HomeMy WebLinkAbout2000 02-15 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 15, 2000 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Mead, Shinnick and Theis were present. Commissioners Peterson and Russell were absent and excused. Also in attendance were City Council Liaison Ed Nelson, Public Works Director Diane Spector and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF MINUTES - January 18, 2000 There was a motion by Commissioner Shinnick, seconded by Commissioner Ebert to • approve the January 18, 2000 minutes of the Parks and Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Council Liaison Ed Nelson introduced himself and shared some of his thoughts regarding Parks and Recreation in Brooklyn Center with the Commission. Reporting on recent City Council activity, Liaison Nelson informed the Commission that a development agreement had recently been signed with Talisman LLC regarding Brookdale. In addition, Liaison Nelson reported that a new Applebee's is under construction and that additional construction will begin soon on the southwest end of the mall. Liaison Nelson continued that Brookdale representatives are also involved in the ongoing discussions regarding the transit hub. Council Liaison Nelson closed his comments by reporting that the City Council was working on several issues related the reconstruction of Highway 100 NEW PARK AND TRAIL MAPS C.A.R.S. Director Glasoe handed out copies of the newly created Brooklyn Center Parks and Trail maps. Mr. Glasoe indicated that the maps were being made available at City Hall and the Community Center. • Commissioners reacted very positively to the maps and shared some suggestions on how the maps might be disseminated. Some of the suggestions were to have the maps available at Centerbrook golf course, the Earle Brown Heritage Center, local hotel lobbies and community churches. PLANNED PARK IMPROVEMENTS FOR 2000 Public Works Director Spector passed out a schedule of the planned park improvements for 2000. Ms. Spector discussed the schedule and each of the planned improvements. Ms. Spector indicated that, because of the planned work related to the Palmer Lake basin, the replacement of the shelter at East Palmer Park might be deferred until 2001. DESTINATION PARK PLANNING Public Works Director Spector handed out a memorandum regarding Destination Parks. Ms. Spector indicated that the City Council had identified the further development of a plan for Destination Parks as one of their Council goals for 2000. The Commission discussed the concepts and issues related to the development of Destination Parks. After considerable discussion, the Commission asked that this item be placed on the April agenda for additional discussion. FUNDING REQUEST FROM FAIR OAKS ELEMENTARY C.A.R.S. Director Glasoe informed the Commission that the City Council had addressed the request from Fair Oaks Elementary for financial assistance related playground equipment replacement at their last meeting. Mr. Glasoe reported that the City Council had denied the request based upon the recommendation and rationale provided by the Parks and Recreation Commission. • SET NEXT MEETING DATE The next meeting of the Parks and Recreation Commission was set for March 21 at 7:00 p.m. in Conference Room A at City Hall MEETING ADJOURNED Commissioner Shinnick made a motion, seconded by Commissioner Ebert, to adjourn the meeting at 8:36 p.m. The motion passed. 0
