REGULAR SESSION
MAY 21, 1996
CITY HALL
CALL TO ORDER
Chair Sorenson called the meeting to order at 6:34 p.m.
ROLL CALL
Chairperson Sorenson, Commissioners Peterson, Ebert, Russell, Shinnick and Mead were
present. Commissioner Lasman was absent. Also in attendance were Director of Recreation
Arnie Mavis and Public Services Coordinator Jim Glasoe.
APPROVAL OF MINUTES - April 16, 1996
Commissioner Ebert noted that the roll call did not include her in attendance. Commissioner
Mead indicated that the Adopt-A-Park item should read, Commissioners Sorenson, Peterson
and Mead would be available. Under the Twin Beach Fishing Pier option, Public Services
Coordinator Glasoe stated the motion should have recommended the City Manager direct the
completion of the application. As the Parks and Recreation Commission is advisory in nature,
any directive should come in the form of a recommendation to the City Council or the City
Manager.
There was a motion by Commissioner Russell, seconded by Commissioner Mead to approve
the minutes of the April 16, 1996 Parks and Recreation Commission meeting as amended. The
motion passed.
COUNCIL LIAISON REPORT
Public Services Coordinator Glasoe reported for Council member Mann that the Code
Enforcement Sweep continues, and appears to be a big success. A voice mail number has been
set up to take the large volume of calls reporting violations. The phone number is
569-3339.
PARK CLEAN UP
Commissioner Mead reported that he, Chair Sorenson and Commissioner Peterson attended the
first clean up on April 20. Chair Sorenson took pictures and will try to have them available at
an upcoming meeting.
SURFACE USE ORDINANCE FOR TWIN LAKES
Chair Sorenson explained the preliminary surface use ordinance that was written at the request
. of the Twin Lakes Task Force. The ordinance extends state boating regulations to all
watercraft, and provides increased enforcement for operating hours and no-wake zones.
• Chair Sorenson indicated that all references to Lower Twin Lake should be deleted as Lower
Twin is located entirely in Robbinsdale and is covered under their ordinance. There was a
motion made by Commissioner Peterson, seconded by Commissioner Shinnick to recommend
the noted changes to the surface use ordinance. The motion passed.
FUNDING APPLICATION - Brooklyn Center Youth Football
Public Services Coordinator Glasoe referred to the contractual services application of the
Brooklyn Center Youth Football that was included in the Commissioner's packets. Public
Services Coordinator Glasoe reminded the Commission that unlike in past years, any
recommendation on funding would need to be forwarded to the City Manager for consideration
by the City Council.
After some discussion, a motion was made by Commissioner Peterson, seconded by
Commissioner Shinnick to recommend to the City Council that $2,000 be approved for youth
football.
Commissioner Mead then bought to the attention of the Commission that one page was missing
from the application. After some further discussion, a motion was made by Commissioner
Peterson, seconded by Commissioner Mead to postpone a decision on funding pending the
completion of the application.
TWIN BEACH PARK
This item was held over from the April meeting. After some discussion Commissioner Mead
made a motion, seconded by Commissioner Russell to recommend to the City Council that
Twin Beach Park be renamed "Lakefront Park." The motion passed.
GOLF COURSE UPDATE
Recreation Director Mavis reported that the revenues at the golf course are down as a result of
poor weather this spring. He also reported that a leak had been found in the water service line
to the club house and the repairs will likely be costly.
PARK WATCH
Chair Sorenson indicated a continuing desire to get the park watch information in all city
publications. He reminded Commissioners of the 569-3340 phone number and asked if any
Commissioners would volunteer to visit a park once a week during the summer and report any
needed repairs or vandalism. The Commissioner's each selected parks they will visit regularly
and report any vandalism noted.
SET MEETING DATE
The next meeting will be June 18, 1996, at 6:00 p.m. in Conference Room A of City Hall.
MEETING ADJOURNED
Commissioner Peterson made a motion, seconded by Commissioner Russell to adjourn the
meeting at 8:16 p.m. The motion passed.
