REGULAR SESSION
APRIL 17, 2007

CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:02 p.m.
ROLL CALL
Chair Sorenson, Commissioners Ebert, Lee, Peterson, Shinnick and Theis were present.
Commissioner Russell was absent and excused. Also present was Community Activities,
Recreation and Services Director Jim Glasoe.
APPROVAL OF AGENDA
By consensus, the agenda was approved.
. APPROVAL OF MINUTES - January 16, 2007
Commissioner Shinnick made a motion, seconded by Commissioner Ebert to approve the
January 16, 2007 minutes of the Park and Recreation Commission as presented.
APPROVAL OF MINUTES - March 27, 2007
Commissioner Ebert made a motion, seconded by Commissioner Shinnick to approve the
March 27, 2007 minutes of the Park and Recreation Commission as presented.
Councilmember O'Connor arrived at the meeting at 7:08
COUNCIL LIAISON REPORT
Councilmember O'Connor reported the following items from recent City Council meetings.
• Hennepin County would be resurfacing Bass Lake Road, south of Brooklyn Boulevard
and was changing it from four driving lanes, to two lanes and a turn lane.
• The City Council had approved special assessments for diseased tree removal costs and
delinquent weed removal.
• A City Council work session was held regarding former Olive Garden, Cracker Barrel
and Days Inn property. The majority of the Council expressed the opinion that they
wished to wait for a corporate headquarters type development
• Voting for Precinct #2 had been changed from Earle Brown Elementary to Brooklyn
• Center High School.
• 'The bid for the Riverwood Neighborhood street improvement project was awarded to
CW Houle. •
• The City Council had authorized the purchase a new aerial pumper truck for the Fire
Department.
• The City Council had received donations of $1,500 from the Brooklyn Area Babe Ruth
and $4,300 from the Lions in support of the 2007 Summer Fun Squad and Youth Sports
Programs, the Earle Brown Days Parade, the Senior Golf Tournament and the
Entertainment in the Parks Program.
• The Mayor had appointed two new members to the Financial Commission, noting the
Commission was now at full strength.
PARKS TOUR PLANNING
CARS Director Glasoe reported that, at the last meeting, Commissioner Peterson had
indicated an interest in discussing the expansion of the annual parks tour to possibly two or
three tours.
After considerable discussion, the Commission consensus was to have two dates for the park
tours, with short Commission meetings following. It was determined that May's tour would
include Firehouse, Riverdale and Lions Parks, along with Centerbrook Golf Course.
For June, the Commission will visit Willow Lane, West Palmer, East Palmer and Kylawn
Parks, along with the Arboretum
Commissioner Russell arrived at the meeting at7:27 p.m. •
SUMMER TEEN PROGRAMMING
CARS Director Glasoe handed out copies of a new "It's Your Summer" teen programming
guide that had just arrived from the printer. Mr. Glasoe noted that this brochure was a
comprehensive twenty four page listing of teen programs and services available in the cities of
Brooklyn Park, Brooklyn Center, Maple Grove and Independent School District #279. Mr.
Glasoe continued that it was a culmination of four months of work by all parties.
CARS Director Glasoe noted that these programs were available to all of the teens in Brooklyn
Center, Brooklyn Park and Maple grove, not just those teens that attend District #279 schools.
Mr. Glasoe added that staff had worked hard to overcome issues such as, how to make the
dollars work, the registration process feasible and the programming goals met for each entity.
POINT OF SALE/e-CONNECT-ON LINE REGISTRATION
CARS Director Glasoe reported that two new technology improvements were underway in the
CARS Department. Mr. Glasoe indicated that a new Point of Sale system had been installed
at the Community Center. Mr. Glasoe continued that the new system replaced the old cash
registers and allowed for the tracking of all transactions, merchandise sales, inventory updates
of existing merchandise and integration with our current financial reporting system.

CARS Director Glasoe added that the Point of Sale installation was a precursor for the
implementation of an internet registration program, e-CONNECT, which would begin in mid
MAY. Mr. Glasoe continued that, with e-CONNECT, anyone with an internet connection
could register for programs and activities. Mr. Glasoe noted that registrations would still be
accepted by phone, fax, mail or walk-ins.
ADOPT-A-PARK KICK-OFF
CARS Director Glasoe reminded Commissioners that the kick-off date for this year's Adopt-
A-Park, Trail and Street Program was scheduled for April 21 S1, 9: 00 a. m. at the Community
Center.
CARS Director Glasoe asked if Commissioners Russell and Lee were still able to assist with
the refreshments. Both indicated they would be there on the 2151 to help
ADOPT-A-PARK CLEAN-UP DATE
Chair Sorenson asked if Commissioners might be available- to assist in cleaning up Marlin and
Lakeside Parks on Saturday April 28", at 9:00 a. m. Chair Sorenson noted that he would be
able to clean Lakeside on his own, but was looking for volunteers to assist at Marlin.
• Commissioners Peterson, Russell and Shinnick agreed to help clean Marlin Park.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for
May 16, 2007, with a parks tour scheduled for 6:00 p.m., and the regular meeting at 7:00
p.m. in Community Room #221 of the Brooklyn Center Community Center.
MEETING ADJOURNED
Commissioner Shinnick made a motion, seconded by Commissioner Russell, to adjourn the
meeting at 8:09 p.m. The motion passed unanimously.
