HomeMy WebLinkAbout1998 04-22 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 22, 1998 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:17 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Mead and Theis were present. Commissioners Shinnick and Russell were absent and excused. Commissioner Peterson was absent. Also in attendance were City Council Liaison Kathleen Carmody and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA There was a motion by Commissioner Theis, seconded by Commissioner Ebert to approve the agenda as presented. The motion passed. APPROVAL OF MINUTES - March 17, 1998 There was a motion by Commissioner Theis, seconded by Commissioner Ebert to approve the March 17, 1998 minutes of the Parks and Recreation Commission. The motion passed. COUNCIL LIAISON REPORT Councilmember Carmody informed the Commission that the proposal to build a 16-screen theater in the area of West River Road and Interstate 694 was no longer being pursued. She further reported that Brookdale improvement plans continue to be developed. She indicated that negotiations with the four anchor stores were underway, but that none had signed a long term lease. Councilmember Carmody updated the Commission on the joint meeting between the City Council and Housing Commission that was held April 21. She indicated that the Housing Commission had developed and recommended a Proposed Time of Sale Housing Inspection Program. There was much discussion regarding the proposed program. 1998 ADOPT-A-PARK SPRING CLEAN UP Commissioner Mead reported that the Spring kick off event for the Adopt-a-Park, Trail and Street program had been scheduled for Saturday, April 25. Commissioner Mead invited • interested members to meet at Marlin Park at 9:00 a.m. on the 25th. NORTH MISSISSIPPI REGIONAL PARK CITIZENS ADVISORY COMMITTEE • Commissioner Mead reported on the progress of the North Mississippi Regional Park Citizens Advisory Committee. He shared a brief history of the meetings to date and presented conceptual plans for the park development. The plans include an interpretive center, active and passive recreation areas, trails and parking. Commissioner Mead indicated that there were two more scheduled meetings, and that he hoped to have additional information at the May meeting. PLAYGROUND EQUIPMENT REPLACEMENT - Neighborhood Surveys Community Activities, Recreation and Services Director Jim Glasoe reported on the neighborhood surveys that were conducted regarding the upcoming playground equipment replacement and related park improvements. After much discussion the Commission recommended that future surveys include larger areas of the City and perhaps be included in the City Watch newsletter. SHINGLE CREEK REGIONAL POND UPDATE C.A.R.S. Director Glasoe informed the Commission that the final grading was being completed and that the sodding contractor would begin in the next ten days. Glasoe reaffirmed that the anticipated date the golf course would open for play would be in the latter part of May. • SET NEXT MEETING DATE The next meeting date was set for Tuesday, May 19, at 7:00 p.m. in Conference Room A at City Hall. MEETING ADJOURNED Commissioner Ebert made a motion, seconded by Commissioner Mead to adjourn the meeting at 8:46 p.m. The motion passed. 0
