REGULAR SESSION
APRIL 16, 2001
CONSTITUTION HALL
CALL TO ORDER
Chairperson Sorenson called the meeting to order at 8:08 p.m.
ROLL CALL
Chair Sorenson, Commissioners Mead, Peterson, Russell and Theis were present.
Commissioners Ebert was absent and excused Commissioner Shinnick was absent. Also
present were Resident Ronni Brunner, City Council Liaison Kay Lasman, Public Works
Director Diane Spector and Community Activities, Recreation and Services Director Jim
Glasoe.
• APPROVAL OF MINUTES - March 20, 2001
Public Works Director Diane Spector noted that under item TWIN LAKE PARK, the
information received in the first sentence was from MnDOT, not the DNR.
Commissioner Russell made a motion, seconded by Commissioner Theis to approve the March
20, 2001 minutes of the Parks and Recreation Commission as amended. The motion passed
unanimously.
COUNCIL LIAISON REPORT
Council Member Lasman reported that construction on the Brooklyn Boulevard roadway
project was scheduled to begin, today, April 16.
Council Member Lasman stated that Centerbrook Golf Course opened for business on April 9.
Liaison Lasman indicated that the Mississippi River was expected to crest near the 1997 levels,
and that the lift station adjacent to the river had been sand bagged to prevent flooding. In
addition, Council Liaison Lasman noted that sand had been placed on the end of Willow Lane
and that residents could purchase sandbags from the city at a cost of .21 cents each.
• Council Liaison Lasman announced that the Brooklyn Center Crime Prevention awards
program were scheduled for Wednesday, April 18 at 7:00 p.m. in Constitution Hall. All
Commissioners were encouraged to attend.
• 2001/2002 PARK IMPROVEMENTS
Public Works Director Spector provided a memorandum summarizing the improvements
scheduled for 2001 and contemplated for 2002.
Ms. Spector reviewed the scheduled improvements for 2001 and the timing of each of the
projects. Ms. Spector noted that the scheduled improvements to Grandiview Park for 2001 and
2002 would be delayed as the Brooklyn Center School District is still actively considering the
"land Swap" option.
Ms. Spector noted that this delay would mean funds allocated for the improvements would not
be expended according to the schedule included in the Capital Improvements Plan. Ms.
Spector asked the Commission if there were other high-priority park projects they would like
accelerated.
After some discussion, Commissioner Theis made a motion, seconded by Commissioner
Russell to move forward the scheduled replacement of the shelter building at West Palmer
Park. The motion passed unanimously.
TWIN LAKE PARK- IMPROVEMENT OPTIONS.
• Public Works Director Spector provided a memorandum summarizing the current staff
recommendations for improvements and their respective costs.
Ms. Spector also shared staff recommendations regarding shoreline plantings and/or
improvements. Ms Spector requested Commission direction in defining the process for
considering improvements.
After considerable discussion, Commissioner Russell made a motion, seconded by
Commissioner Theis to recommend to the City Council that staff be directed to send a survey
to neighborhood residents soliciting feedback on the proposed improvements. In addition, the
motion recommended that staff be directed to meet with representatives of the DNR regarding
the suitability of the site for a fishing pier and the allowable options for shoreline management.
The motion passed unanimously.
In addition to the survey Commission consensus was that a meeting with residents regarding
the improvements should be scheduled for early June. Staff was directed to identify potential
dates and a location for the meeting and report back to the Commission at the May meeting.
CIVIC CENTER BUILDINGS UPDATE
CARS Director Glasoe reported that planning for improvements continued. Mr. Glasoe
• indicated that cost estimates had been solicited from the contractor that completed the City Hall
demolition. Mr. Glasoe noted that, although the project architect had developed a cost
estimate, the contractor's estimate would be more reflective of the current construction market.
• Mr. Glasoe also reported that the demolition of the former police space in City Hall had been
completed and that interested Commissioners could tour the space at the May meeting.
GOLF COURSE MAINTENANCE BUILDING
Public Works Director Spector shared the timeline for the construction of the maintenance
facility at Centerbrook Golf Course.
Ms. Spector indicated that the initial work would involve site preparation and relocation of the
utilities. Ms. Spector reported that actual construction of the building would occur in late
June.
ADOPT-A-PARK, TRAIL, STREET
Commissioner Mead informed the Commission that April 21 had been established as the "kick
off" date for this year's Adopt-A- Park, Trail Street clean up. Commissioner Mead reminded
the Commission of their commitment to clean Marlin and Lakeside Parks and indicated that the
group would meet at 9:00 a.m. on April 21 at Marlin Park.
In addition, Commissioner Mead announced that he had purchased a home in Maple Grove and
would be leaving the Commission as of June 29, 2001. Commissioner Mead will send a
resignation letter to City Clerk Sharon Knutson.
SET NEXT MEETING DATE
The next meeting of the Parks and Recreation Commission was set for May 15 at 7:00 p.m. in
Conference Room A at City Hall.
MEETING ADJOURNED
Commissioner Russell made a motion, seconded by Commissioner Peterson, to adjourn the
meeting at 9:28 p.m. The motion passed unanimously.
