REGULAR SESSION
OCTOBER 21, 1997

CALL TO ORDER
Chairperson Sorenson called the meeting to order at 7:00 p.m.
ROLL CALL
Chairperson Sorenson, Commissioners Peterson, Russell, Ebert, Shinnick and Mead were
present. Commissioner Theis was absent. Also in attendance were Councilmember Bob
Peppe and Acting Recreation Director Jim Glasoe.
APPROVAL OF MINUTES - September 16, 1997
There was a motion by Commissioner Shinnick, seconded by Commissioner Peterson to
approve the September 16, 1997 Parks and Recreation Commission minutes, as submitted.
The motion passed.
COUNCIL LIAISON REPORT
Councilmember Peppe reported the Council had tabled the "pull tab" issue until after the first
of the year. He added, that the sale of Brookldale is moving forward with an anticipated
closing in November. Councilmember Peppe also commented on the new playground
equipment at Garden City School which is directly adjacent to Brooklane Park.
HENNEPIN PARKS TRAIL DESIGNATION
Acting Recreation Director Glasoe indicated that the City had been approached by Hennepin
Parks regarding the City's receptiveness to designating segments of its trail system as part of
Hennepin Park's Regional Trail System. Glasoe added that there were a number of options
the City had with respect to the request.
Option one, would be that the city could indicate that they are not interested in designating
trail sections as part of a regional trail. The second option could be a low level cooperative
agreement, whereby the City would retain full ownership, liability and maintenance
responsibility for the trails but would allow Hennepin parks to post signage designating the
trail sections as part of their regional system.
Another option would be to turn the trail sections over to Hennepin Parks transferring
ownership, liability and maintenance responsibility. However as many sections of these trail
. system were built with the assistance of Federal LAWCON Grants, transfer of ownership
might be made more difficult.
• The fourth option, would be that the City and Hennepin Parks could develop a formalized,
cooperative agreement regarding ownership, designation, maintenance and improvements to
the trail system. Under such an agreement, the City could retain ownershipand control, but
Hennepin Parks could share in the liability, maintenance and future improvements to the tr
sections.
All Commissioners were in agreement that they did not want to relinquish ownership or
control of the trail sections, although all were receptive to working with cooperatively with
Hennepin Parks.

After much discussion, a motion was made by Commissioner Russell, seconded by
Commissioner Peterson that the Parks and Recreation Commission recommends the City
Council direct the City Manager and staff to work with Hennepin Parks to develop a
cooperative agreement that would allow Hennepin Parks to designate portions of the City's
trail system as part of their Regional Trail. They further recommend that this in this
agreement, the City should retain ownership and control of the trail sections, but work
cooperatively on signage, maintenance and improvements to the trail sections. The motion
was passed unanimously.
ADOPT-A-PARK CLEAN UP
Commissioner Mead reported that he visited both Marlin and Lakeside Parks to conduct the
fall clean up. He added that he found four items in Lakeside Park and very little at Marlin
Park.
SET MEETING DATE
The next meeting will be November 18, 1997, at 7:00 p.m. in Conference Room A of City
Hall.
MEETING ADJOURNED
Commissioner Shinnick made a motion, seconded by Commissioner Russell to adjourn the
meeting at 8:04 p.m. The motion passed.
