HomeMy WebLinkAbout2001 01-16 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 16, 2001 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Peterson, Russell, Shinnick and Theis were present. Commissioner Mead was absent and excused. Also in attendance were City Council Liaison Kay Lasman, Brooklyn Center residents Donna Farr, Audrey Burmeister, Betty Orsborn, Carol Jarvis, Art and LaVerne Laliberte and Community Activities, Recreation and Services Director Jim Glasoe. RESIDENT CONCERN Carol Jarvis, Chair of the Beach Condominiums owners association spoke to the Commission regarding snowmobiles on the Beach Condominium's property and Twin Lake Park. The condo owners indicated that snowmobiles were using Highway 100 right-of-way, their property and the park property to gain access to the Twin Lakes. The owners stated that snowmobiles were using the areas at all times of the day and night, sometimes until midnight or later. The group reported that this problem has been going on for some time and that they have contacted both the Brooklyn Center Police Department and the Hennepin County Sheriff requesting assistance. To assist them in reducing the number of snowmobilers using the above noted areas, the condo owners requested that signs be posted in the park indicating that snowmobiles are not allowed. After some discussion, the Commissioner Russell made a motion recommending the City Council direct staff to post signs in Twin Lake Park indicating that snowmobiling on park property was prohibited. The motion was seconded by Commissioner Ebert. In discussion, Commissioner Theis offered a friendly amendment to the motion adding that the recommendation encourages the City Council to seek the assistance of the Robbinsdale City Council and/or staff in educating area snowmobilers as to the snowmobile . restrictions in Brooklyn Center. The motion, along with the amendment, passed unanimously Chair Sorenson asked that snowmobiles be placed on the February agenda, that the copies of the current ordinances related to snowmobiles be provided for Commissioners and that Police Chief Joel Downer or a designee be invited to the meeting to discuss current enforcement efforts. TWIN LAKE PARK Carol Jarvis asked that the Beach Condo Association be kept apprised of meetings where the improvements to Twin Lake Park would be discussed. C.A.R.S. Director Glasoe indicated that improvements to the park were planned for 2002 and, that each year, the Commission reviews planned improvements for the next year. Mr. Glasoe reported that the Commission intended on soliciting neighborhood input regarding the improvements, and was considering hosting a neighborhood meeting. Mr. Glasoe indicated that he thought the Commission would begin taking input in April or May. APPROVAL OF MINUTES - October 17, 2000 Commissioner Shinnick made a motion, seconded by Commissioner Theis to approve the October 17, 2000 minutes of the Parks and Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Council Member Lasman reported the Brooklyn Center American Legion continues to look for a new site. Council member Lasman indicated that the group wanted to stay in Brooklyn Center, but was having a difficult time finding a suitable site that they could . afford. Council Member Lasman stated that the owner of Brookdale had asked for, and been granted, a six to eight month extension on completion of improvements, pushing the completion back to August of 2002. Liaison Lasman reported that the lender for the Brookdale project had, at the last minute, questioned the financial viability of Brooklyn Center. Council Liaison Lasman indicated that materials were put together to sufficiently answer the lenders questions. Lastly regarding Brookdale, Council Member Lasman reported that a demolition permit had been issued last week for the west end. Council Liaison Lasman reported that a special election to fill Council Member Hillstrom's seat was set for May 1, with a primary on April 13 if necessary. Council Member Lasman indicated that planning continued for improvements to the Civic Center complex and that Mr. Glasoe would elaborate on more specifics later in the meeting. Council Member Lasman discussed the timetable for the re-purposing of Willow Lane School. Council member Lasman indicated that all staff had been offered positions at the new school and that they had been involved in the new schools design. • Council Member Lasman discussed the transit hub at Brookdale and indicated that discussions continued regarding a more suitable location and amenities. ELECTION OF OFFICERS Chair Sorenson opened nominations for Commission Chair. Commissioner Russell nominated Commissioner Sorenson. Commissioner Shinnick seconded the nomination. Commissioner Peterson moved the nominations be closed. The motion was seconded by Commissioner Russell and unanimously passed. Commissioner Peterson was named as Vice-Chair. PARK/TRAIL SIGNAGE CARS Director Glasoe reported that, at the public hearing regarding the 2001 Capital Improvements Plan, a resident had shared concerns regarding dogs running unleashed in North Mississippi Park. The resident suggested signs be placed at the entrance to the park. Mr. Glasoe indicated that staff was beginning to discuss revised park signs. Mr. Glasoe that staff was intending to develop a "trail sign committee" charged with selecting signs and kiosks for the Shingle Creek trail and the development of a new bike trail logo. CARS Director Glasoe reported that this item would be placed on future agendas for Commission discussion and recommendation. GOLF COURSE MAINTENANCE BUILDING CARS Director Glasoe reported that planning for a new maintenance garage at Centerbrook continued. Mr. Glasoe showed a sketch of the proposed building and a diagram showing the proposed location. Mr. Glasoe indicated that the proposed building was being brought to the City Council for their direction at the January 22 meeting. YEAR 2000 COMMITTEE, PLANNED ACTIVITIES C.A.R.S. Director Glasoe handed out flyers and invitations to the upcoming February 3, Winter Family Fun day and the February 10, 90th Birthday Celebration and fireworks sponsored by the Year 2000 Celebration Committee. Mr. Glasoe added that these were the final two events scheduled by the Committee and that he encouraged everyone to attend. CIVIC CENTER BUILDINGS UPDATE CARS Director Glasoe informed the Commission that staff and Blumentals Architecture continued to design improvements to the Community Center and City Hall buildings. Mr. Glasoe noted that efforts to date had been concentrated on getting conservative cost estimates for the planned improvements. Mr. Glasoe indicated that staff was taking a conservative approach to the planning process to assure that the designed improvements meet the goals established for the project and that the projected costs fall within the budgeted allocation. . Mr. Glasoe indicated that the plan was to bring the planned improvements to the City Council for their direction and then to the Commission. Mr. Glasoe indicated he hoped to have conceptual drawings and additional information available at the next meeting. SET NEXT MEETING DATE The next meeting of the Parks and Recreation Commission was set for February 20 at 7:00 p.m. in Conference Room A at City Hall MEETING ADJOURNED Commissioner Peterson made a motion, seconded by Commissioner Shinnick, to adjourn the meeting at 8:18 p.m. The motion passed. • 0
