REGULAR SESSION
MARCH 17, 2009
COMMUNITY ROOM #221, COMMUNITY CENTER
CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:00 p.m.
ROLL CALL
Chair Sorenson, Commissioners Lee, Peterson, and Shinnick were present. Commissioners
Ebert, Russell and Starling were excused. Also present was Community Activities, Recreation
and Services Director Jim Glasoe.
APPROVAL OF AGENDA
By consensus, the agenda was approved as presented.
APPROVAL OF MINUTES - February 17, 2009
There was a motion by Commissioner Shinnick, seconded by Commissioner Lee to approve the
minutes of the February 17, 2009 Park & Recreation Commission as presented. The motion
passed unanimously.
COUNCIL LIAISON REPORT
Councilmember.Yelich was not able to attend the meeting. On his behalf, CARS Director
Glasoe reported that the Mayor, City Council, City Manager and Department Heads had met in
retreat on Saturday, February 28th.
Mr. Glasoe noted that the group reaffirmed the City's Mission statement, defined/refined goals
for 2009 and discussed how to proceed with the anticipated budget reductions that will most
likely be necessitated by the State's budget deficit.
BROOKLYN CENTER SURVEY RESULTS
CARS Director Glasoe provided a presentation on the results of the Community Survey conducted
by Decision Resources, Ltd. Mr. Glasoe noted that 400 households were randomly selected to take
part in the survey, and that the result were accurate to within 5%.
CARS Director Glasoe answered questions of the Commission on the survey and discussed the
following results of the survey:
■ City government and City staff are viewed very positively
o Terrific job on communicating
The City is getting hit by three major concerns of the residents
■ Rising crime - spurred on by shootings and Brookdale
■ Redevelopment - spurred on by Brookdale
■ Property taxes
Possible areas for impact
■ Neighborhood watch
■ Recommendation for communication to residents regarding any efforts being made with
respect to redevelopment.
■ Continue to use City Watch as primary source of City information.
The City is in a strong position in terms of the respect people have for the Mayor, City Council and
city government.
EVERGREEN PARK NEIGHBORHOOD CONCERNS
Chair Sorenson noted that, as discussed at the February meeting, it might be wise to schedule a
separate date for the neighborhood meeting in April and hold the regular meeting of the Park and
Recreation Commission in April prior to that meeting.
After some discussion is was decided that the regular Park and Recreation Commission meeting
would be held on Tuesday, April 21, at 7:00 p.m. at the Community Center and the special
meeting would be held on Wednesday, April 29"' at 6:30 p.m. at the Evergreen Park shelter
building.
Chair Sorenson asked that CARS Director Glasoe assemble for the Commission all information
relative to the Evergreen Park concerns, as background for their discussion at the April meeting.
THREE RIVERS PARK DISTRICT, DRAFT COOPERATIVE TRAIL AGREEMENT
CARS Director Glasoe reported that Three Rivers staff was still working on the agreement
duration and easement language related to the draft agreement, and that there was nothing further
to report at this time.
COMPREHENSIVE PLAN UPDATE-PARKS SECTION
CARS Director Glasoe reminded the Commission that the Planning Commission would be
accepting comments to the revised Comprehensive Plan through the end of May. Mr. Glasoe
added that he would also be glad to take comments and forward them to the consultant Mr.
Hagen, or directly to the Planning Commission.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for April 21,
2009 at 7:00 p.m. in Community Room #221 of the Brooklyn Center Community Center.
MEETING ADJOURNED
Commissioner Shinnick made a motion, seconded by Commissioner Lee to adjourn the meeting
at 8:04 p.m. The motion passed unanimously.
