MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 17, 1998 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Russell, Ebert, Peterson and Mead were present. Commissioner Shinnick was excused. Commissioner Theis was absent. Also in attendance were City Council Liaison Kathleen Carmody and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF MINUTES - November 18, 1997 There was a motion by Commissioner Russell, seconded by Commissioner Mead to approve the November 18, 1997 minutes of the Parks and Recreation Commission. The motion passed. COUNCIL LIAISON REPORT Councilmember Carmody informed the Commission that Brookdale continued to be a focus of the City Council. She indicated the new owners are planning some major renovations and possible expansion. She reported that neighborhood meetings had been held with the Bellvue neighborhood regarding the 53rd Avenue project and the proposed street improvements. She further reported that the redevelopment of the northeast corner of 69th Avenue and Brooklyn Boulevard is still progressing. She added that the Council was intending to name a field after Phil Cohen in honor of his 70th birthday and ended by congratulating Jim Glasoe on being named as the Director of C.A.R.S. The Commission added their congratulations and affirmation of the City Manager's selection. ELECTION OF OFFICERS Chair Sorenson opened nominations for Commission Chair. Commissioner Russell nominated Commissioner Sorenson, Commissioner Peterson seconded the nomination. Commissioner Peterson moved the nominations be closed. The motion was seconded by Commissioner Russell and unanimously passed. Chair Sorenson then appointed Commissioner Peterson to be the Commission Vice Chair. The Commission by consensus thanked Commissioner Sorenson and forwarded a unanimous vote of confidence in his continued leadership. NORTH MISSISSIPPI REGIONAL PARK CITIZENS ADVISORY COMMITTEE C.A.R.S. Director Glasoe informed the Commission that he had received a correspondence from the Minneapolis Parks Board requesting that the City appoint a Parks and Recreation Commission member to their North Mississippi Regional Park Advisory Committee. After some discussion, Commissioner Mead was appointed as the city representative to the advisory committee. 1998 PARKS CAPITAL IMPROVEMENT PLAN C.A.R.S. Director Glasoe handed out copies of the revised parks portion of the 1998 Capital Improvement Plan. The corrected version was requested by the Commission after Commissioners noted some minor differences in the Capital Improvements Plan and the draft plan that was presented at the September meeting. SHINGLE CREEK REGIONAL POND UPDATE C.A.R.S. Director Glasoe informed the Commission that despite some setbacks, the project is still anticipated to be completed on time. He indicated that although the weather had been very mild, this had actually caused the contractor to miss some days of work because the ground was too soft to drive on. Glasoe added that it is anticipated that the golf course would open for play in the latter part of May. MEETING ADJOURNED Commissioner Peterson made a motion, seconded by Commissioner Russell to adjourn the meeting at 8:44 p.m. The motion passed. 0
