COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
OCTOBER 17, 2000
CITY HALL
CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:00 p.m.
ROLL CALL
Chair Sorenson, Commissioners Ebert, Peterson, Shinnick and Theis were present.
Commissioners Mead and Russell were absent and excused. Also in attendance were City
Council Liaison Ed Nelson and Community Activities, Recreation and Services Director
Jim Glasoe.
• APPROVAL OF MINUTES - September 19, 2000
There was a motion by Commissioner Shinnick, seconded by Commissioner Ebert to
approve the September 19, 2000 minutes of the Parks and Recreation Commission
meeting. The motion passed unanimously.
COUNCIL LIAISON REPORT
Council Liaison Ed Nelson reported that Grandview Park is scheduled for major
improvements next year as part of the Destination Parks Plan. Councilmember Nelson
indicated that sales from the new liquor store operation had been very strong and that, if
the sales continue at current rates, the City Council may consider increasing the annual
transfer from the Liquor Fund to the Capital Improvements Fund.
Liaison Nelson also discussed a proposal by Representative Phil Carruthers to build a
"boardwalk" type trail adjacent to the new Hennepin County Service Center. Mr. Nelson
indicated that the proposed trail would be similar to the nature trail in the Kylawn Nature
Preserve.
In addition, Liaison Nelson reported on a proposed development for the vacant land in the
northeast corner of Highway 252 and 694.
GRANDVIEW GRANT APPLICATION
CARS Director Glasoe informed the Commission that a grant application had been
submitted to the Department of Children Families and Learning for construction of a new
shelter building and other improvements to Grandview Park.
Mr. Glasoe indicated that the new building is intended to provide multi-purpose space for
after school and other events programming.
Mr. Glasoe noted that the reason the Commission had not seen the grant application prior
to submission was because of the tight time lines for submission and the need for City
Council approval of the application.
CARS Director Glasoe shared with the Commission that the City had recently learned
that our grant application for $25,000 to help finance the construction of a soccer field at
Grandview was not funded.
TEEN SURVEY/MEETING
CARS Director Glasoe shared with the Commission a teen survey that had recently been
conducted at Brooklyn Center High School by the Leo's Club. Mr. Glasoe indicated that
the actual survey was completed in June of last year and the results compiled this fall.
CARS Director Glasoe noted some of the individual questions and results detailed in the
survey and the Commission discussed numerous items.
After much discussion, Commissioner Theis made a motion, seconded by Commissioner
Shinnick thanking the Leo's Club for their efforts in conducting the survey and requesting
that they provide some additional information regarding the survey including an executive
summary and the methodology of how the survey was conducted. The motion was passed
unanimously.
In addition to the survey, CARS Director Glasoe reported that staff had recently met with
a 22 teens at Brooklyn Center High School to discuss the survey and their thoughts
regarding a youth activity center at Grandview Park.
Mr. Glasoe indicated that almost all of the teens were supportive of a place to "hangout"
although there was not a consensus that Grandview Park was a good location.
In addition to the Grandview discussion, CARS Director Glasoe shared the groups
thoughts regarding the Community Center and current teen programming. Mr Glasoe
reported that staff will continue to meet with the teens to plan additional special events
and activities for teens.
NEXTEL LEASE- Golf Course Water Tower
CARS Director Glasoe informed the Commission that the leasing of space on the golf
course water tower for antennas was approved and that construction of the structure to
house electrical controls, transmitters, etc. would be underway shortly.
Mr. Glasoe reported that planning for a new maintenance garage was underway and that
. he hoped to have additional information available at the next meeting.
CIVIC CENTER BUILDINGS UPDATE
CARS Director Glasoe informed the Commission that Blumentals Architecture had been
selected to design improvements to the Community Center and City Hall buildings. Mr.
Glasoe noted that efforts to date had been concentrated on getting the current conditions,
or "as builts" of the building established, as their had been numerous remodeling projects
since the buildings were completed.
Mr. Glasoe reported indicated that he hoped to have conceptual drawings and additional
information available at the next meeting.
ADOPT-A-PARK, TRAIL, STREET
Chair Sorenson reported that three Commission members had met on September 30 and
completed the clean up of Marlin and Lakeside Parks.
SET NEXT MEETING DATE
The next meeting of the Parks and Recreation Commission was set for November 21,
7:00 p.m. in Conference Room A at City Hall.
MEETING ADJOURNED
Commissioner Peterson made a motion, seconded by Commissioner Shinnick, to adjourn
the meeting at 8:08 p.m. The motion passed unanimously.
