HomeMy WebLinkAbout1996 04-16 PRM• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 16, 1996 CITY HALL CALL TO ORDER Chair Sorenson called the meeting to order at 6:30 p.m. ROLL CALL Chairperson Sorenson, Commissioners Peterson, Lasman, Russell, Shinnick and Mead were present. Also in attendance were Director of Recreation Arnie Mavis and Public Services Coordinator Jim Glasoe and Parks Maintenance worker Bill Vetter. APPROVAL OF MINUTES - March 19, 1996 There was a motion by Commissioner Russell, seconded by Commissioner Peterson to approve the minutes of the March 19, 1996 Parks and Recreation Commission meeting. The motion passed. • ADOPT-A-PARK CLEAN UP Commissioner Mead informed the Commission that Saturday, April 20, was the first scheduled day for the Adopt-a-Park groups. He indicated that only a couple of Commissioners would be needed. Commissioners Sorenson and Russell indicated they would be available. PLAYGROUND EQUIPMENT Public Services Coordinator Glasoe informed the Commission that the bid opening for playground equipment replacement had taken place on April 11, 1996. Three bids were received from reputable firms. Glasoe indicated a staff committee had met and recommended the bid of Flanagan Sales be accepted. Public Services Coordinator Glasoe shared the playground designs submitted by Flanagan. Commissioner Russell made a motion, seconded by Commissioner Peterson to recommend to the City Council that the bid of Flanagan Sales be accepted for the installation of playground equipment in six city parks. The motion passed. PARKS AND RECREATION POLICY PLAN Public Services Coordinator Glasoe indicated that copies of the current policy plan had been handed out at the last meeting and that each Commissioner should look at the plan for items . they would like to keep in a revised version. Chair Sorenson indicated that he recalled a more up to date version of the plan. He produced a copy of a plan contained in the city's 1979 Comprehensive Plan. Public Services Coordinator Glasoe will find a copy of the most up to • date comprehensive plan and bring copies to all Commissioners at the May meeting. PARK FACILITIES -Discussion Parks Maintenance worker Bill Vetter thanked the Commission for the opportunity to speak and stated he was looking for Commission input on park facility issues. He indicated that many park shelters are in serious need of repair. He identified Bellvue and Kylawn shelters as being in the worst condition. He asked what plans the Commission had for replacing the shelters. Recreation Director Mavis indicated that unless a bond issue was passed, shelter replacement would not take place any time soon. Bill Vetter also indicated that the park signs were in need of repair. Public Services Coordinator Glasoe stated that an eagle scout candidate had just chosen repair of the signs as his project. TWIN BEACH FISHING PIER Public Services Coordinator Glasoe shared information he had received from the DNR regarding fishing pier placements. Glasoe indicated that an application was also included in the packet. After some discussion Commissioner Peterson made a motion seconded by Commissioner Russell directing Recreation Director Mavis and Public Services Coordinator Glasoe to complete the application. TWIN BEACH PARK Will be placed on the May meeting agenda. SET MEETING DATE The next meeting will be May 21, 1996, at 6:30 p.m. in Conference Room A of City Hall. MEETING ADJOURNED Commissioner Peterson made a motion, seconded by Commissioner Russell to adjourn the meeting at 8:32 p.m. The motion passed. 0
