HomeMy WebLinkAbout2009 04-21 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 21, 2009 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Lee, Peterson, and Shinnick were present. Commissioners Russell and Starling were excused. Also present was City Council Liaison Mark Yelich and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA Chair Sorenson directed that the item pertaining to the Evergreen Park meeting be moved to the end of the agenda. APPROVAL OF MINUTES - March 17, 2009 There was a motion by Commissioner Shinnick, seconded by Commissioner Peterson to approve the minutes of the March 17, 2009 Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Yelich reported that he had recently attended the national League of Cities Convention. Councilmember Yelich noted that a number of the educational sessions were focused on multi-modal transportation, "walkable communities" and "green" energy saving initiatives. Council Liaison Yelich reported on, and handed out materials related to, program initiatives in Garfield, New Jersey related to obesity reduction for youth, a youth mapping project and healthy community development. Councilmember Yelich provided the materials for CARS staff to review. Councilmember Yelich reported that the corridors of 58 h and 63rd Avenues, along with Xerxes Avenues have been identified by the Minnesota Transit for Livable Communities as projects that may qualify for funding to improve bicycle and pedestrian connections in Brooklyn Center. Councilmember Yelich reported that the Minnesota Pollution Control Agency had taken over control of the vapor issues related to the 57`a' and Logan property, and that two additional houses had been identified for venting. Councilmember Yelich reiterated that there are no immediate public health concerns for area residents. Councilmember Yelich added that an active filtration system had been added to the back portion of the property, which may allow the City to split the site, allowing development to proceed on the majority of the property. Councilmember Yelich noted the EDA had acquired the former Boulevards Grill property. ADOPT-A-PARK KICK-OFF DATE CARS Director Glasoe reported that the kick-off date for this year's Adopt-A-Park, Trail and Street Program was scheduled for April 25th, 8:30 a.m. at the Community Center. Mr. Glasoe asked if any of the Commissioners would be available to assist with the refreshments for the kick-off event. Commissioner Lee indicated she and her husband would be willing to help. THREE RIVERS PARK DISTRICT, DRAFT COOPERATIVE TRAIL AGREEMENT CARS Director Glasoe reported that progress had been made on the cooperative trail agreement with Three Rivers Park District and noted that Three Rivers' staff would be in attendance at the May meeting to discuss the draft agreement. COMPREHENSIVE PLAN UPDATE-PARKS SECTION CARS Director Glasoe reminded the Commission that the Planning Commission would be accepting comments to the revised Comprehensive Plan through the middle of May. Mr. Glasoe added that he would be glad to take any comments and forward them to the Planning Commission. EVERGREEN PARK NEIGHBORHOOD CONCERNS Chair Sorenson directed the Commission in reviewing all of the background information related to the Evergreen Park concerns they had asked CARS Director Glasoe to assemble. After some discussion, it was noted that many of the concerns relayed in the information were traffic related and that a number of the signatures on the Administrative Traffic Committee petitions were from residents whose properties did not abut the park. After additional discussion, Commission consensus was to develop an agenda for the meeting. CARS Director Glasoe provided a draft agenda. The Commission reviewed the draft and asked for one minor change. CARS Director Glasoe noted that he would make the change and have the agendas ready for the meeting. SET NEXT MEETING DATE By consensus, the next meeting of the Parks and Recreation Commission was set for May 19, 2009, with a parks tour beginning at 6:15 p.m. and the regular meeting to follow at approximately 7:00 p.m. in Community Room #221 of the Brooklyn Center Community Center. MEETING ADJOURNED Commissioner Shinnick made a motion, seconded by Commissioner Lee to adjourn the meeting at 8:09 p.m. The motion passed unanimously.
