HomeMy WebLinkAbout1997 04-15 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 15, 1997 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 6:35 p.m. ROLL CALL Chair Sorenson, Commissioners Russell, Peterson, Shinnick andTheis were present. Commissioners Ebert and Mead were excused. Also, in attendance was Acting Recreation Director Jim Glasoe and Vicki Reupke from the Riverwood Neighborhood Association. APPROVAL OF MINUTES -March 15, 1996 There was a motion by Commissioner Shinnick, seconded by Commissioner Peterson to approve the March 15, 1997 minutes of the Joint Parks and Recreation Commission/City Council meeting. The motion passed. COUNCIL LIAISON REPORT Councilmember Peppe reported that the City is completing acquisition of property as a part of the 53rd Avenue Linkage project. He added that public information meetings continued to be held regarding the fire/police/city hall building issue. PETITION FOR IMPROVED SKATING FACILITIES AT RIVERDALE PARK Acting Director Glasoe introduced Vicki Reupke from the Riverwood Neighborhood Association. Ms. Reupke referred to the petition from the Riverwood Neighborhood asking for improvements to the skating facilities at Riverdale Park. She indicated that although the request was for hockey boards, lights and a rink attendant, residents would appreciate any increase in services, such as having the warming house open during the Christmas holiday and on weekends. Council Liaison Peppe asked if Ms. Reupke knew of the current demographics of the neighborhood. She indicated she did not. Acting Recreation Director Glasoe provided skating rink usage for the 1996-97 season. After much discussion, it was decided to examine the liability issues associated with providing warming house keys to trained volunteers. Acting Director Glasoe will contact the City's risk representatives for an opinion. 0 PARKS CLASSIFICATION AND IMPROVEMENT MATRIX • Acting Director Glasoe referred to copies of the 1976 Parks and Recreation Policy Plan which contained classification schedules and associated park amenities. Glasoe referred to the Commissions previous discussions of the "destination parks" concept and asked Commissioners to revise the matrix with this concept in mind. Revised schedules were completed and are attached. ADOPT-A-PARK CLEANUP Acting Director Glasoe indicated that April 19 was the date set for the kick off of this year's adopt-a-park program. He added that Joyce Gulseth would not be available to attend and was asking if the Commission would consider acting as hosts for the event. Commissioners agreed to host the event. Commissioner Mead will be Joyce Gulseth's contact. SET MEETING DATE The next meeting was set for May 20, 1997, with a bus tour of the parks leaving from City Hall at 5:30 and a regular meeting at 7:00 p.m. in Conference Room A of City Hall. MEETING ADJOURNED Commissioner Russell made a motion, seconded by Commissioner Peterson to adjourn the meeting at 8:23 p.m. The motion passed. 0 0
