HomeMy WebLinkAbout2008 10-21 PRMMINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 21, 2008 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Lee, Peterson and Russell were present. Commissioner Shinnick was excused. Commissioner Starling was absent. Also present were City Council Liaison Mark Yelich and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA By consensus, the agenda was approved. APPROVAL OF MINUTES - September 16, 2008 Chair Sorenson noted that under the Monster Tree item, the final sentence should read the Commission recommends the survey, rather than approves it. Commissioner Russell made a motion, seconded by Commissioner Ebert to approve the September 16, 2008 minutes of the Park and Recreation Commission as amended. The motion was approved unanimously. COUNCIL LIAISON REPORT Councilmember Yelich reported the following from recent City Council meetings: • The City Council had received a report and presentation related to a potential Shingle Creek Daylighting project that would include the creek area from Interstate 694, south through the golf course. After some discussion, Commissioners asked that an item be added to a future agenda updating them on the potential project. • The Council had the first reading of an Ordinance revision related to graffiti. Councilmember Yelich noted the revision would hold property owners accountable for timely removal of graffiti. • The Council had the first reading of an Ordinance revision related to registration of vacant properties. • Noted the hiring of a new Public Works Director, Steve Lillehaug. • Discussed the proposed charter amendment on the November ballot related to administrative fines. Councilmember then asked the Commission if they saw any value in having the annual Holly Sunday activities for 2008 designated as a State Sesquicentennial event. After some discussion, no consensus was reached. 2009-2023- CAPITAL IMPROVEMENTS PROGRAM- PLANNED PARK IMPROVEMENTS CARS Director Glasoe reviewed the draft 2009-2023 Park & Trail Capital Improvements Plan and reviewed the proposed improvements for 2009. Mr. Glasoe reminded the Commission that the only items changed from the previous year's version, was moving the reconstruction of the Shingle Creek and Central West trail sections from 2008 to 2009. Mr. Glasoe noted that this was due to a delay in getting the permit approval from the DNR. After some discussion, there was a motion by Commissioner Russell, seconded by Commissioner Ebert to recommend the schedule of improvements as presented to the City Council for inclusion in the 2009 Capital Improvements Program. The motion was passes unanimously. EVERGREEN PARK-NEIGHBORHOOD CONCERNS CARS Director Glasoe reviewed a memorandum from the Police Department outlining the specific concerns related to Evergreen Park. Mr. Glasoe noted that given the time of year, the Commission could not be assured decent weather for a park meeting in November. After some discussion, the Commission asked that CARS Director Glasoe send a letter to the neighborhood indicating that the Commission is aware of the concerns, and will be examining potential solutions that would be presented at meeting in Spring 2009 at Evergreen Park. ADOPT-A-PARK FALL CLEAN-UP DATE Chair Sorenson noted that he and Commissioners Ebert, Lee and Russell had met on Saturday, October 18th, to clean Marlin and Lakeside Parks. Chair Sorenson noted that parks were fairly clean. SHINGLE CREEK TRAIL RECONSTRUCTION CARS Director Glasoe noted that this item had been addressed during the CIP discussion. Mr. Glasoe reiterated the reconstruction of the Shingle Creek and Central West trail sections had been moved from 2008 to 2009 as a result of a delay in getting the necessary permit approvals from the DNR. SET NEXT MEETING DATE By consensus, the next meeting of the Parks and Recreation Commission was set for November 18, 2008. MEETING ADJOURNED Commissioner Russell made a motion, seconded by Commissioner Lee, to adjourn the meeting at 8:12 p.m. The motion passed unanimously.
