COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF

REGULAR SESSION
JUNE 15, 1999
CITY HALL
The Parks and Recreation Commission met at 5:00 p.m. at the Brooklyn Center City Hall
to begin a tour of selected parks. The tour included stops at Bellvue, Lions, Happy
Hollow and Kylawn Parks. No minutes were recorded during the tour.
CALL TO ORDER
Chairperson Sorenson called the meeting to order at 6:36 p.m.
ROLL CALL
Chair Sorenson, Commissioners Ebert, Mead, Peterson, Russell and Shinnick were
present. Commissioner Theis was absent and excused. Also present was Director of
Community Activities, Recreation and Services Jim Glasoe
APPROVAL OF Minutes - MAY 18, 1999
• There was a motion by Commissioner Shinnick, seconded by Commissioner Russell to
approve the May 18, 1999 meeting minutes of the Parks and Recreation Commission as
presented. The motion passed unanimously.
CIVIC CENTER BUILDING IMPROVEMENT ISSUES
CARS Director Glasoe informed the Commission that the City Council has asked that the
Parks and Recreation Commission forward a formal recommendation to them regarding
the Civic Center building options.
After some discussion, the Commission unanimously passed the following resolution,
WHEREAS, the Parks and Recreation Commission has individually reviewed
the need to address major system and building repairs, as well as accessability issues at the
Civic Center in both the Community Center and City Hall buildings; and
WHEREAS, the Parks and Recreation Commission recognizes the need to make
substantial investment in the Civic Center building complex; and
WHEREAS, several options have been reviewed by the Parks and Recreation
Commission individually and in joint meeting with the City Council and Financial
Commission; and
• WHEREAS, the Parks and Recreation Commission would, ideally, prefer a
plan that would remove all the existing structures and create completely new building space
for the Civic Center complex; and
WHEREAS, the Parks and Recreation Commission recognizes that such an
. ambitious building plan would exceed the City's current resources and abilities to deal with
building issues; and
WHEREAS, among the financially feasible options, the Parks and Recreation
Commission feels that building a new Community Center addition would be the most cost
effective and beneficial way to address the many structural and accessability issues facing the
Civic Center complex of buildings.
NOW, THEREFORE, BE IT RESOLVED by the Parks and Recreation
Commission that it hereby recommends to the City Council that it proceed with a plan to
address the structural and accessability issues at the Civic Center through pursuit of option
three: construction of a new building adjacent to the Community Center building to provide
additional new community space, accessability for the Community Center building, and
provide office space on the second floor of the Community Center addition.
ADOPT-A-PARK
Commissioner Mead will notify Commissioners of the July clean up date as needed.
AFTER SCHOOL ENRICHMENT GRANT PROGRAM
CARS Director Glasoe informed the Commission that the department was once again
submitting a grant application for after school enrichment programming. Glasoe added that,
• if the application was funded, the City would remain as fiscal agent.
Mr. Glasoe continued that (if the grant is funded) the department was looking for an
impartial group to review the individual grant requests and prioritize cuts should the grant
not be fully funded. In addition, the group would act as a grievance committee should the
need arise.
After a brief discussion, Commissioner Peterson made a motion, seconded by Commissioner
Russell that the Parks and Recreation Commission advises the City Council that it would be
available to serve in an advisory capacity for the after school enrichment grant, should it
become necessary and should the City Council desire the Commission to act in such a
capacity.
The motion was unanimously approved.
SET MEETING DATE(S)
Commissioner Peterson made a motion, seconded by Commissioner Russell that the Parks
and Recreation Commission not meet in July or August, and that their next meeting be
scheduled for Tuesday, September 21 at 7:00 p.m. in Conference Room A of City Hall. The
motion passed unanimously.
MEETING ADJOURNED
Commissioner Peterson made a motion, seconded by Commissioner Russell to adjourn the
meeting at 7:09 p.m. The motion passed unanimously.
