HomeMy WebLinkAbout2000 04-18 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 18, 2000 CITY HALL CALL TO ORDER Chairperson Sorenson.called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Mead, Peterson, Russell and Shinnick were present. Commissioner Theis was absent and excused. Also in attendance were City Council Liaison Ed Nelson, City Manager Michael McCauley, Public Works Director Diane Spector and Community Activities, Recreation and Services Director Jim Glasoe. • APPROVAL OF MINUTES - March 21, 2000 There was a motion by Commissioner Russell, seconded by Commissioner Shinnick to approve the March 21, 2000 minutes of the Parks and Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Council Liaison Ed Nelson shared with the Commission the revised bleacher safety bill that was passed by the Legislature. Commissioners asked if the revised guidelines would result in the City changing its plan to retrofit the bleachers. City Manager McCauley indicated that the bleacher improvements would go forward as planned. Liaison Nelson discussed the National Parks pass that was now available for purchase. Council Liaison Nelson closed his comments by answering Commissioner questions regarding the new Liquor Store at Cub Foods and the anticipated opening dates for the new theater complex. CIVIC CENTER BUILDINGS City Manager McCauley updated the Commission on the plans to improve the Civic Center buildings. Mr. McCauley informed the Commission that plans for a customer service addition to the Community Center have been abandoned, as recent cost estimates have far exceeded the anticipated funding for the project. Mr. McCauley reviewed the • building needs related to major system and building repairs, as well as accessability issues in both the Community Center and City Hall buildings. Mr. McCauley indicated that, as the customer service addition was not possible as a result • of cost, staff was moving forward with plans to renovate current facilities and make them accessible. Mr. McCauley took the Commission on a tour of the lower level of City Hall and explained the potential uses of the space that had been vacated when the Police Department moved to their new building. Mr. McCauley indicated that the Commission would be kept up to date as the planning for improvements continued. DESTINATION PARK PLANNING Public Works Director Spector reviewed the Commission's discussions to date regarding Destination Parks. The Commission continued discussions regarding the concepts and issues related to the development of Destination Parks Plan. Some of the new ideas discussed included; a permanent bandshell with concessions, a larger play structure at one of the parks, improvements at Grandview Park including a larger shelter building and a "winter sports" theme, a water play amenity at Central Park, a "picnic park" theme for West Palmer Park and a "team sports" theme for Evergreen Park. The Commission discussed programming for teens and recommended further study of an aggressive skate amenity at Evergreen Park. Lastly, the Commission discussed the current names of Garden City and Brooklane • Parks. After some discussion, the Commission recommended that consideration be given to renaming Garden City Park as Central Park and Brooklane Park as Garden City Park. Ms. Spector indicated that she would take the Commission's thoughts and recommendations, add the ideas generated by recent staff meetings and have a draft plan available for consideration at the Commission's May meeting. ADOPT-A-PARK, TRAIL, STREET Commissioner Mead reminded the Commission that April 22 had been established as the "kick off" date for this year's clean up. He indicated that the group would meet at 8:30 a.m. on the 22nd at Marlin Park. ANNUAL PARKS TOUR- Planning CARS Director Glasoe asked about the Commissions plans regarding their annual parks tour. After some discussion, the Commission decided to hold their annual parks tour prior to their regular meeting on May 16. As the Commission will be considering a draft of the Destination Parks Plan at that meeting, it was the consensus of the Commission that each of the destination parks would be included in the tour. Chair Sorenson indicated that there had been interest by some City Council members on attending the tour with the Commission. Mr. Glasoe indicated he would invite the Mayor and City Council. • SET NEXT MEETING DATE The next meeting of the Parks and Recreation Commission was set for May 16, with a tour of destination parks scheduled for 5:30 a.m. The tour will be followed the Commission's regular meeting at 7:00 p.m. in Conference Room A at City Hall. • MEETING ADJOURNED Commissioner Shinnick made a motion, seconded by Commissioner Peterson, to adjourn the meeting at 8:28 p.m. The motion passed. 0 0
