HomeMy WebLinkAbout1998 05-19 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION MAY 19, 1998 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:04 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Mead, Shinnick, Peterson and Russell were present. Commissioner Theis was absent. Also in attendance were City Council Liaison Kathleen Carmody and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA There was a motion by Commissioner Peterson, seconded by Commissioner Russell to approve the agenda as presented. The motion passed. APPROVAL OF MINUTES - April 22, 1998 • Council Liaison Carmody asked that the April 22 meeting minutes reflect her leaving at 7:50 p.m. There was a motion by Commissioner Peterson, seconded by Commissioner Russell to approve the April 22, 1998 minutes of the Parks and Recreation Commission as corrected. The motion passed. COUNCIL LIAISON REPORT Councilmember Carmody informed the Commission that the proposal to build a 16-screen theater in the area of West River Road and Interstate 694 was again being considered by developers. She indicated that the developer had options to purchase all the necessary properties with the exception of a small lot owned by the City. She further indicated that Brookdale is still considering a multi screen theater complex as part of its renovation plans. Councilmember Carmody updated the Commission on Council discussions regarding solicitation of input regarding park improvements. She indicated that additional input should be solicited, perhaps using the city newsletter. Councilmember Carmody informed the Commission that because of the pending construction of the new police and fire stations, planning for Civic Center improvements would be delayed. ORDINANCE PROVIDING FOR THE SALE OF A PORTION OF BELLVUE PARK C.A.R.S Director Glasoe reported that the City Council was considering an ordinance that • provided for the sale of a portion of Bellvue Park and had requested a recommendation from the Commission. He indicated that City Charter requires property owned by the City needed to be disposed of by ordinance. He referred to the materials prepared by Diane Spector regarding the sale of property. Glasoe 0 informed the Commission that the area to be conveyed was approximately .27 acres. After some discussion, a motion was made by Commissioner Peterson, seconded by Commissioner Russell that the Parks and Recreation Commission recommends to the City Council that the above noted property be conveyed to the EDA for sale to private parties and further recommends that adequate provisions be made in the final design of the park to allow for parking on the south end of the park. The motion passed unanimously. PALMER LAKE TRAIL Maintenance Issues Chair Sorenson indicated that there were two areas of the Palmer Lake Trail that were consistently underwater. C.A.R.S Director Glasoe reported that one of the areas appeared to be the result of a plugged culvert. He added that the parks crews would be removing the debris from the culvert and examining the other "low" area to determine the cause and make the necessary repairs. Glasoe continued that the local watershed Commission had recently been discussing the water level of the Palmer Lake Basin and that an item was on their next agenda to consider a formal study of the issue. REGIONAL TRAIL DESIGNATION C.A.R.S. Director Glasoe reported that the request by Hennepin Parks to designate a portion of trails in Brooklyn Center as part of their regional trail system is still being pursued. He reported that Hennepin Parks recently received some additional funding from the legislature to continue development of the regional trail system. He indicated that they were currently concentrating their efforts on the southern portion of the trail and would be contacting the city in the next few months. NORTH MISSISSIPPI REGIONAL PARK CITIZENS ADVISORY COMMITTEE Commissioner Mead reported on the progress of the North Mississippi Regional Park Citizens Advisory Committee. He provided information on the last two meetings of the task force and indicated that an additional two meetings had been added to the schedule. Commissioner Mead will provide additional information at the June Commission meeting. SHINGLE CREEK REGIONAL POND UPDATE C.A.R.S. Director Glasoe informed the Commission that the golf course sodding had been completed and the course was set to reopen the 27th of May. He indicated that a grand reopening celebration was being planned for June 5th and that the Commission members would be invited. 1998 ADOPT-A-PARK SPRING CLEAN UP Commissioner Mead reported that three Commissioners had attended the Spring clean up for the Adopt-a-Park, Trail and Street program on April 25. Commissioner Mead invited interested members to meet at Marlin Park at 9:00 a.m. on July 25 for the Summer clean up. • SET NEXT MEETING DATE The next meeting date was set for Tuesday, May 19, starting with a tour of parks beginning at 5:45 p.m. and the meeting to follow at approximately 6:45 p.m. in Conference Room A at City Hall. MEETING ADJOURNED Commissioner Ebert made a motion, seconded by Commissioner Mead to adjourn the meeting at 8:20 p.m. The motion passed. • 0
