CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:00 p.m.
ROLL CALL
Chair Sorenson, Commissioners Ebert, Russell and Shinnick were present. Commissioners Lee
and Theis were absent and excused. Commissioner Peterson was absent. Also present was City
Council Member Mary O'Connor and Community Activities, Recreation and Services Director
Jim Glasoe
APPROVAL OF AGENDA
By consensus, the agenda was approved.
APPROVAL OF MINUTES - September 19, 2006
Commissioner made a motion, seconded by Commissioner Ebert to approve the September 19,
2006 minutes of the Parks and Recreation Commission as presented. The motion passed
unanimously.
COUNCIL LIAISON REPORT
Councilmember O'Connor reported that the City Council had hired Curt Boganey as City
Manager, adding that his salary was established at $115,000 per year, which will increase to
$119,000 on July 1, 2007, as performance merits.
Councilmember O'Conner indicated that the potential hotel development on the empty parcel
adjacent to the Earle Brown Heritage Center was still being discussed. Councilmember
O'Connor noted the proposed development would still include a 175 room hotel, but that the
water park may not be incorporated. Councilmember O'Connor added that City assistance
would be in the form of tax abatements for 10 years.
Councilmember O'Connor noted the liquor ordinance had been amended to allow the sale of
"growlers" by the Surly Brewing Company. Commissioner Russell noted that a "growler" was a
64 ounce container.
Councilmember O'Connor indicated that changes to the Storm Water Ordinance had been
proposed, and that there would be a November 13th public hearing regarding the proposed
changes.
Councilmember O'Connor reported that the assessment rates for the 2007 Neighborhood Street
Improvement Project had been set at $4,160.00 per parcel. Councilmember O'Connor noted that
this represented approximately 40% of the actual construction costs.
Councilmember O'Connor referred to the Citizen Comment cards that had recently been
received, but noted they were on tonight's meeting agenda for further discussion.
CITIZEN COMMENT CARDS
CARS Director Glasoe referred to the copies of the Citizen Comment Cards that were included
in the Commissioner's packets. Mr. Glasoe indicated that the citizen responses were solicited in
the fall edition of the City Watch. Mr. Glasoe noted that, of the 28 responses received, there
were 8 separate references to parks or recreation.
CARS Director Glasoe cautioned that these responses were intended as information only. Mr.
Glasoe added that the City Council is intending to review the responses at their November
retreat. Mr. Glasoe noted that, as the responses were voluntary and not from a randomly selected
group, they are not statistically accurate.
CARS Director Glasoe reviewed the comment cards as they referred to park and or recreation
related comments. Upon completion of the review, CARS Director Glasoe reiterated that the
comments were offered as information only, and required no Commission action.
FALL ADOPT-A-PARK CLEAN UP
Chair Sorenson noted that, typically in the fall, there was very little to clean up at Marlin and
Lakeside Park. Chair Sorenson asked if any of the Commission members might be available to
visit the parks to make sure they were clean. Commissioner Shinnick indicated he would be
available.
PARKS CAPITAL IMPROVEMENT PLAN- Update
CARS Director Glasoe passed out copies of the Parks and Recreation Commission
recommendation regarding the 2007-2015 CIP. Mr. Glasoe noted the recommendation was
forwarded to the City Manager after last month's meeting. Mr. Glasoe added that, at their
meeting last evening, the City Council discussed the Enterprise Funds budgets and the Capital
Improvements Plan.
THREE RIVERS PARK DISTRICT- REGIONAL TRAILS
Cars Director Glasoe handed out copies of the revised regional trail maps that had recently been
mailed to area households by Three Rivers Park District. Mr. Glasoe noted that the trail sections
discussed last month were included on the map as "proposed" trail sections.
Mr. Glasoe added that he had anticipated having a representative from Three Rivers at tonight's
meeting to discuss the map, but was not contacted by Three Rivers' staff. Mr. Glasoe reiterated
to the Commission that the City and Three Rivers would be pursuing a cooperative agreement
related to the operation and maintenance of the trail sections Three Rivers has listed on their
regional trail system.
CARS Director Glasoe indicated that he hoped to have a Three Rivers staff person at an
upcoming meeting to address the issue.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for
November 21, 2006, at 7:00 p.m. in Community Room #221 of the Brooklyn Center Community
Center.
MEETING ADJOURNED
Commissioner Shinnick made a motion, seconded by Commissioner Ebert, to adjourn the
meeting at 7:28 p.m. The motion passed unanimously.
