HomeMy WebLinkAbout1998 06-16 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JUNE 16, 1998 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 6:55 p.m. ROLL CALL Chair Sorenson, Commissioners Russell, Peterson, Theis and Ebert were present. Commissioners Mead and Shinnick were absent and excused. Also, in attendance was Director of Community Activities, Recreation and Services Jim Glasoe APPROVAL OF MINUTES -May 19, 1998 Chair Sorenson noted that under the item "Set next meeting date," the next meeting date was incorrectly stated as May 19, 1998 and should have read June 16, 1998. There was a motion by Commissioner Russell, seconded by Commissioner Peterson to approve the May 19, 1998 minutes of the Parks and Recreation Commission meeting as amended. The motion passed. • COUNCIL LIAISON REPORT Community Activities, Recreation and Services Director Glasoe indicated Council member Carmody was unable to attend the meeting as she was in route to the League of Minnesota Cities Conference. She asked that the Commission consider a variety of alternatives in informing the public of the park improvements meetings scheduled for the Fall. PARK IMPROVEMENTS - Citizen Notification Community Activities, Recreation and Services Director Glasoe introduced a plan for soliciting citizen input regarding future park improvements. The proposed plan included a recommendation that in lieu of their regular September, October and November meetings, the Commission consider hosting a series of community meetings regarding park improvements. The first of these meetings would be held on Wednesday, September 16 (September 15 is primary election day and no public meetings can be held) at 7:00 p.m. at Evergreen Park Elementary School. He asked for Commission input on this plan and direction on informing the residents of these meetings. In reviewing the issue, Chair Sorenson felt that one of the keys to citizen input was making it convenient for the residents. Commissioner Peterson felt that self addressed, stamped envelops may promote a better return of surveys. In addition, Commission consensus was that surveys, general information and meeting notices should be disseminated through a variety of media, (newsletter, newspaper, cable television) so that • it will be seen by as many residents as possible. After much discussion, Commissioner Russell made a motion recommending to the City • Council that the plan for citizen input regarding the long-term parks capital plan and specific park improvements be instituted. The motion also advised staff to use the most cost effective means available (city newsletters, cable television, utility bills, flyer drops) let residents know these meetings will be held. In addition, the motion included a reques that a direct mailing be made to residents within two blocks of the park to be improved within one week of the proposed meetings. The motioned was seconded by Commissione Ebert and passed unanimously SUMMER PARK CLEAN UP Chair Sorenson reported for Commissioner Mead that the Summer clean up date for the Commission's Adopt-a-Park commitment would be held on Saturday July 25. Available Commissioners were asked to meet at Marlin Park at 9:00 a.m. to t r SET MEETING DATE A motion was made by Commissioner Peterson to not hold Commission meetings in July and August. The motion was seconded by Commissioner Russell and unanimously approved. The next meeting was set for September 16, 1998, at 7:00 p.m. at Evergreen Park Elementary School. • MEETING ADJOURNED Commissioner Russell made a motion, seconded by Commissioner Ebert to adjourn the meeting at 7:55 p.m. The motion passed. 0
