REGULAR SESSION

CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:05 p.m.
ROLL CALL
Chair Sorenson, Commissioners Mead, Peterson, Russell, Shinnick and Theis were present.
Commissioner Ebert was absent and excused. Also present were City Council Liaison Kay
Lasman, Public Works Director Diane Spector and Community Activities, Recreation and
Services Director Jim Glasoe.
APPROVAL OF MINUTES - February 20, 2001
. Commissioner Russell made a motion, seconded by Commissioner Shinnick to approve the
February 20, 2001 minutes of the Parks and Recreation Commission as presented. The motion
passed unanimously.
COUNCIL LIAISON REPORT
Council Member Lasman reported that construction on the Brooklyn Boulevard roadway
project was scheduled to begin on April 16.
Council Member Lasman stated that the Governor's 2002 budget proposal would result in a 1.5
million-dollar reduction in state aid for Brooklyn Center.
Liaison Lasman indicated that the Metropolitan Council had sent a letter to the City regarding
the placement of public housing units in the City.
Council Liaison Lasman shared the proposed site plan and tenant mix for the 69th
Avenue/Brooklyn Boulevard redevelopment.
Council Liaison Lasman indicated that, with respect to storm water ponding requirements
associated with the I-694 widening, the City Council had moved from a position of supporting
the placement of a storm water pond on the North Memorial property to a more "neutral"
position as North Memorial plans to expand on that site.
TWIN LAKE PARK- DEVELOP PROCESS FOR CONSIDERING IMPROVEMENTS.
Public Works Director Spector reported that she had recently received information from the
Department of Natural Resources indicating that coffer dams would be placed on either side of
the Highway 100 channel between Lower and Middle Twin Lake for the duration of the
Highway 100 construction project.
Ms. Spector also indicated that the Highway 100 improvements would result in major changes
to Lions Park in Robbinsdale. These changes include the elimination of much of the "sunning"
area, moving of the boat launch and a significant reduction in the number of boat trailer
parking spaces.
Public Works Director Spector continued that the installation of the coffer dams and the
changes to Lions Park may result in more boats using the Brooklyn Center boat ramps.
After some discussion, the Commission consensus was that changes to the on-street parking
regulations were not warranted at this time. The Commission requested that staff update them
as the boating season progresses.
Public Works Director Spector reported that Twin Lake Park was scheduled for improvements
in 2002. In addition, Ms. Spector reminded the Commission that The Beach Condominium
Association and neighborhood residents had requested involvement in the planning process for
improvements. As a result, Ms. Spector was requesting direction in developing a process for
• considering improvement.
Public Works Director Spector shared with the Commission that discussion of improvements
could take two distinct paths. As the Twin Lakes are a regional amenity, the Commission
might consider improvements in a larger "community" sense or, as the size of the park limits
what improvements can be made, the improvements might be considered from a neighborhood
perspective.
After some discussion, the Commission consensus was, because of the small size of the park,
improvements would be considered on a neighborhood scale.
The Commissioners requested that staff develop a list of improvement ideas and costs for the
April meeting.
CIVIC CENTER BUILDINGS UPDATE
CARS Director Glasoe reported that planning for improvements continued. Mr. Glasoe
indicated that refinements in cost estimates and the fact that projected costs are exceeding
allocated funding levels are major focus areas of the planning.
Mr. Glasoe indicated that he would continue to update the Commission regarding the planning
for improvements.
GOLF COURSE MAINTENANCE BUILDING
• Public Works Director Spector shared plans for the proposed maintenance facility and
reviewed cost estimates.
Commissioner Mead noted that the proposed plan called for one of the tennis courts to be
retained. Commissioner Mead asked about the costs associated with keeping one court.
Ms. Spector indicated that the cost to retain one court would be minimal and that removal of
both courts would require a survey of neighborhood residents.
After some discussion, there was a motion by Commissioner Mead, seconded by
Commissioner Peterson to reaffirm the Commission's previous recommendation to the City
Council that both tennis courts at Lions Park be removed. The motion passed unanimously.
SET NEXT MEETING DATE
The next meeting of the Parks and Recreation Commission was set for April 17 at 8:00 p.m. in
Conference Room A at City Hall.

Commissioner Peterson made a motion, seconded by Commissioner Russell, to adjourn the
• meeting at 8:28 p.m. The motion passed unanimously.
