park Concerns
Please be advised, the Park & Recreation Commission of the City of Brooklyn Center will be
hosting a public meeting at the Evergreen Park shelter building, at 6:30 p.m. on Wednesday,
April 29th. The Park and Recreation Commission has received two separate referrals from the
Administrative Traffic Committee. These referrals are specific to issues related to the use of the
Evergreen Park basketball court and parking concerns on the north end of the park.
Complaint 908-04 requested removal or relocation of the basketball court. Issues
identified included; inappropriate language and conduct, littering, loud music and
damage to property.
Complaint 908-05 requested several changes to parking restrictions surrounding
the north side of Evergreen Park. Residents noted activities, such as baseball
games, were resulting in an inordinate amount of on-street parking, which might
impede emergency vehicle access.
Additionally, the Commission has been made aware of similar concerns raised at last summer's
National Night Out events, and the fall neighborhood meeting held by the Brooklyn Center
Police Department.
The purpose of the meeting on the 29th will be to take public comment regarding the above
concerns, identify any additional concerns and discuss possible solutions. If you have questions,

Te, the residents of the North Evergreen Park Neighborhood request the City of Brooklyn Center change the
narking restrictions in the area of Camden Ave. N. between 701h Ave.N and 73rd Woodbine LN., &2nd Ave. N.
from Camden Ave. N. to Bryant Ave.N. and Woodbine LN from Camden Ave approximately 801 Woodbine
LN.
Recently parking has become a problem in the area particularly when there are activities such as baseball games
taking place in Evergreen Park. In addition recently visitors and residents of the apartment complex on Camden
Ave. between 72nd Ave. N. and Woodbine LN have taken to parking on both sides of Woodbine LN restricting
the flow of traffic. The concern is the ability of rescue vehicles to access the area.
We request that parking be allowed on the East side of Camden from 72nd Ave.N. to Woodbine LN. but
prohibited on the West side. Parking be prohibited on the North side of 72nd Ave.N. from Camden Ave.N. to
Bryant Ave.N. be allowed on the South side in the same area. Parking be allowed on the South side of
Woodbine LN from Camden Ave.N to approximately 801 Woodbine LN and prohibited on the North side.

Following are comments and historical information regarding the agenda items for the next ATC
meeting.
1. Parking restrictions for 800 Xrtmt �' Avenue — the restricted parking for this street
segment dates back approximty years, it transpired from homeowners on the block
who voiced concerns with apsidents parking on the street, noise at late hours and
obstruction of their drivewayshis issue was reviewed by the ATC at that time and it
was their decision to post the parking". (see attach sign inventory drawing)

3. Petition to allow parking on the east side of Camden from 72`d Avenue — the restriction of
parking on Camden Avenue is a two part matter. First, the segment from 70th Avenue to 72`d
Avenue resulted from two concerns, illegal and excessive parking on the streets and
parkland during softball and baseball games, and parking and obstructions at the well field
buildings; the second segment from 72`d Avenue to 73`d Avenue resulted for three reasons,
the ballfield and well house issues, plus resident complaints regarding apartment residents
parking on the street, making noise and blocking driveways. I would recommend the parking
restrictions remain in place for both segments, for the reasons stated. (see attach sign
inventory drawing)

4. Basketball courts at Evergreen Pa —In 2067, basketball hoops, tennis nets and picnic tables
were removed from the park due to ces ve trash, graffiti,vandalism and resident concerns.
In early summer of 2008, residents of d concems to the City Council, CARS and Park
Maintenance that the equipment sho be re-instated at the park for youth to use. Upon
direction, park staff replaced the a i ent, and, in conjunction with BCPD would monitor
park use, condition and complaints r ei d regarding incidents occurring at the basketball
court. Since the replacement of the uip nt, park staff has not seer] the re-occurrence of
extraordinary trash or vandalism; se eral cal have been received from residents asking for
the equipment to again be rem ed. I hav not received any complaints from BCPD
regarding the area.

SUBJECT: Evergreen Park Petitions
Recommendation:
This council work session item is in regards to two complaints that were presented to the
Administrative Traffic Committee(ATC)at its August meeting. It was the recommendation
of the committee to refer Files 03-004 and 08-005 to the Park Commission for further
discussion and possible meeting with residents.
Background:
At the August Administrative Traffic Committee two complaints with attached petitions were
presented to the committee regarding problems stemming from Evergreen Park usage.
Complaint#08-04 requested the removal or relocation of the basketball court. The residents
who signed the petition cited numerous problems over the past several years at the court that
included: inappropriate language and conduct, littering, and damage to property. According
to the petition,the problems were eliminated in the summer of 2007 when the basketball
hoops were removed. This past summer the hoops were replaced without input from the
residents,and they now feel the problems will soon redevelop_
Complaint#08-05 requested several changes in parking restrictions surrounding the north
side of Evergreen Park. Neighbors who signed the attached petition cited recent parking
problems when activities, such as baseball games and other events, occurred in the park. The
neighbors are concerned about emergency vehicle access to the area due to the allowance of
parking on both sides of the street.
After a review of the complaints,the ATC recommended referral of both files to the Park
Commission. It was the opinion of the ATC that the problems cited in the petitions were
specifically related to park usage, and the Park Commission was the appropriate jurisdiction
to analyze and respond to the concerns of the petitioning residents.

We, the residents of the North Evergreen Park Neighborhood request the City of Brooklyn Center relocate the
.)asketball court currently at 72nd Ave. N. and approximately Aldrich Circ. To a place further into the park away
from the residential area. If relocation is not possible then we request that the court be removed.
Over the past several years individuals using the basketball court have caused problems in the area. There has
been inappropriate behavior including language and conduct along with the problem of trash and damage to the
park equipment in addition to problems with parking on the grass both in the park and on neighbors lawns. A
short time ago the hoops were removed and the problem cleared up. Recently the hoops were replaced at the
request, as we were told, of one resident in the area without the input of local residents.
We,the below signed, are asking that the basketball court be relocated or removed before the problem
redevelops.

For the past 24 months the park has received a total of 101 calls. It appears to be on the decline though.In 2007 from
3/17/07 to 12/31/07 it received 63 calls: with the highest call type being suspicious activity calls (14), followed by
parking (13). As for actually crime calls in 2007 it totaled 2 assault calls, 1 burglary, 1 disturbance, 1 fight, 1 robbery, 1
shots heard, 1 weapons and 1 vandalism call.
For 2008 the entire year totaled 36 calls: with the highest call type being spot checks (8),followed by disturbance calls
(3). Significant crime call totals were 1 robbery call and 2 fight calls.
So far this year there have been 2 calls to the park, an afterhours call and a traffic accident.
I have attached a spreadsheet of the calls for the time period from 3/27/07 to 3/16/09.Please let me know if you have
any questions or need any further information.
