HomeMy WebLinkAbout2002 04-15 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 15, 2002 WEST FIRE STATION CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:43 p.m. ROLL CALL Chair Sorenson, Commissioners, Ebert, D. Peterson, Russell and Theis were present. Commissioners R. Peterson and Shinnick were absent. Also present were City Council Liaison Bob Peppe, City Manager Michael McCauley and Community Activities, Recreation and Services Director Jim Glasoe APPROVAL OF MINUTES -March 19, 2002 Commissioner Russell made a motion, seconded by Commissioner Peterson to approve the March 19, 2002 minutes of the Parks and Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Council Liaison Peppe reported that a revised rental-housing ordinance had been passed and that code enforcement efforts continued. Liaison Peppe indicated that the Super America on 57' and Logan Avenue was expanding, and that a development agreement for the 69' Avenue and Brooklyn Boulevard project was anticipated very soon. Liaison Peppe reported that the Brooklyn Boulevard work continued. Chair Sorenson asked if an additional traffic signal was being installed by the auto dealerships. City Manager McCauley responded that a new signal was being installed to protect the economic viability of the dealerships. Council member Peppe reported that work was progressing on Brookdale Mall. City Manager McCauley reported that Brookdale officials had a press conference set for May 10 to highlight the improvements. Liaison Peppe continued that Northbrook Plaza owner Dan Vang had developed conceptual . plans for improvements to the site and that the City was assisting with efforts to find financial assistance for additional project planning. GRANDVIEW PARK/DISTRICT #286 PROPERTY EXCHANGE City Manger McCauley provided a summary of the discussions the City has had with the District #286 regarding site planning and cost sharing for the Earle Brown Elementary/Grandview Park project. Mr. McCauley reported that there had been some initial misunderstandings and disagreement over some of the cost sharing issues, but that there seemed to be some consensus now. CARS Director Glasoe indicated that he hoped to have a preliminary site plan available for the next meeting. ADOPT-A-PARK Commissioner Ebert shared information on this year's Great Shingle Creek Clean-up and the local Adopt- a-park "kick off." Commissioner Ebert requested assistance with both clean-up efforts. . Commissioner Shinnick volunteered to be at City Hall to direct volunteers to Brooklyn Center's portion of the Great Shingle Creek cleanup. Commissioners Peterson and Russell and Chair Sorenson volunteered to conduct the clean-up of Marlin and Lakeside Parks. AGGRESSIVE SKATE PARK CARS Director Glasoe reported that he had met with a vendor of aggressive skate park equipment and shared information on the approximate cost ranges for facilities and local communities that have recently built aggressive skate facilities. Mr. Glasoe also shared information regarding insurance requirements for aggressive skate facilities. After some discussion, Mr. Glasoe asked Commissioners if they wanted to have a conceptual layout, with approximate costs, developed for consideration as part of future park improvements. By consensus, Commissioners directed Mr. Glasoe to develop a plan, including costs. CIVIC CENTER BUILDINGS UPDATE CARS Director Glasoe informed the Commission that work on the remodeling project continued. Mr. Glasoe reported that the opening date for the Community is scheduled for April 29. Mr. Glasoe reported that only the pool locker rooms and exercise areas would be opening on the 29`x. Mr. Glasoe indicated work was also at City Hall, and that the City Hall progressing ty ty remodeling work remained on schedule. SET NEXT MEETING DATE By consensus, the next meeting of the Parks and Recreation Commission was set for May 21, 7:00 p.m. at the Brooklyn Center Community Center. MEETING ADJOURNED Commissioner Peterson made a motion, seconded by Commissioner Ebert, to adjourn the meeting at 8:44 p.m. The motion passed unanimously. • 0
