Brooklyn Park Mayor Steve Lampi and Mayor Tim Willson of Brooklyn Center want to know and are hosting a roundtable discussion to discuss just that. It will be held Tuesday, January 8 from 3:30-5:00 p.m, at the Brooklyn Park City Council Chambers, located at 5200 85th Avenue North. In addition to city representatives, there will be lots of other government, school district and post secondary leaders joining in on the information free-flow. At the roundtable discussion, the mayors and city staff will present the idea of a joint powers agreement between the governmental agencies in attendance. The agreement would bridge communication, collaboration, cooperation, and engagement for youth initiatives across all boundaries of government, school districts, and neighborhoods in Brooklyn Center and Brooklyn Park ...a sort of "Brooklyn Bridge." This comes on the heels of a Brooklyn Park and Brooklyn Center Violent Crime Summit held in December, sponsored by the Police Executive Research Forum of Washington, D.C. One finding addressed at the summit was the fact that at a majority of crimes in both cities were committed by teens in the hours after school. Focus • Youth development focuses on strengthening the competencies and confidence of young people, developing character and connectedness, and nurturing the talents young people already possess. Shared Concerns • Youth development occurs in families, schools, neighborhoods and society - suggesting that we all play a role in the well being of our city's youth. History and Need • Having four school districts within two cities has made the challenges of building partnerships and communicating for youth development across all boundaries seemingly insurmountable. • Additional community partners, such as the library and colleges, are poised for increased continuity, collaboration and progress. A "Coalition for Youth" within Brooklyn Park and Brooklyn Center can serve to create ongoing "action" for positive youth development. The Coalition can serve both cities or could be developed individually within each city... but a governing board representing all entities serving youth would be essential... a "Brooklyn Bridge' PURPOSE STATEMENT: To bridge communication, collaboration, cooperation and engagement for youth initiatives across all boundaries of government, school districts and neighborhoods in Brooklyn Park and Brooklyn Center. ~I~ • A "Brooklyn Bridge" and it's coalition(s) for youth would not provide services directly to youth; it would serve as a capacity-building group and pursue its goals through a set of overlapping strategies for: 1. Building Partnerships 2. Communicating 3. Convening 1. Building Partnerships ■ Supporting, coordinating or leading responses to concerns, and promoting effective policies and strategies for adoption across the area. 2. Communicating ■ Analyzing and Disseminating Information: collecting, synthesizing and communicating accurate and timely information concerning issues facing youth and families between agencies of the city, school districts and all stakeholders. This can be achieved electronically with little or no cost. • 3. Convening ■ Gathering key stakeholders to facilitate improved coordination, cooperation and collaboration for youth engagement across all boundaries. Coalition members meet monthly in group, and teams also meet monthly to pursue and achieve goals. Teams include: Development, Sustainability, Communication, Action, and a 36-member Youth Advisory Commission (youth representatives between the ages of 12 and 18 from all schools) also serve as liaisons on each of the teams (and vice versa). ■ Governance Board would meet quarterly for policy development and organizational decision making. o The "Brooklyn Bridge" Governance Board would consist of policy-makers within the following youth-serving agencies: • ➢ City of Brooklyn Park ➢ City of Brooklyn Center ➢ 'Hennepin County ➢ Brooklyn Park and Brookdale Libraries ➢ ISD 279 Osseo Area Schools > ISD 281 Robbinsdale Area Schools ➢ ISD 11, Anoka-Hennepin Area Schools ➢ ISD 287 Intermediate School District ➢ North Hennepin Community College ➢ Hennepin Technical College
