HomeMy WebLinkAbout2002 10-15 PRMMINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR OCTOBER 15, 2002 COMMUNITY ROOM #221, BROOKLYN CENTER COMMUNITY CENTER SLIDE SHOW Chair Sorenson indicated that he had taken digital pictures of each of the Brooklyn Center Parks and had put them together in a "slide show" format. This "slide show" ran for the duration of the meeting. Chair Sorenson also provided CARS Director Glasoe with copies of the pictures for use by the City in publications, the City web site and other materials. CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:04 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, D. Peterson, R. Peterson, Russell, Shinnick and Theis were present. Also present was Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF MINUTES - S eptember 17, 2002 Chair Sorenson noted that, under the District #286 item, it should read that Chair Sorenson entertained a motion, with Commissioner Ebert making the motion and Commissioner Theis providing the second. Commissioner Russell made a motion, seconded by Commissioner Ebert to approve the September 17, 2002 minutes of the Parks and Recreation Commission as amended. The motion passed unanimously. 40 COUNCIL LIAISON REPORT CARS Director Glasoe indicated that Council Liaison Peppe was not able to attend the meeting, as he was involved in the League of Women Voters Candidate Forum at City Hall. CITY ORDINANCE REGARDING PARKS AND RECREATION CARS Director Glasoe provided copies of the current City Ordinances regarding Parks and Recreation. Mr. Glasoe indicated that it had been some time since the Commission had reviewed the ordinance, and that he wanted to make certain the ordinance was reflective of the current practices and compatible with other related ordinances. Mr. Glasoe continued that one item that might be examined was the definition of parks and open spaces. Mr. Glasoe indicated that the police have expressed some concern regarding the ordinance as they are not able to enforce the ordinance on parkways, greenways etc. Commissioner Theis asked about the verbiage relating to "Animals to be Leashed." CARS Director Glasoe indicated that he was aware of two neighboring communities that were reviewing this issue, along with the issues related to "clean up" after pets. Chair, Sorenson noted that the definition of effectively restrained might include leash or dependable voice control. After additional discussion, Commission consensus was that this item be placed on future agendas for further consideration. so 2003-2007 PARKS CAPITAL IMPROVEMENT PLAN CARS Director Glasoe presented the updated draft of the 2003-2007 Parks Capital Improvement Plan as amended by the Commission at their September meeting. Mr. Glasoe indicated that the improvements would be considered for final approval at the City Council's December 9, 2002 Truth in Taxation Hearing. GRANDVIEW PARK/DISTRICT #286 PROPERTY EXCHANGE CARS Director Glasoe reported that negotiations regarding an agreement for the exchange of property and the joint use of facilities had not yet been completed. Mr. Glasoe shared copies of the current draft of the agreement and the latest cost sharing itemization for Grandview Park. Mr. Glasoe indicated that the dollar amount the City would pay for park improvements, and the language regarding joint use of facilities were the two items that remained to be settled. Mr. Glasoe reminded the Commission that, with respect to the financial contribution, the negotiations were based upon the resolution passed by the Commission and the City Council that indicates the improvements would result in no expense to the City for recreating or relocating existing improvement, except for enhancements that are currently planned. 40 Mr. Glasoe informed the Commission that he was confident an agreement would be reached, but that no demolition or construction would commence until an agreement had been executed. COMMISSIONER RECOMMENDATIONS Commissioner R. Peterson provided the Commission with copies of recommendations he was making regarding trail markings, parks inspections, project inspection and consistent trail signage. The recommendations were as follows; Recommendation #l, White periodic center line markers throughout all city trails, with solid white lines for no passing. Recommendation #2, "Stay right" arrows with "Passing on the left" and "maximum speed" permitted mile, or half mile of trail. Recommendation #3, Park and Recreation Commissioners each be assigned certain trails and parks, including public equipment, to make personal on-site inspections twice each year. Recommendation #4, Park and recreation Commissioners have opportunity to do "final inspection" with City Inspector, upon completion of contracted Park and Recreation Projects. Recommendation #5, Brooklyn Center take the lead in working with neighboring cities that share our trail system to develop consistent tail signage as recommended in Items #1 and #2. Commissioner R. Peterson provided background on his suggestions. 46 Commissioners discussed the recommendations related to trail markings and signage. CARS Director Glasoe suggested that Three Rivers Park District might be a good resource for information regarding trail signage, as part of the Brooklyn Center trail system is included in their regional trail system. Commissioners asked that CARS Director Glasoe contact Three Rivers Park District to solicit their current standards for trail markings and signage. Chair Sorenson asked that a general discussion of trails be added the November meeting agenda. Chair Sorenson indicated that, with respect to Recommendation #3, the current appointment process for Parks and Recreation Commissioners includes "Park Service Areas." Chair Sorenson noted that this was included in the process, so that all areas of the City would be represented on the Commission. Chair Sorenson continued that Commissioners typically visited the parks in their Park Service Areas on a regular basis, so that they would be able to report on use, maintenance needs, equipment replacement schedules etc. After additional discussion, Commissioner R. Peterson withdrew Recommendations #4 and #5 from consideration at this time. as SET NEXT MEETING DATE CARS Director Glasoe informed the Commission that Youth Dance classes were typically scheduled in the Cohen Community Room on Tuesday nights. By consensus, the next meeting of the Parks and Recreation Commission was set for November 19, 2002 at 7:00 p.m. in the Community Room #221 of the Brooklyn Center Community Center. MEETING ADJOURNED Commissioner Peterson made a motion, seconded by Commissioner Russell, to adjourn the meeting at 8:50 p.m. The motion passed unanimously. • •
