CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:00 p.m.
ROLL CALL
Chair Sorenson, Commissioners Lee, Russell, Shinnick and Theis were present. Commissioners
Ebert and Peterson were absent and excused. Also present was Community Activities,
Recreation and Services Director Jim Glasoe.
APPROVAL OF AGENDA
Chair Sorenson asked that an item titled Park Cleanup be added to the agenda. By consensus,
the agenda was approved with the addition.

APPROVAL OF MINUTES - JulyX 2007
There was a motion by Commissioner Russell, seconded by Commissioner Lee to approve the
minutes of the July 7, 2007 Park & Recreation Commission as presented. The motion passed
unanimously.
APPROVAL OF MINUTES - September 18, 2007
There was a motion by Commissioner Russell, seconded by Commissioner Lee to approve the
minutes of the September 18, 2007 Park & Recreation Commission as presented. The motion
passed unanimously.
COUNCIL LIAISON REPORT
Councilmember O'Connor was not present at the meeting.
2008-2022 CAPITAL IMPROVEMENTS PROGRAM- PLANNED PARK
IMPROVEMENTS
CARS Director Glasoe handed out a copy of the alternative 2007-2021 Park & Trail Capital
Improvements Plan the Commission had recommend to the City Council at the September
meeting. Mr. Glasoe noted that the only change was the addition of the actual dollar values for
each of the projects.
After some discussion, CARS Director Glasoe asked if the Commission wished to forward an
additional motion regarding the Parks CIP with dollar amounts to the City Council. The
Commission consensus was that the September motion was sufficient.
SOCCER FIELDS- DISCUSSION
CARS Director handed out a summary document, highlighting the location of the soccer fields
located in the city. Mr. Glasoe noted the summary included full size and practice fields, as well
as fields that were lighted and not lighted.
Mr. Glasoe updated the Commission the current practice of not granting exclusive use permits
for park amenities, including soccer fields. Mr. Glasoe reported that requests for soccer field use
had increased dramatically over the past two years. Mr. Glasoe added that the surrounding
communities are also reporting a marked increase in soccer field permit requests.
The Commission discussed the use of the soccer fields and the increased demands for soccer
fields. CARS Director Glasoe noted that a number of the requests were coming from groups
outside the city.
After additional discussion, the Commission asked that CARS Director Glasoe try to identify the
level of use and requests for soccer fields in 2008.
KYLAWN PARK SHELTER BUILDING
CARS Director Glasoe reported that bids for the Kylawn Shelter Building were opened on
October 2°d. Mr. Glasoe noted that ten bids were received, ranging in price from approximately
$198,000 - $303,000.
CARS Director Glasoe reported that, at their last meeting, the City Council had authorized
entering into a contract with Ebert Construction for construction of the Kylawn Park shelter
building. Mr. Glasoe noted that the Ebert Construction bid was $197,900.
TRAIL STRIPING
Chair Sorenson, noting that this item had been requested by Commissioner Peterson, who was
not present at tonight's meeting, directed that it be deferred to a future meeting.
ADOPT-A-PARK FALL CLEAN UP DATE
Chair Sorenson reported that he and Commissioners Russell and Ebert, along with Council
Liaison O'Connor had met on Saturday, September 29th, at 9:00 a.m. to clean up Marlin. Chair
Sorenson noted that the park was fairly clean and thank the Commissioners and Council Liaison
O'Connor for their assistance.
OTHER
Chair Sorenson asked when the Firehouse Park playground equipment, recently damaged by fire,
was going to be replaced. CARS Director Glasoe indicated that it was his understanding that the
playground equipment would be replaced as soon as the insurance proceeds had been received.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for November
20, 2007, at 7:00 p.m. in Community Room #221 of the Brooklyn Center Community Center.
MEETING ADJOURNED
Commissioner Shinnick made a motion, seconded by Commissioner Russell, to adjourn the
meeting at 7:41 p.m. The motion passed unanimously.
