HomeMy WebLinkAbout1999 10-19 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 19, 1999 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Mead, Peterson, Russell and Shinnick were present. Commissioner Theis was absent and excused. Also present was City Council Liaison Kay Lasman, and Director of Community Activities, Recreation and Services Jim Glasoe APPROVAL OF Minutes - September 21, 1999 Council Liaison Lasman indicated that in her Liaison report, the minutes read, the Fire • Department had conducted two burns in the area of 69th and Brooklyn Boulevard. Liaison Lasman stated the sentence should have read, the Fire Department will conduct the burns. There was a motion by Commissioner Peterson, seconded by Commissioner Ebert to approve the September 21, 1999 meeting minutes of the Parks and Recreation Commission as corrected. The motion passed unanimously. COUNCIL LIAISON REPORT Council Liaison Lasman reported that the average sale price for a home in Brooklyn Center is now $111,000. In addition, Liaison Lasman reported that the City is continuing discussions with the Metropolitan Council regarding the location of the Transit Hub at Brookdale. Liaison Lasman shared with the Commission the proposed Utility rates for 2000 and the Capital Improvements plan for dredging areas of Palmer Lake. TWIN LAKE PARK CARS Director Glasoe distributed minutes from previous meetings in which the Commission had discussed improvements for Twin Lake Park. The Commission reviewed these minutes and the potential improvements to Twin Lake Park. After considerable discussion, the Commission directed CARS Director Glasoe to place this issue on a future agenda and invite representatives of the neighborhood and the Twin Beach Apartments to get their input on future improvements. ADOPT-A-PARK Commissioner Mead reported that three Commissioners had met at 8:00 a.m. on October • 2 to clean Marlin Park. In addition, Commissioner Mead indicated that he had also conducted a clean up of Lakeside Park. Commissioners asked if a report was available that detailed which park, trail and street areas were adopted and/or available for adoption. CARS Director Glasoe indicated that he would determine the availability of such a report and if available, bring the information back to the Commission. CIVIC CENTER SERVICE CENTER ADDITION - Update CARS Director Glasoe informed the Commission that construction of the Service Center Addition had been pushed back until 2001. Mr. Glasoe indicated that the change was necessary to provide for additional planning, utility relocations and coordination with other projects. SET MEETING DATE(S) The Commission set their next regular meeting for Tuesday, November 16, at 7:00 p.m. in Conference Room A of City Hall. MEETING ADJOURNED Commissioner Peterson made a motion, seconded by Commissioner Russell to adjourn the meeting at 8:02 p.m. The motion passed unanimously. 9
