HomeMy WebLinkAbout2007 07-10 PRMMINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION • FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA t 0 REGULAR SSION JULY , 2007 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chairperson Sorenson called the meeting to order at 6:38 p.m. ROLL CALL Chair Sorenson, Commissioners Peterson and Russell were present. Commissioners Ebert, Lee and Theis were absent and excused. Also present was City Council Liaison Mary O'Connor, Public Works Director Todd Blomstrom and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA By consensus, the agenda was approved. . APPROVAL OF MINUTES - June 19, 2007 As there was not a quorum of Commissioners in attendance at tonight's meeting, that were present at the June meeting, Chair Sorenson directed that the approval of the June meeting minutes be deferred until the September meeting. Commissioner Shinnick arrived at 6:45 p.m. COUNCIL LIAISON REPORT Councilmember O'Connor reported the following items from recent City Council meetings. • Community Development Director Brad Hoffman was retiring after 32 years of service to the City. • Asbestos abatement had been completed on the Days Inn hotel property and demolition would be completed in August. • The Council had authorized a contract with Bonestroo consultants to evaluate the city owned buildings and develop a capital replacement schedule that could be included in the Capital Improvements Program. KYLAWN PARK SHELTER BUILDING Public Works Director Todd Blomstrom shared with the Commission the preliminary design for the Kylawn Park shelter building. Mr. Blomstrom noted the intent was to develop a standard design that could be used as we replace buildings at Kylawn, West Palmer and Northport Parks. • Commissioners reviewed the design and elevation drawings. Commission consensus was that the raised roof portion of structure, while aesthetically pleasing, was not worth the estimated added expense. In further discussion, the Commissioners felt that additional ventilation, or • operable windows might be necessary to enhance air flow. After additional discussion, Commissioner Russell made a motion, seconded by Commissioner Shinnick to recommend to the City Council the preliminary design for the Kylawn Park shelter building with the revisions noted above. The motion passed unanimously. 2008 CAPITAL IMPROVEMENTS PROGRAM- Central Park West Trail CARS Director Glasoe reported to the Commission that the reconstruction of the Central Park West trail section was included in the Capital Improvements Plan for 2010. Public Works Director Blomstrom noted that a recent analysis of the trail condition indicated that reconstruction was needed soon. The Commission discussed the issue, including the possibility of delaying the construction of the Northport Park shelter building and moving the trail reconstruction ahead in the schedule. After additional discussion, Chair Sorenson directed that his item be placed on the September meeting agenda for further discussion. OTHER Commissioner Peterson asked when the Palmer Lake Trail would be striped. Public Works Director Blomstrom indicated that he was waiting to see the progress of the discussions with Three Rivers Park District regarding trail maintenance before committing City forces to the work. SET NEXT MEETING DATE By consensus, and unless there is a need for a special meeting, the next meeting of the Parks and Recreation Commission was set for September 18, 2007, at 7:00 p.m. in Community Room #221 of the Brooklyn Center Community Center. MEETING ADJOURNED Commissioner Shinnick made a motion, seconded by Commissioner Peterson, to adjourn the meeting at 7:45 p.m. The motion passed unanimously. 0
