SEPTEMBER 16, 2003

CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:03 p.m.
ROLL CALL
Chair Sorenson, Commissioners Russell, Shinnick and Theis were present. Commissioners
Ebert, D. Peterson and R. Peterson were absent and excused.
Also present were Community Activities, Recreation and Services Director Jim Glasoe and
Chuck Evans from Damon Farber Associates.
APPROVAL OF MINUTES - June 3, 2003
Commissioner Russell made a motion, seconded by Commissioner Theis to approve the June
3, 2003 minutes of the Parks and Recreation Commission as presented. The motion passed
unanimously. I
COUNCIL LIAISON REPORT
Council member Niesen was unable to attend the meeting.
THREE RIVER PARK DISTRICT- FIRST TIER TRAILS PLAN
CARS Director Glasoe introduced Chuck Evans from Damon Farber and indicated that Damon
Farber was working with Stanley Consultants on a First Tier Trails Plan for Three Rivers Park
District.
Mr. Evans provided the Commission with background on the First Tier Trails concept and the
proposed alignment through Brooklyn Center. Mr. Evans noted that establishment of the plan
with the Metropolitan Council was the first step in getting potential funding for the trail
segments.
CARS Director Glasoe indicated that the City had applied to Three Rivers Park District in late
• 2001 for funding assistance for a portion of the trail shown on the plan.
Mr. Glasoe noted that funding has been appropriated, but that Metropolitan Council approval
of the First Tier Trails Plan and the execution of a cooperative agreement between the City
and Three Rivers needed to occur before the funds could be released. Mr. Glasoe continued
that a draft cooperative agreement is being completed.
After some discussion, Commissioner Russell made a motion, seconded by Commissioner
Shinnick that the Parks and Recreation Commission recommend their support of the First Tier
Trails Plan to the City Council. The motion passed unanimously.
PROGRAM REVIW SCHEDULE
CARS Director Glasoe reported that he and Chair Sorenson had talked on several occasions
about having a general review of recreation programs as part of the Commission agenda. Mr.
Glasoe noted that he was hesitant to have the review on the Commission agenda until the full
extent of the budget cuts were known.
Mr. Glasoe continued that, as the 2003 and proposed 2004 budgets had been established, now
would be good time to begin the review. Mr. Glasoe presented a draft schedule to hear from
the Recreation Program Supervisors. By consensus, the schedule was accepted.
. ADOPT-A-PARK
Chair Sorenson suggested a clean up day of September 27. All available Commissioners were
asked to meet at 9:00 a.m. at Marlin Park.
CITY ORDINANCE REGARDING PARKS AND RECREATION
Chair Sorenson directed that this item be held over to the October agenda.
TWIN LAKE PERSONAL WATERCRAFT
Chair Sorenson directed that this item be held over until the October meeting.
CARS Director Glasoe reported that, as requested, he had gathered background materials on
the issue for Commissioners that had not been on the Commission the last time the issue had
been addressed.
In a related item, Chair Sorenson noted that almost 30 people were at Twin Lake Park on
Saturday, September 13, 2003 to assist in planting the aquatic and wild flower plants. Chair
Sorenson also noted that the sod, replaced as part of the park improvements, appears to have
died. Chair Sorenson also asked about the planned watering schedule for the new plantings.
CARS director Glasoe indicated he would speak with Public Works Director Todd Blomstrom
regarding both issues and report back to the Commission in October.
GRANDVIEW PARK/EARLE BROWN SCHOOL- UPDATE
CARS Director Glasoe reported that construction on the new school continues, despite a delay
in getting some of the structural steel. Mr. Glasoe noted that construction of the park facilities
would not occur until completion of the school building.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for October
21, 2003 at 7:00 p.m. in Community Room #221 of the Brooklyn Center Community Center.
MEETING ADJOURNED
Commissioner Russell made a motion, seconded by Commissioner Shinnickl, to adjourn the
meeting at 8:03 p.m. The motion passed unanimously.
